IMPLEMENTASI PEMBINAAN ANAK JALANAN MELALUI KEGIATAN SUPPORT GROUP OLEH DINAS SOSIAL KOTA

ABSTRAK
Anak jalanan ialah anak yang berusia di bawah 18 tahun dan mencari nafkah di jalanan. Penelitian ini bertujuan untuk mengetahui implementasi pembinaan anak jalanan melalui kegiatan support group oleh Dinas Sosial Kota Tanjungpinang.
Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan 11 informan, dengan menggunakan teknik dan alat pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan (1) Isi kebijakan (content of policy): a) Kepentingan-kepentingan yang mempengaruhi yaitu kepentingan sudah terlaksanakan untuk menjawab kebutuhan anak jalanan baik hak untuk pendidikannya, maupun kebutuhan dasarnya. b) Tipe manfaat yaitu dalam pelaksanaan program ini sudah terlaksanakan dikarenakan kegiatan support group ini bermanfaat bagi anak jalanan. c) Derajat perubahan yang ingin dicapai dalam program support group belum terlaksanakan sepenuhnya dikarenakan ketiadaan keadilan akibat program support group, karena kemampuan program saat ini tidak dapat menjangkau semua anak jalanan di Tanjungpinang. d) Letak pengambilan keputusan yaitu sudah terlaksanakan namun masih terdapat beberapa hambatan dalam mengatasi anak jalanan. e) Pelaksanaan program yaitu program ini sudah dilaksanakan dikarenakan sesuai dengan peraturan kerja pemerintah kota tanjungpinang. f) Sumber-sumber daya yang digunakan yaitu sudah dilaksanakan tetapi masih membutuhkan sumberdaya manusia seperti pekerja sosial dan relawan-relawan yang dibutuhkan. (2) Lingkungan Implementasi (context of policy) : a) Kekuasaan, kepentingan-kepentingan, dan strategi dari aktor yang terlibat yaitu strategi dalam program ini dapat berjalan sesuai harapan yang ingin dicapai. b) Karakteristik lembaga dan rezim yang berkuasa yaitu belum terlaksanakan dikarenakan belum ada kontribusi dengan lembaga-lembaga lain. c) Tingkat kepatuhan dan adanya respon dari pelaksana yaitu respon yang diberikan Dinas Sosial kepada anak jalanan sudah terlaksanakan sehingga dapat mengatasi masalah yang berkaitan dengan anak jalanan. Kesimpulan dalam penelitian ini Implementasi Pembinaan Anak Jalanan Melalui Kegiatan Support Group oleh Dinas Sosial Kota Tanjungpinang sudah terlaksanakan, meskipun masih ada beberapa hambatan untuk melaksanakan implementasi pembinaan anak jalanan melalui kegiatan support group ini.

IMPLEMENTATION OF STREET CHILDREN DEVELOPMENT THROUGH SUPPORT GROUP ACTIVITIES BY THE SOCIAL SERVICES

ABSTRACT
Street children are children who are under 18 years old and make a living on the streets. This study aims to determine the implementation of fostering street children through support group activities by the Tanjungpinang City Social Service. The method used in this research is descriptive qualitative method with 11 informants, using data collection techniques and tools in the form of observation, interviews, and documentation. The results of this study indicate (1) The content of the policy: a) Interests that influence the interests have been implemented to answer the needs of street children, both the right to education and their basic needs. b) Type of benefit, namely in the implementation of this program it has been carried out because this support group activity is beneficial for street children. c) The degree of change to be achieved in the support group program has not been fully implemented due to the lack of justice as a result of the support group program, because the current program capabilities cannot reach all street children in Tanjungpinang. d) The location of decision-making is that it has been implemented but there are still some obstacles in overcoming street children. e) Implementation of the program, namely this program has been implemented because it is in accordance with the work regulations of the Tanjungpinang city government. f) The resources used are already implemented but still require human resources such as social workers and needed volunteers.
(2) Implementation Environment (context of policy): a) The powers, interests, and strategies of the actors involved, namely the strategy in this program can run as expected. b) The characteristics of the ruling institutions and regimes are that they have not been implemented because there has been no contribution from other institutions. c) The level of compliance and the response from the implementer, namely the response given by the Social Service to street children has been implemented so that it can overcome problems related to street children.
The conclusion in this study is that the Implementation of Street Children Development Through Support Group Activities by the Tanjungpinang City Social Service has been carried out, although there are still some obstacles to implementing the implementation of street children development through this support group activity.
