Spatial Planning in Perspective of Good Governance (A Study on Analysis of Spatial Planning in Batu City as a Tourism City). The purpose of this research is to describe and analyze the characteristics of spatial planning in Batu City from the perspective of good governance. Moreover, there are many problems in waste management: human resources, material, tools and limited landfill space were solved by the municipality of Saensuk that hired the private company in many projects. There are many factors that have an impact on waste management in the municipality of Saensuk, such as supporting factors and hindering factors.

According to the interview with the mayor, the first supporting factor is the "vision of the administrators", which had to accept that the administrator is the factor that affects all parts of the organization and other factors. And the first factor of the obstacle is "participation of residents in waste management" because they do not recycle it, do not separate it and never change their behavior. All these supporting factors and elements of the municipality of Saensuk enable efficient and sustainable waste management.

From the problems and obstacles in the waste management of Saensuk municipality such as the population and tourists, the number of employees, the materials, natural and the place for disposal, solutions are made in many methods. The municipality has operated this project since 2012 which is a good result and in 2013 the municipality of Saensuk hires the private company to manage more areas. There are two solutions to the waste management problem of Saensuk municipality, which are the employment of a private company and the cooperation of the municipality and citizens.

To sum up, waste management in Saensuk municipality has some parts of success finding the way to solve and manage waste issues. All these are the supporting factor that makes Saensuk Municipality a strong local government organization in waste management. Regulation of hiring a private company to maintain cleanliness, street cleaning, foot bath cleaning and public area cleaning in Saensuk Municipality.

Ecological and Social Evaluation of Coastal Tourism Destination Development: A Case Study of Balekambang, East Java

Within the intertidal zone, coral reefs extend from west to east and are distributed between the high and low tide zones. There are two small islands in front of the beach namely Ismoyo Island and Hanuman Island. The Morisita index was calculated to analyze the spatial distribution pattern of coral reef communities, and the Shannon-Weaver diversity index (H') was used to assess community biodiversity.

Based on the Morisita index, each section of the study site was divided into several zones that reflected the spatial distribution pattern of coral reef communities (Table 2). Most (77%) of the respondents argue that Balekambang was beautiful expressed their interest in coastal destination. Respondents knew the role of the forest in their lives (74%), and they knew that the forest can be used as a tourist destination.

The forest park will become a place to preserve tropical lowland forest, protect the aquatic ecosystem from physical disturbances coming from the terrestrial ecosystem, a place to learn about the vegetation and the botanical garden, thus reducing the crowds of tourists along the sandy beach and, most importantly, visitors are urged not to enter the coral reef ecosystem during low tide. The proposed development documents need to be revised due to the lack of attention given to the conservation of coral reefs, which are now threatened by tourism activities.

One of the major developments in Indonesia's tourism sector is the Ministry of Tourism and Creative Economy, which was established in a cabinet reshuffle in 2011. The Indonesian government's seriousness in developing the creative economy is evident from the issuance of Presidential Instruction No. The growth rate of the creative economy in Indonesia itself continues to decline, although its development is higher than the national growth rate.

Earlier it was explained that the Ministry of Tourism and Creative Economy has brought together creative professionals for conferences, exhibitions and festivals. The creative economy can build the nation's image and identity in the international community. The introduction of the creative economy in the Ministry of Tourism is precisely to encourage workers for a better work of art than the works of artists who.

In general, PPKI is considered as the first step for the players in the development of the creative economy sector to penetrate the global market. Now, creative economy in tourism is considered as a new platform that has a selling point and increases the tourism competitiveness of the country. Indeed, the Government through the Ministry of Tourism and Creative Economy continues to improve the creative economy sector.

It was mentioned that the government has identified fourteen sub-sectors of the creative economy and the Ministry of Tourism. Creative Economy added another subsector that was considered important in Indonesia's developing creative economy. In developing the creative economy in Indonesia under the new Ministry of Tourism and Creative Economy, the researcher identified two perspectives in the study.

Based on the definition and creative economic activities listed in the presidential instruction With the inclusion of the development of creative economic activities in the Ministry of Tourism, the first perspective is that the development of the creative economic activity is only related to the tourism sector .
