ABSTRACT
This final project research aims to determine the mechanism for Issuance of Sailing Approval Letters at the Port Authority and Port Authority Class II Tanjung Buton, Barriers, and Strategies. The method used for data collection is the method of observation and interview or interview method. The results of the Final Project are the mechanism for issuing Sailing Approval Letters at KSOP Class II Tanjung Buton starting from agents submitting application letters, reporting ships arriving, submitting lists of crew names and certificates, submitting loading or deck letters and submitting proof of PNBP and VTS payments, until waiting no later than 1x24 hours Sailing Approval Letter is issued. The obstacles faced in the issuance of the Sailing Approval Letter include incomplete documents submitted by agents or some of them have passed their active period, have not paid PNBP payments, so that the issuance process cannot be carried out.
The strategy carried out by KSOP Class II Tanjung Buton in optimizing the issuance of Sailing Approval Letters is to build good communication with agents, provide direction to agents for completeness of documents, and carefully check ship capacity.
