Abstract

The purpose of this study was to determine the process of issuing a sailing approval letter, the parties involved in the process of issuing a sailing approval letter and the obstacles experienced in the issuance of a sailing approval letter at the Tanjung Buton Class II Harbormaster and Authority Office. This research was conducted at the Office of Harbor Masters and Port Authority of Tanjung Buton Class II. This research will be conducted in April-August 2021. Data collection techniques in this study use interviews and documentation. The data analysis technique used in this research is descriptive analysis method with a qualitative approach.The results of the study show that the Sailing Approval Letter is specifically regulated in Law Number 17 of 2008 concerning Shipping. To obtain a Sailing Approval Letter, the captain/ship owner must submit an application to the harbormaster by attaching the ship's seaworthiness document. Problems related to the implementation of policies regarding sailing approval letters at the Port Authority Office and Class II Tanjung Buton in the form of communication, resources, disposition (executive attitude) and bureaucratic structure.
