Seiring dengan kebutuhan fasilitas pelayanan kesehatan semakin dibutuhkan, maka kantor pemerintahan seperti Dinas Kesehatan perlu dikelola secara profesional, efisien dan tanggap terhadap aspirasi masyarakat. Kondisi Dinas Kesehatan Kota Bandung saat ini masih kurang memadai untuk menampung para pegawai beraktivitas serta ruangan yang sudah termakan usia dan fasilitas penunjang pegawai masih didominasi dengan metode konvensional. Melihat kondisi tersebut maka bangunan kantor Dinas Kesehatan Kota Bandung didesain menerapkan konsep “arsitektur modern”. Menurut Charles Jencks aristektur modern merupakan gerakan merombak konsep- konsep lama menjadi kesepakatan baru yang prosesnya berpijak pada aspek fungsi, ekonomi, dan sosiologi, serta penggunaan konsep “form follow function”. Proyek Dinas Kesehatan ini berada di kawasan pelayanan dan jasa dimana unsur arsitektur modern pada bangunan Dinas Kesehatan ini dapat diterapkan pada bagian fasad, bentuk bangunan, ruang dalam serta karakteristik dari bangunan ini sendiri. Penggunaan material yang mengandung unsur modern serta unsur garis yang sangat kuat dengan bentuk bangunan yang dinamis diterapkan pada bangunan ini agar lebih terlihat kontras dari lingkungan sekitar. Hal ini dilakukan agar bangunan Dinas Kesehatan dapat menjadi ikonik di kawasan tersebut setelah Gedung Sate dan Masjid Pusdai.

As health service facility needs are increasingly needed, government offices such as the Health Office need to be managed professionally, efficiently and responsive to community aspirations. The current condition of the Bandung City Health Office is still inadequate to accommodate the employees' activities and the age-consumed rooms and employee support facilities are still dominated by conventional methods.
Seeing these conditions the Bandung City Health Office office building was designed to apply the concept of "modern architecture". According to Charles Jencks, modern architecture is a movement to overhaul old concepts into new agreements whose processes are based on aspects of function, economics, and sociology, as well as the use of the concept of "form follow function". The Health Service Project is located in a service and service area where modern architectural elements in the Health Service building can be applied to the facade, building shape, interior space and characteristics of the building itself. The use of materials that contain modern elements as well as very strong line elements with dynamic building shapes are applied to this building to make it more visible in contrast to the surrounding environment. This is done so that the Health Office buildings can become iconic in the area after Gedung Sate and Pusdai Mosque.
