The term "depoliticization" appears in a legislative text for the first time since 1974 and it means the separation of government from public administration. 34; Report on the Reform and Modernization of Public Administration" by the Ministry of the Head of Government in 1990. The above commitment of the Greek authorities to the "depoliticization of the Greek administration" is absolutely correct, but also the most difficult for them to implement.

The term departure, on the other hand, means that the political parties must not influence the management of the public organizations, which is also a necessity for the independence of the public management. The monitoring body will ensure transparency and ongoing external evaluation of the implementation of these measures. In fact, in addition to a number of more general institutional factors, it is mainly the degree of economic vulnerability in each country that contributes to the understanding of the responses given by governments and the resulting impact on working conditions and working conditions in the public sector . (Bach and Bordogna, 2013).

One can say that the public sector has been and is the main area where the "new type of intervention" of the EU appeared, which is required by the so-called "New Economic Governance of the EU". This approach is also reflected in the procedures by which measures are approved and policies are promoted, especially in the case of southern European countries.

Research Methodology

Indeed, as in other areas, the so-called “reform” of the public sector, especially in the case of the southern countries, has become a “top-down” process, with government leaders and supranational institutions making the decisions ( Sotiropoulos, 2015 ). What distinguishes 'New Economic Governance' is an increasingly autocratic, top-down approach in which the EU intervenes and directly determines national policies, even in areas where the EU has no formal authority. The governments of these countries (more indicative of the Greek case), often invoking the argument “the state is in a state of emergency”, voted in favor of measures that ignored or circumvented the agreements with the social partners or without the necessary consultation and discussions .

This, together with the weakening of the role of the social partners in the design of more general social legislation, involves a change in the procedural framework of social legislation which for some fellows is against democracy (Clauwaert and Schömann, 2012, Schömann, 2015 ). . The degree of acceptance of the NPM for the calculation of which 38 questions on a Likert scale were used to determine the degree of agreement from one to five, starting from disagree to completely agree. The questions reflect the principles of NPM as they have been developed from different viewpoints and researchers to date (Lacovino et al., 2017; Asif and Mamoon, 2018; Tabrizi et al., 2018).

This type of research was chosen because its purpose is to explore the current situation and attitude of the public servants who have experienced the crisis and the reforms in the Greek public sector.

Findings and Discussion

The results show that the adoption of private economic criteria in the management of public bodies and the change of the concept of public administration to public management are generally accepted by the managers. They believe that remuneration should be based on the performance of the official and that there should be reductions in cases of low productivity. They believe that there is no meritocracy in the public sector and therefore want to restructure the hierarchy based on the person's ability and suitability to perform these tasks.

They do not accept the management of capable managers from the private sector and the market in general but only from the public sector as an attempt to protect their interests, but this attitude has as a negative the reproduction of more of the same. Introduction of a performance appraisal system for civil servants which should be linked to salaries and benefits, promotions and discipline. Most of the findings in this research incorporate the principles of Public Governance as it is an essential component of MKPT in modern organizations (Klijn, 2012).
