The Committee reviewed a letter from Past President Tully (Exhibit A) regarding how the Board presents its views on controversial issues. The Committee respectfully recommends that the Board consider a policy or procedure regarding the publication of dissenting views of questions submitted to the Board. The Committee unanimously reaffirms its support for a single three-year term for Trustees and offers support for any constitutional amendment necessary to implement such a change. The committee discussed the announced plan to discontinue the 800 phone number due to financial constraints.
The Committee respectfully recommends that the Board continue the tradition of a former President addressing the Board at the luncheon honoring past Presidents. The Commission respectfully recommends that the Council reinstate the tradition of holding a Council dinner on Friday evenings and abolish the individual dinners organized by the members of the International Council. The Committee respectfully recommends that the Council consider having members of the Board of Trustees chair all Council workshops at any time.
I can think of at least two reasons in favor of openness rather than a one-sided presentation of the Council's positions. I therefore propose a reevaluation of the Board of Directors' handling of matters of general interest to Kiwanis.

The Committee considered the final results of a reader survey addressed to the readers of the European edition of the Bulletin for Kiwanis. The Committee reviewed the Report of the 75th Anniversary Committee, which met at the Seattle Convention. After reviewing the current exhibitor fees and the agenda item regarding fee increases, the Committee agreed that exhibitor fees should be increased; further, the Committee recommends that these fees be increased sufficiently for Orlando to avoid an additional increase in St. The Committee recommends that exhibitor fees be established as follows from the Orlando 1989 International Convention:.
The committee noted that some changes to the logo may be necessary to accommodate its medals. It was the Committee's feeling that sales of an item should partially fund the float. REPORT OF THE 1987-1988 BOARD FINANCE COMMITTEE TO THE INTERNATIONAL CARE BOARD MEETING.
Based on information available after the August meeting of the Board's Finance Committee, several changes were made to the proposed 1988-89 budget. REPORT OF THE BOARD'S COMMITTEE ON EDUCATION AND PROGRAM DEVELOPMENT TO THE MEETING OF THE INTERNATIONAL BOARD OF CARE. The committee reviewed the status report and commented on the high quality of the new edition of the Kiwanis in Action pamphlet.
The committee reviewed the results of the first year of implementation of the Kiwanis leadership training program in twelve districts and of the 1988-1989 implementation.
PACIFIC NORTHWEST DISTRICT
It must be a position that is coveted and must be won by Kiwanians who have had the exciting experience of a year as club president and now WANT to advance further in the organization. Unfortunately, too often in our district, the position of lieutenant governor is almost a "joe job", and as long as that situation persists, we have a critical weakness in the entire Kiwanis education process. I want you all to give some thought to the education that Kiwanis currently offers its club members, the club.
I would love to have your ideas available ahead of our October Board of Directors meeting. Your August 9 letter to the International Commission on Education and Leadership Development requests their response. It also seems to me that the club presidents should have training in administration or organizational management, in the importance of appropriate dress and in the meeting mechanics necessary to have a successful club. It was further noted that staff fully expect improvements in all the above categories during the current year. Staff will discuss the key results of the evaluation with the Committee at its next meeting. Concerns have arisen with the California-Nevada-Hawaii District Council regarding future clubs being built in this area.
Notwithstanding the fact that the Kiwanis Club of Laughlin, Nevada, is located within the boundaries of the California-Nevada-Hawaii District, the Kiwanis. Club of Laughlin, Nevada is considered a Southwest District club for administrative purposes. Staff reviewed the progress of the new Member Handbook and noted proposed changes from the previous Executive Committee.
The Committee accepts the recommendation of the European Federation to revoke the Blarney Cork, Ireland, Club. The committee recommends that a six-month moratorium be placed on existing international dues obligations of Kiwanis clubs in Panama with subsequent review of the situation, at appropriate intervals, until a crisis.
REPORT OF THE COUNCIL COMMITTEE ON ADMINISTRATION TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. The Committee reviewed the Year End Status Reports of the Operations Department, the Human Resources Department and the MIS Department. The Committee reviewed the changes to the 1988-89 budgets of the Operations Department, Human Resources Department and the MIS Department and concurred with all line item changes except the proposed change affecting the 1-8 00 (Toll Free) telephone, which later discussed in this report.
Connnittee discussed the report of Jerry Christiano, Chairman of the International Administration Committee 1988-1989. At the request of the 1987-88 Board of Trustees Committee, staff investigated possible alternatives to the current insurance coverage provided by the Royal Insurance Company. Upon receipt of CIGNA's proposal, renewal provisions were obtained from Royal.
Each company must also provide a list of the positive and negative aspects of each business. The committee recommends that a letter be approved (see Exhibit C) implementing a previous motion. At the July 1987 Board of Trustees meeting, Kiwanis International was requested to hire only firms or service providers that were willing to certify that they or their associated entities would not act against or have a conflict of interest with Kiwanis International.

The committee reviewed its responsibilities with the assistance of Human Resources Liaison, John Merski, Jr. The committee reviewed the proposed amendments to the Key Club International Constitution and Bylaws as approved by the House of Delegates at the 45th Annual Key Club Convention. After an explanation of the proposed amendments, the committee found them to be acceptable and in accordance with procedures and constitutional requirements.
The Committee recommends that amendments to the Constitution and Bylaws of Key Club International be approved. The committee reviewed and approved the Key Club International Distance Plan 1989-94, as approved by the Key Club International Board. The Committee reviewed travel reports submitted by key Club International Board members.
The committee discussed the potential for future growth of Key Club in non-North American countries (particularly Central and South America). Adoption of Amendments to the International District K Constitution and Bylaws The Committee considered the three amendments to the International District K Constitution and Bylaws adopted by the 1988 International District K House of Delegates.

The International Board is concerned about the long-term stability of the districts of Circle K International. Districts have learned over the years that a board of representatives system does not work as efficiently as either a traditional lieutenant governor system or a combination club representative/lieutenant governor system. Therefore, the International Council proposes to eliminate the formation of the council of representatives system.
The job description of a club representative has never been defined and has created conflict between clubs and districts in the past, building a new club in a district has become more difficult and divisional unity is limited. Districts still using a representative club system (without lieutenant governors) will be required to establish a new district board structure at their next district convention. In the event that the representative council system is used, there will be only one (1) representative from each club.
A traditional system of lieutenant governors or a combination of club representatives and lieutenant governors should be used.
