SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 29.07.2016.
Summary observations of the Group on Agenda Items
Details of the mean maximum and minimum temperature during the week 21st July, 2016 to 27th July, 2016 were as under:-
Maximum Temperature
Above normal by 4 to 60C over some parts of West Rajasthan and by 2 to 40C over Kutch, many parts of Rajasthan, some parts of Himachal Pradesh, Punjab, Haryana, Madhya Pradesh, Saurashtra, Gujarat region and isolated pockets of Jammu Kashmir, Uttar Pradesh, Kerala.
Normal to near normal over rest of the country except Arunachal Pradesh, many parts of Assam, Nagaland and isolated pockets of Sub-Himalayan West Bengal & Sikkim where it was below normal by 2 to 40C.
Minimum Temperature
Above normal by 2 to 40C over some parts of West Rajasthan, Punjab, Haryana.
Normal to near normal over rest of the country except some parts of Jammu & Kashmir, Arunachal Pradesh, Assam, Odisha and isolated pockets of Coastal Andhra Pradesh where it was below normal by 2 to 40C.
In the monsoon season, weekly Rainfall for the country as a whole during the week 21st July, 2016 to 27th July, 2016 has been 4% lower than Long Period Average (LPA). Rainfall (%
departure from LPA) in the four broad geographical divisions of the country during the above period has been higher by 22% in East & North East India, 4% in South Peninsula and lower by 22% in North West India, 11% in Central India.
The cumulative rainfall in the country during the monsoon season i.e. 01st June, 2016 to 27th July, 2016 has been equal to Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period has been higher than LPA by 9% in Central India, 2% in South Peninsula, equal to LPA in North West India and lower by 12%in East & North East India.
Out of 36 met sub-divisions, 28 met sub-divisions constituting 80% of the total area of the country has received excess/normal rainfall, 8 met sub-divisions constituting 20% of the total area of the country has received deficient/scanty rainfall. Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 28th July, 2016 was 59.37 BCM as against 68.45 BCM on 28.07.2015 (last year) and 63.13 BCM of Normal (average storage of the last 10 years) storage. Current year’s storage is 87% of the last year’s storage and 94% of the normal storage.
As per latest information available on sowing of Kharif crops, around 75% of the normal area under Kharif crops has been sown upto 29.07.2016. Total area sown under Kharif crops in the country as on 29.07.2016 has been reported to be 799.51 lakh hectares as compared to 752.29 lakh hectares last year. This year’s area coverage so far is higher by 47.2 lakh ha. than normal as on date.
Area coverage under rice is higher by 6.2 lakh ha. than the last year.
Area coverage under wheat is higher by 9.8 lakh ha. than the last year.
Area coverage under pulses is higher by 32.1 lakh ha. than the last year and by 33.6 lakh ha. than normal as on date. This is due to higher coverage in Tur, Urad and Moong.
Area coverage under Kharif coarse cereals has been higher by 5.9 lakh ha as compared to last year.
Area coverage under total Kharif Oilseeds is higher by 11.8 lakh ha. than the last year and by 14.7 lakh ha. than normal as on date.
Area coverage under Cotton is lower by 9.6 lakh ha. than the last year.
Availability position of seeds and fertilizers has been found satisfactory.
1. Monsoon Season (June – September) during the week ending on 27th July, 2016
Sub-division-wise weekly rainfall forecast & weather warning is shown in Table-1.1
Rainfall during the week (21st July, 2016 to 27th July, 2016) Rainfall was excess/normal in 22, deficient/scanty in 14 out of 36 meteorological sub-divisions.
Cumulative rainfall (01st June, 2016 to 27th July, 2016) Rainfall was excess/normal in 28, deficient in 08 out of 36 meteorological sub-division.

2. Reservoir Status (For the week ending on 28.07.2016)
The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.
Water stock in 91 major reservoirs increased to 59.37 BCM from the previous week’s level of 54.37 BCM. Current storage is lower than the last year’s position of 68.45 BCM and average of last 10 year’s storage of 63.13 BCM.

The percentage to live capacity at FRL was 43% on 28/07/2015, 30% on 28/07/2014, 48% on 28/07/2013 and 20% on 28/07/2012.

There were 48 reservoirs having storage more than 80%, 24 reservoirs having storage between 50% to 80% of Normal Storage, 10 reservoir having storage between 30% to 50%, 09 reservoir having storage upto 30% of Normal Storage and 04 reservoir having no live storage.

4. Pest & Diseases:
Incidence of white fly & jassid on cotton crop has been reported in low to moderate intensity in Gumjal, Panniwalamals, Panjkosi & Killianwali villages under Khuian sarwar block of Fazilka district; Behlewal, Khara, Seda Sing Wala, Kothe Chand Singh, Kothe Narayangarh, Srawan, Lambwali and Kotsukhian villages of Faridkot district of Punjab. The crop stage is vegetative to square formation.
Incidence of white fly, late blight & buck eye rot on tomato crop has been reported in moderate intensity in Almora district of Uttrakhand.
Incidence of Top borer on Sugarcane crop has been reported in moderate intensity in Haridwar district of Uttrakhand.
No shortage of Chemical / Bio-pesticides was reported from any State / UT.
