(ESTATE AND MAINTENANCE)
The Dean (Estate and Maintenance) is an important functionary participating in the growth of the University basing on the plans and programmes.
1. Responsibilities of the Dean
Dean (Estate & Mainteance) is responsible for the following :
1. Construction of new buildings–architecture selection; approval of Building plans by works committee and other government agencies, if needed;
selection of contractor; award of contract; supervision of construction and maintaining measurement Book.
2. Processing of Bills
3. Landscape planning of the campus and implementation on approval.
4. Maintaining the gardens, flower beds and cleaning of the campus.
5. Maintenance of the buildings – civil, mechanical, electrical, carpentry, piping, sanitary, etc.
6. Cleaning of the campus roads, building floors, walls, ceilings, etc.
7. Maintenance of water supply.
8. Maintenance of electric supply.
9. Development of human resources of employees working under him.
10. To prepare the budget proposals including capital and revenue.
11. Assessment of staff and sending recommendations to the Vice-chacellor.
12. Ensuring quality of construction as per standards and structural soundness of the designs.
Directorate
Dean (Estate & Maintenance) appointed shall be assisted by three Engineers one for Civil Works the second for Electrical Works and the third for maintenance. These three engineers are assisted by one Assistant Engineer each with supporting staff as shown in the line diagram.
Responsibilities of Engineer Civil : He would be assisted by an Assistant Engineer and two sections with associated staff and skilled workers.
1. Preparation of Estimates for all new works of University and other Institutions and processing for approval of the competent authority.
2. Preparation of building plans with or without consultation with architects as the case may be.
3. Calling for tenders for the works prioritized and approved by Board of Management (BoM).
4. Finalisation of the tenders by the purchase committee and taking the approval of Vice-chancellor as the case may be.
5. Plan for infrastructure basing on the indents from various offices and the advise of the planning & monitoring board.
6. Obtain the Estimates related to electrical works and integrate the same with the main civil estimates.
7. Preparation of time lines for completion of the works and send fortnightly report to the User Deans offices with a copy to Registrar and Vice Chancellor.
8. Preparation of Agreements to be entered into with the contractors selected / finalised.
9. Responsible for the quality of the constructions and soundness of the standard design.
10. Take measurements of the works and arrange for processing the payments through the Finance officer.
11. Taking necessary approvals for construction from various statutory agencies and payment of taxes.
12. Enforcing the conditions of agreement.
13. Maintaining list of standard supplies for various building materials, their specifications and their standard costs.
14. Prepare a set of certified as completed drawings providing the full details of the work completed for future reference. A set of these drawings shall be sent to the Engineer (Maintenance) and one set to Library for permanent
Responsibilities of Engineer (Electrical) : He is supported by an assistant engineer and the associated staff as shown in the organogram.
1. Preparation of all plans and estimates related to - Electrical works / Electrification works.
- Air conditioners installation / Lists / Telephone systems.
- Building adequate safety norms and alarms of University.
2. Calling for tenders and finalisation through purchase committee in accordance with the priorities and get the approval of BOM.
3. Obtaining necessary approvals for installation of equipment.
4. Extending support to laboratories for installation of plant & machinery.
5. Energy audit : Each geographically identifiable area shall be construed as unit and energy consumption reports shall be prepared every month and circulated to all the concerned.
6. Maintenance of as constructed drawings and updating the same as and when modifications are made and communicating one copy to Engineer (Maintenance) and to the Library for permanent preservation.
7. Maintaining a panel of reputed suppliers for various electrical items and the standard costs of various items.
8. Maintaining the technical specifications of various items.
9. Enforcing annual maintenance contracts in respect of various items / plants &
mechanism / office equipment except computers.
10. Giving inputs to the Engineer (Civil) for preparation of overall plans.
11. Assessment of the staff working under him and sending recommendation to Registrar.
Responsibilities of the Engineer (Maintenance)
He will be assigned by an Assistant Engineer who inturn would be supported by two sections as shown in the organogram one looking after civil maintenance and the other electrical and associated items.
1. He would be responsible to maintain the buildings in proper up keep in the campus and off campus of the University.
2. He will prepare the maintenance plans by January / February every year and take necessary approvals for taking up the maintenance works and complete the same before re-opening of the University in the month of July.
3. He will prepare an Annual Maintenance plan and estimate the budget which should be processed and included in the annual budget.
4. Different slogans for keeping the campus clean can be developed and displayed
5. He would maintain greenery in the campus on a regular basis.
6. He will maintain a set of drawings for attending to the maintenance of buildings, electricity supply, Air conditioners, telephone lines etc.,
7. He will take necessary steps and ensure that water is available, toilets are kept clean and dry.
8. He will plan for maintenance of generator sets wherever installed and stock reasonable number of critical spares.
9. He will train electricians, Air-conditioner mechanics, plumbers, generator mechanics etc and provide them with a list of ‘dos’ and ‘donts’ for maintaining various systems in a cost effective manner.
10. He can generate small projects in maintaining various systems and associate students either on voluntary basis or as part of their project work.
11. Maintaining a system in more difficult than installing one. The Engineer (Maintenance) will understand this and accordingly will have to do a due diligence exercise in establishing the maintenance systems.
12. He will work in close cooperation with various user directorates and staff in improving the efficiencies and availability of the infrastructure.
13. He will maintain a log book for complaints in which all the details of registered.
Initially bench marks can be set to attend to various types of problems in maintaining the infrastructure. The efficiency of the department shall be assessed basing on the time taken to attend to issues / problems and giving solutions.
14. Evaluation of the staff working under him and forward the recommendations to Dean (Evaluation & Academic Registrations) and Registrar.
Sections in the office of Dean (Estate & Maintenance) :
There would be five sections two under Engineer Civil, one under Engineer (Electrical), and two under Engineer (Maintenance). Each of these sections shall be headed a supervisor. The staff required by these sections is indicated in the organogram.
