1. ATMA SCHEME

The erstwhile scheme on "Support to State Extension Programmes for Extension Reforms (ATMA)" implemented since 2005 has now been included as a component of Centrally Sponsored Scheme "Sub-Mission on Agriculture Extension (SAME) under National Mission on Agricultural Extension and Technology ( AMET) with some cost modifications and additional components. It is now under implementation in 640 districts of 29 states & 3 UTs of the country. The scheme promotes decentralized farmer-driven and farmer-accountable extension system through an institutional arrangement for technology dissemination in the form of an Agricultural Technology Management Agency (ATMA) at district level. Under the scheme grants-in-aid is released to the state designated agency of respective states with an objective to support State Government efforts of revitalization of the extension system and making available the latest agricultural technologies in different thematic areas to increase agricultural production through extension activities viz. Farmers Training, Demonstrations, Exposure Visits, Kisan Mela, Mobilization of Farmers Groups and Setting up of Farm Schools. 2. Mass Media Support to Agricultural Extension

The Central Sector Scheme "Mass Media Support to Agriculture Extenion" has been launched during the Xth Plan Period with a view to contribute to revamping the extension services in the country by using electronic media i.e. the wide network of Doordarshan and all India Radio for transfer of technology / information to the farmers.

The primary objective of the Scheme is to use Television and Radio with their massive penetration as a vehicle that could be exploited for the purpose of extension. The have the advanctage of reaching a wide audience at a very low cost.

Under this scheme existing infrastructure f Doordarshan and all India Radio is being utilized to make the farmers aware about modern technologies and researches related to agriculture and allied areas. A 30 minute programme named Krishi Darshan isbeing telecast 5-6 days a week through National, 18 Regional Kendras and 180 High Power / Low Power Transmitters of Doordarshan. Similarly, 96 Rural FM Radio Stations of All India Radio are being utilized to broadcast 30 minutes of programme named Kisan Vani for farmers 6 days a week.

For telecasting success stories, innovations and for popularization change-setting technology and farming practices through the Saturday slot of Doordarshan's National Channel DAC is producing films, which would consciously project inter-alia positive aspects in agriculture in India.

Apart from regular programmes of broadcasting / telecasting through all India Radio and Doordarshan under mass media schemes, the 'Focused Publicity & Awareness Campaign' which would cut across all the Divisions of the Ministry was launched on July 5, 2010 to create awareness about the assistance available under various schemes of the Department of Agriculture & Cooperation and also to create awareness on best agriculture practices available.

Audio-Video Spots are being broadcast / telecast through DO, AIR and Private TV Radio Channels operating at National & Regional Level during news, entertainment programmes, serials etc.

KISAN CALL CENTRES (KCCs)

To harness the potential of ICT in Agriculture, Ministry of Agriculture took a new initiative by launching the scheme

"Kisan Call Centre(KCC)"

on January 21, 2004 aimed at answering farmers queries on a telephone call in farmers own dialect. These Call Centres are working in 14 different locations covering all the States and UTs (Annexure-I). This Scheme provides ag 'cul relate information to the farming community through toll free telephone lines. A countrywide common eleven digit number

has been allotted for Kisan Call Centre. The number is accessible through all mobile phones and landlines of all telecom networks including private service providers.

Replies to the farrners'queries are given in 22 local languages. Calls are

attended from 6.00 AM to 10.00 PM on all seven days of the week at KCC

location. Kisan Call Center agents known as Farm Tele Advisors (FTAs)

who are graduate or above (i.e PG or Doctorate) in Agriculture or allied

disciplines and excellent communications skills in re pective local

languages respond to farmers queries. Queries which cannot be

answered by Farm Tele Advisors are transferred to higher level experts in

a call conferencing mode. These experts are subject matter specialists of

State Development Departments, ICAR and State Agriculture

Universities.
