The issuance of the RFP does not imply any obligation on the part of MoA&FW to select an applicant or to appoint the selected applicant, as the case may be. All such costs and expenses will be borne by the applicants and MoA&FW will not be responsible in any way for the same or any other costs or expenses incurred by an applicant in preparing or submitting the proposal. Agencies. l) "Task/Job" means the work to be carried out by the Agencies under the Contract. m) "Terms of Reference" ('IOR) means the document included in the RFP as Section 6 explaining the objectives, scope of work, activities, tasks to be performed, respective responsibilities of the Employer and the Agencies and expected results and deliverables of the task.

The Employer is not obliged to accept any proposal and reserves the right to cancel the selection process at any time prior to the award of the contract without thereby incurring any liability to the Agencies. 3rd l. Agencies may request clarification of any clause in the RFP document within the time frame specified in the Part II Data Sheet.

PROPOSAL VALIDITY

PREPARATION OF PROPOSAL

While making the Proposal, the Agencies must ensure that it proposes the minimum number and type of experts as sought by the Employer, failing which the proposal will be considered non-responsive. Alternative professional staff will not be proposed and only one curriculum vitae (CV) may be submitted for each position mentioned. Proposal (TP) as per the standard of the Technical Proposal proposed in the RFP document. The Technical Proposal shall provide all relevant information using the Technical Forms prescribed in Section-4.

Submitting the wrong type of technical proposal will result in the proposal being considered inadequate.

TAXES

The EMD will be forfeited by the Employer in the following cases.. a) If the proposal is withdrawn during the period of validity or any extension thereof agreed by the Agency. If the proposal is amended or modified in a manner not applicable to the Employer after opening of the proposal during the period of validity or any extension thereof.

The employer will establish a Technical Evaluation Committee (TEC) to conduct the evaluation process for the selection of the agencies. From the moment proposals are opened until the contract is awarded, the agencies may not contact the employer on any matter related to its technical and/or financial proposal. In addition, the study will cover a support team equivalent to 1 working month per cluster/district. Agencies should also indicate in their work plan the number and details of support staff members associated with core team members.

This requires an Authorized Signatory certificate with information about IRH training. Financial proposals from only those agencies declared technically qualified will be made public on the dates and times specified in the document. in the presence of representatives of the agencies who choose to attend. The name of the agencies. Their technical score and their financial proposal are read out. When deciding on the final selection of the agencies. the technical quality of the proposal is given a weight of 80% based on assessment criteria.

Only the financial proposals/bids from the agencies declared technically qualified will be opened. The proposal with the lowest costs receives a financial score of 100 and the other proposal receives a financial score inversely proportional to the prices. The proposal with the highest number of points is eligible for award of the contract and, if necessary, is referred to as IBR negotiations.

If an activity of line items in the Financial Proposal is quantified differently than Technical proposal, no corrections to the Financial Proposal will be allowed. After the opening of financial proposals, the agencies will be eligible for award of the. Financial quote - If the H-I bid has set the same preference for that package, the bid with the lower financial quote will be selected.

Team score - if the preferred and financial bids are the same, the bidder with the most points in the proposed team will be selected. Negotiations: Negotiations, if deemed necessary, will only take place with agencies that will be ranked as H-I bidders after a combined evaluation of technical and financial bids. It is preferred that only one package be awarded per agency based on the overall score against the priority package determined by the agency concerned.

Agencies should highlight the problems they are dealing with and their importance, and explain the technical approach they would take to address them. Agencies should also provide an overview of the tools and methodologies they propose for evaluation. Horticulture has emerged as one of the potential agricultural enterprises in boosting the growth of the Indian economy. Currently, among the agricultural sectors, it contributes 3ll. Studies and interventions based on the commodity value chain are needed to properly exploit the enormous potential. A cluster-level approach will facilitate the realization of relevant economies of scale in production and post-harvest activities and is needed to help realize real benefits and empower the farming community to double its income throughout the value chain.

The objective of the assignment is to conduct a value chain study for the preparation of cluster-based development plans for perishable, highly perishable and priority vegetable/horticulture products and their value-added products to enhance their orientation to export. The agency is expected to cover all those areas that contribute at least 50% of the total production in a panicular value chain. i) establishing primary and secondary data collection methodology for conducting a Value Chain Study on the range of horticultural value chains and bundle-related clusters. ii) identify gaps across the value chain, including supply-side issues related to production, SPS and TBT issue, gaps in post-harvest and supply chain infrastructure and market linkages. iii) developing a strategy that will exploit the potential of specific value chains, also correcting the relevant gaps and limitations. iv) prepare a value chain diagnostic report suggesting specific action points, timelines and deliverables, roles of various stakeholders, etc. List of commodity groups identified in Horticulture Value Chains by DAC & FW are listed in the table given above.

The activity involves undertaking secondary and primary study and diagnostics for the development of value chains for domestic markets as well as exports. The value chain should cover, among others, a profile and role of different stakeholders, value accruals, SWOT analysis, PESTEL (Political, Economic, Social, Technological, Environmental and Legal analysis). Value chains and related clusters are also typically plagued by low shareholders in the end price of product/consumer price. ii).

The value chain study will study the determinants of competition that can be broadly considered in terms of the business environment as well as demand factors and conditions. The findings/recommendations of the Value Chain Studies will be used to strengthen operational interventions for the specific Cluster Development Plan/Scheme. Other measures to favorably orient factor and demand conditions to benefit a particular value chain and stakeholders.

The draft study report and the final report will be submitted to DAC & FW as per the prescribed timeline mentioned in the RFP document and heading "KllY DATES". The consultant's services commence with effect from the date of signing the contract agreement for a period of 3 months (12 weeks). DAC&FW will monitor the consultant's performance after each delivery, and will have the option to close the contract in the event that the consultant's performance is not satisfactory according to the agreed work plan and the agreed work assignment.
