For and on behalf of the President of India, sealed bids are invited in the double-bid system for the Selection of an Agency for Impact Evaluation of Centrally Sponsored Schemes (CSS)-Paramparagat Krishi Vikas Yojana (PKVY) in the Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, Krishi Bhawan, New Delhi. Submission of the wrong type of technical proposal will result in the Proposal being deemed non-responsive. Evaluation of Technical Proposal

The technical assessment of the proposals must be carried out by the Advisory Evaluation Committee (CEC). A proposal shall be considered unsuitable and rejected at the stage of the technical evaluation if it does not meet the minimum technical standard on the above aspects as may be decided by the CEC. After completing the technical evaluation, the CEC Member Secretary shall notify the consultants whose proposals meet the minimum technical standards.

Evaluation of the Financial Proposal

The CEC shall evaluate the technical proposals by giving marks for the following parameters:-. i) Previous experience including number of tasks that the company has handled, corresponding to the task area (25 points). ii) Methodology, work plan and understanding of TOR (50 marks) (iii) Educational qualifications and experience with the key. After completing the technical evaluation, the CEC Member Secretary shall notify the consultants whose proposals meet the minimum technical standards. ii) CEC will correct any calculation errors. In addition to the above corrections, the elements described in the technical proposals, but not priced, are assumed to be included in the prices of other activities of goods.

Method of Selection

When correcting calculation errors, in the event of a discrepancy between a partial amount and the total amount, or between words and figures, the former will take precedence. In the event that an activity of line items is quantified in the financial proposal differently from the technical proposal, no corrections to the financial proposal are allowed. The selected agency will not be allowed to replace core staff without the consent of the CEC.

If it is found that junior staff have been tendered without confirmation of their availability, the consultant will be disqualified and the process will continue with the remaining proposals. If, for any reason, the process fails to result in an acceptance agreement with a selected agency, the CEC terminates discussions with that agency and may choose from among the remaining proposals. From the time the proposals are opened until the time the contract is awarded, the consultants must not contact the client regarding any matter related to their technical and/or financial proposal.

Any attempt by the Consultants to influence the Client in examining, evaluating, ranking the Proposals and recommending the award of the contract may result in the rejection of the Consultants' proposal. The CEC may cancel the bid and reject all proposals without giving any reason at any stage of the tender process.

Penalty Clause-

Parampragat Krishi Vikas Yojana (PKVY) is the first comprehensive scheme launched as a Centrally Sponsored Program (CSP) from 2015-17, which has now been revised for the next 3 years. The scheme is implemented with 90:10 (GoI: State Govt.) funding pattern in 8 NE states and 3 hill states of J&K, Himachal Pradesh and Uttarakhand, 100% in Union Territory and 60:40 funding pattern in remaining states of the country. The new guidelines of the scheme have been uploaded on the website www.agricoop.nic.in.

The PKVY scheme is implemented by the state government on a hectare basis for 500-1000 hectares of area in each cluster. A group of farmers with a total area of ​​20 hectares, as far as possible, in the epidemic area within the village. Implementation of the program through Handicraft Support Agencies and Capacity Building of Cluster Farmers and Regional Councils as Certification Agencies is well defined.

Details of the state-wise allocation fund released and state-wise allocation of clusters under PKVY scheme during 2015-16 to 2018-19 are given in Annexure-I & II. Objectives of the Scheme

Due to organic farming, the land is not only becoming fertile and healthy, but making human life disease-free and the environment also becoming pollution-free. Cost reduction (cost saving): There is an immediate reduction in the cost of cultivation (cost saving) up to 20 to 40 % as the beneficiaries do not use purchased fertilizers and pesticides. The benefits are significant in crops such as rice and cotton, for which farmers spend large sums of money on purchasing fertilizers and pesticides before PKVY.

There has been a huge increase in organic area in tribal, rain-fed, hilly and remote areas under the PKVY scheme.

Evaluation of the Objective(s)
