Evaluation of Technical Proposal

The customer is not responsible for misplacement, loss or premature opening if the outer envelope is not sealed and/or marked as specified. All proposals received by the employer after the submission deadline shall be returned unopened. Technical bids will be opened on the date and time specified in the RFP and in the presence of representatives of the consultants who wish to attend.

Evaluation of the Financial Proposal

Method of Selection

After the technical evaluation is completed, the member secretary of CEC will notify those consultants whose proposals meet the minimum technical standards. The final award will be subject to the discussion on the Terms of Reference methodology, personnel, input from the SUC and various other contact terms and conditions as set out in the Department's Common Agreement format given in the Appendix. However, the discussion will not materially change the original TOU and the final TOU will form part of the contract.

The selected agency will not be allowed to replace core staff without the consent of the CEC. If it is found that the core personnel were offered in the proposal without confirming their availability, the consultant will be disqualified and the process will continue with the remaining proposals. If, for whatever reason, the process did not result in an acceptance contract with the selected agency, the CEC terminates the discussion with that agency and may make the selection from among the remaining proposals.

From the moment proposals are opened until the contract is awarded, the consultants may not contact the Client on any matter related to his Technical and/or Financial Proposal. Any attempt by consultants to influence the client in the examination, evaluation, ranking of proposals and recommendation for contract award may result in the rejection of the consultant's proposal. The CEC may cancel the bid at any stage of the tender process and reject all proposals without giving reasons.

Proposal C would be considered the H1 and would be recommended for negotiations if deemed necessary for approval.

Award of Contract

The consultant will sign the contract after completing all the formalities/preconditions (the contract will be signed after the selection of the consultant), within 15 days from the issuance of the letter of intent. The consultant is expected to start the assignment/work on the contract signing date.

Penalty Clause-

In order to realize the potential of organic farming in the north-eastern region of the country, the Ministry of Agriculture and Farmers' Welfare has launched a central sector scheme with the title. Mission Organic Value Chain Development for North Eastern Region" for implementation in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura, during 2015-16 to 2017-18. The scheme aims at development of certified organic production in a value chain mode to connect growers with consumers and to support the development of the entire value chain from inputs, seeds, certification and creation of facilities to collection, aggregation, processing, marketing and brand building initiative.

Under this scheme, an area of ​​50,000 hectares in the northeastern region of the country is intended to be brought under organic farming for a period of three years.

The framework maps for each scheme, their outputs, outcomes and relevant and measurable indicators to monitor the performance of the scheme. The output indicators for MOVCD are the number of farmers, Farmer Interest Groups and Farmer Producer Organizations (FPOs) covered under the project, area covered under quality seed/planting material assistance, number of capacity of post-harvest infrastructure setup, Number of farmers trained. As a result of organic farming, soil not only becomes fertile and healthy, but also makes one's life disease-free and the environment also becomes pollution-free.

Following the existing operational guidelines of scheme, the program should be evaluated by an independent agency/organization at the national level in terms of objectives. A copy of operational guidelines of Mission Organic Value Chain Development for North Eastern Regions (MOVCDNER) is available at http://agricoop.nic.in to determine the relevance and fulfillment of objectives as well as efficiency and effectiveness of the implementation of the scheme each of the eight states. Evaluation of physical and financial progress and outcome of the scheme in targeted areas and their overall impact on improving organic production area coverage and strengthening the entire value chain.

In addition, at least 10 non-beneficiary farmers in the vicinity of the clusters should be covered. Here, give a brief description of the background and organization of your company/institution/unit and each individual employee for this task/job. Employer would provide necessary support in terms of information/discussions/documents/site visits/coordination with other agencies and logistics wherever deemed necessary in completing the project. In this section, consultants must explain their understanding of the objectives of the task/work, the approach to the task/work, the methodology for carrying out the activity (including the proposed research design) and obtaining the expected result, and the level of detail such output. The proposed work plan must be consistent with the technical approach and methodology and must demonstrate an understanding of the TOR and the ability to translate them into a workable work plan.

He/she should list the main disciplines of the task/work, the main responsible expert and the proposed technical and support staff. Show all key Task/job activities including submission of reports (eg, initial, interim, draft and final reports) and other standards, such as employer approvals. We hereby declare that our consultancy does not indulge in any such activities that may be qualified as conflicting activities under paragraph 4 of section 2.

We also acknowledge that in case of misrepresentation of the information, our proposal/contract will be rejected/terminated by the employer, which is binding on us. Our financial proposal is binding on us, subject to the changes resulting from contract negotiations, until the expiry of the proposal's validity period (as stated in clause 8 of section 2, i.e.

Other Terms and Conditions

Time schedule for release of payments will be as under:-. a) First installment: 40% of the stated fee upon signing the agreement must be paid at the time of acceptance of this proposal. That the Consulting Organization will only use the above amount for the purpose for which it is sanctioned. That the consultancy organization shall maintain a separate account of the moneys received for this purpose from the Department and have the final accounts audited by the Auditor General (in case its accounts are subject to audit by the Comptroller and Auditor General of India) or by a Chartered Accountant.

The accounting audit agreement for the study will be the same as that prevailing in relation to other government consultancy projects undertaken by it. The Consulting Organization will neither accept nor apply for financial assistance from any other source for this study. That the Consultancy Organization shall not purchase or acquire any fixed assets such as photocopiers, computers, etc.
