The purpose of this research project is to make recommendations about the path and policies that Japan should take in the future by looking back at Japan's post-war diplomacy and projecting scenarios of the international situation in about 20 years. This was the essence of the common understanding tacitly shared by the participants of the present project.

The Future International Situation

Prospects in 20 Years (Specific Issues)

A Vision of the Future International Order

Are Common Interests and Values Achievable?

Evolution of Today’s International Order (1) The Balance of Power System

As a result, the new international order on its way to stability rested on the balance of power between the new superpowers of the United States and the Soviet Union. This is the same in the case of the Quartet on the Middle East which includes the United States, European Union, Russia and the United Nations.

Vision of the Future

In light of the above, how is the international order transforming itself at the global level. After the end of the Cold War, the UN has shown a new movement where greater involvement in international issues has been required.

Proposals for Japan’s Foreign Policy

In Japanese.] Central Review., 1978 has more details on the development of the concept of balance of power in Europe. For background on the development of this "Arc of Freedom and Prosperity" strategy, refer to the Diplomacy and Strategy Visions.

Japan’s Regional Order Initiatives Taizo Miyagi

The majority of the initiatives shared the idea of using the funds from the United States for the development of Southeast Asia through Japan. India will come in third place and the size of its economy will reach a level exceeding 30% of the US GDP.

The United States and Japan-US Relations 20 Years Later

Ensuring That the Alliance Is Not Cast Adrift Toshihiro Nakayama

The Importance of Japan-US Relations and the Primary Factors Transforming Them Assuming that the rise of China were to continue at its present brisk pace, and that the other

It consists of a kind of alliance that can only be described in terms of the Japan-US alliance. For the United States, the Japan-US alliance is important as a far-reaching security policy. The hidden factors that have the potential to transform the Japan-US alliance will be inspected below, and the paper will look towards the future of Japan-US relations.

The effects that a transformation of United States consciousness would have on Japan-US relations.

Effects That a Transformation of the United States’ Self-Consciousness Would Have on Japan-US Relations

This will be done from the perspective of the consciousness of the United States, its impressions of China, as well as the consciousness of Japan. So in this sense the world has seen a relative decline in the status of the United States. But this United States is still the United States we know well.

However, the United States will not necessarily retain this self-image 20 years from now.

How Should China Be Objectified?

Perhaps this is not unrelated to the fact that the United States may, for the first time in history, have a latent premonition of its own relative decline. On this point they differ considerably from authors like the pessimistic Bloom and Schlesinger, who lament the mental and civilizational decline of the United States. It is the rise of China that gives the relative decline of the United States this sense of tangibility.

There has been a clear realization of the fact that the real China is already an emerging superpower no matter what actions the United States takes, and that this superpower is not as the United States portrays it.

Can the Disjunction between Esoteric Canons and Open Knowledge Be Surmounted in Japan? xvi

Or rather, Prime Minister Hatoyama's view of the United States was the latest manifestation of the instability inherent in postwar Japan-US relations. The protagonist in this popular gospel of peace, driven by this aspiration, is not the "state", but rather the "people". It is therefore no wonder that Prime Minister Hatoyama, out of the grief of the residents of Okinawa prefecture, has started a debate about the security alliance between Japan and the US. But when faced with the overwhelming reality of the Japan-US alliance, this idea once again crept into its cocoon.

But assuming that changes of political administrations will become part of the daily landscape in Japan in the future, it will be necessary to overcome this division between esoteric canons and open knowledge.

Traditional Security

  • Specific Measures Japan Should Take

Further Emergence of Different Actors: States were the main actors in international society until the 20th century. Nevertheless, the number of failed states without such capabilities is increasing in the international community today and is likely to increase further in the future. As seen above, the military balance of power between the US and China will inevitably change in the international situation until 2030.

It is important for Japan to strengthen its support for groups advocating for the importance of freedom of navigation in the United States, and to contribute more actively to the defense of sea lanes at the same time as other countries in the region.

In multilateral negotiations, from the perspective of foreign policy, Japan is keenly aware of its position as a close ally of the United States. The future framework truly desirable for Japan depends on which part of the Kyoto Protocol Japan seeks to change. The first point is the rise of emerging economies and the relative decline of the United States.

State-level initiatives are important in the United States, as the state of California alone has emissions equivalent to that of a major country in the world.

The Strategic Environment Surrounding the Developing Countries and Japan’s Development Cooperation

To Be a Global Civilian Power Izumi Ohno

The Situation Surrounding the Developing Countries — Changes in the Strategic Environment

Secondly, there has been a diversification of the role players involved in development, as well as an increase in the complexity and a further diversification of the development aid system. The growing presence of the G20 and the voting rights reforms and capital increases in the World Bank and the International Monetary Fund (IMF) (where China and India's votes carry increasing weight) are symbolic of this trend. Third, while the remarkable rise of the emerging countries attracts wide attention, the reality remains that the inequalities between different developing countries are widening.

A further increase in disparities between developing countries could be a destabilizing factor for the world.

Changes in Japan’s Aid Policy

At the same time, to prevent the decline of the ODA budget, it is necessary to gain the understanding of politicians and the general public by communicating domestically the importance of achieving the "global interest". In August of the same year, the International Cooperation Bureau (ICB) was created by merging several departments dealing with development assistance in order to strengthen the planning capabilities of the Ministry of Foreign Affairs (MFA). Then, in October 2008, JBIC's yen loan operations and most of the grant assistance handled by the MFA were transferred to JICA, and the new system for yen loans, grant assistance, and technology cooperation was established. in an integrated way.

The question is raised as to what is the nature of Japan's national core strategy and vision in the context of the development cooperation that Japan provides that is consistent with the US National Security Strategy or the UK's International Development Act (which aims to achieve the MDG ), which I will talk about in the next section.

Responses of Major Donor Countries

President Obama himself announced the new directive in September 2010 at the UN summit on the 2010 Millennium Development Goals. It is typical for Great Britain that, unlike the United States, it separates diplomacy from commercial interests and development and puts the "global interest" in the foreground. The coalition agreement is committed to supporting the achievement of the Millennium Development Goals and to honoring the UK's commitment to the international community (increasing the ODA budget to 0.7% of gross national income (GNI) by 2013), as well as firmly maintaining aid decoupling and the continuation of DFID .

South Korea joined the OECD's DAC in January 2010 and hosted the G20 summit in Seoul in November of the same year.

Future Prospects and Proposals for Japan’s Development Cooperation

Can the Asia Development Cooperation Forum not be made a place where the vitality of the emerging donors and Japan's experience can be shared in the course of loose and flexible information exchanges and policy cooperation. Strategic Japanese Diplomacy in View of Natural Resources and Energy

  • Viewpoints on the Oil Market and Japanese Diplomacy (1) Characteristics of the Oil Market
  • Natural Gas as a Strategic Material
  • Uranium and the Nuclear Fuel Cycle
  • Rare Metals and Rare Earths
  • Conclusion

In this way, the volume of trading in the futures market greatly exceeds the actual demand. In this situation, speculative money in the oil futures market has been identified as the main cause of the high price. In the interest of Japan's energy security, Oman is positioned as an alternative gateway outside the Strait of Hormuz.

This resulted in a sudden drop in the Henry Hub price, the price for natural gas in the US.

  • The Uniqueness of Japan’s Science and Technology Policy (1) Science and Technology Policy as Latent Deterrence
  • Increasing Competition in the Global Market (1) Rise of Emerging Nations
  • Recommendations for a Science and Technology Policy for Japan
  • Proposals for Japan’s Diplomacy

First, the standard of science and technology in emerging countries will be improved. The country that has so far been in a hegemonic position in the field of science and technology is the USA. This is especially true of the RMA (Revolution in Military Affairs) underway in the United States.

While this concept is only in its infancy, it will also make a difference in the orientation of science and technology policy.

The Future International Situation and Japan’s Diplomacy

Prospects and Proposals Masayuki Yamauchi

Prospects for Middle East Democratization —Conditions and Experience

In the case of Bahrain, of course, the will of the majority of citizens must be reflected in the constitutional revision by including Shiite representatives among the participants. It will be difficult to erase the memories of repressive control from the minds of those who experienced dictatorships such as the Gaddafi regime in Libya, and many people will continue to have unpleasant memories of the dictatorial Mubarak regime that ruled Egypt for more than 30 years. Those who stand anew for the freedom of the people and proudly adhere to the rule of law must have enough tolerance to forgive those servants of the old regime who were not there.

The new state's human resources must operate in the spirit of Isei Seimei (literally, "statesmen must be clean"), as advocated by Meiji-era Japanese politician Toshimichi Okubo.

The “Arc of Freedom and Prosperity” Revisited and Building a Sea Power Network——A Proposal

The movements demanding freedom and the rule of law now taking place in the Arab region starting with Egypt should have eventually led to a connection with this "arc of freedom and prosperity". Partnerships with nations that possess such qualities will greatly expand the breadth and potential of Japan's diplomacy, and they are also the kind of nations that can serve as organic components in the "arc of freedom and prosperity." Through their joint efforts, these nations protect the freedom of the sea lanes along which energy resources such as oil and natural gas are transported and wage the necessary fight against piracy and terrorist activities in the seas adjacent to the Middle East.

Finally, I would like to express my wish that China will participate in the "sea power network" and refrain from taking actions of the kind that have often infringed upon Japan's legitimate interests and made unjustified claims to territory under the sovereignty of other nations. .
