UP Manila 4.5 Modernization of the Philippine General Hospital -
In order to enhance its effectiveness as the premier teach- ing research hospital and largest health facility of the coun- try, the University shall undertake a modernization program for the General Hospital. This shall include but not be lim- ited to the expansion, reconstruction and remodeling of its facilities for the Out Patient Department, the Department of Emergency Medical Services, the Cancer Institute, the Medical Arts Building, pavilions, dormitories, and other build- ings of the complex, the construction of buildings to house auxiliary service facilities, the establishment of research, and laboratory facilities, and the modernization of equip- ment including the computerization of the hospital.
4.6 Administrative System and Governance - The Uni- versity of the Philippines as the national university should strive to be a model of governance, efficiency, and account- ability which underlies the performance of its instruction, research, and extension functions. For this purpose, the University shall modernize its administrative infrastructure,
and other facilities, through the computerization of its man-

agement information, the upgrading of its transportation
facilities and the improvement of all other auxiliary services.

SEC. 5. Resource Needs of the Program - The resource
requirements of the UP Modernization Program includes out-

lays for facultylstaff development, equipment acquisition, software development, and investment in infrastructure.
These resource requirements, which cut across the compo- nents of the program have the following components:
5.1. A human resource development program designed to foster the culture of excellence among the faculty, re- search, extension, and professional staff, and administra- tive personnel, and nurture their careers in and services to the University by promoting their professional growth through local and foreign fellowships designing a remu- nerative and competitive compensation and incentive pack- age.
5.2. An equipment modernization program to improve instructional delivery and research capabilities. This includes the acquisition of state-of-the-art classroom, laboratory, and library equipment and the production of up-to-date syllabi, textbooks, teachingnearning materials, and other instruc- tional software.
5.3. A telecommunications and computer network link- ing all autonomous campuses to the Internet to improve access to and delivery of technical and scientific informa- tion as well as to improve accountability and management.
5.4. An infrastructure and campus development pro- gram which shall build and maintain safe, functional and aesthetic campus facilities, dormitories, and surroundings.
SEC. 6. Trust Fund - To meet the resource needs laid out in Sec. 5 above, a Trust Fund for the University of the Philippines is hereby created. The amount of twenty billion Pesos (P20 billion) is hereby appropriated for this purpose, to be released to the University in equal tranches for a period of four years.
SEC. 7. Endowment Fund - In addition to the appro- priation for the University in the General Appropriations Act.
an endowment fund of one billion pesos is hereby created, the capital of which shall be maintained in perpetuity and the interest of which shall be used exclusively for facuity and staff development. Twenty percent of this endow- ment fund is hereby automatically appropriated each fiscal year for five years beginning in 1997.
SEC. 8. Saparability Clause - Should any provision herein be declared unconstitutional, the same shall not affect the validity of the other provisions of this Act.

1. The Board approved the transformation, organization, and upgrading of the UP Ethnomusicological Archives (established during its 1039th meeting on 14 March 1991

to a Center. to function as a unit under the Office of the Chancellor, UP Diliman, as follows:
a. to develop, organize, manage, and conduct music research with focus on the development of new theories of music composition, distribution of mu- sic instruments, and recognition of fundamentals binding the "musics" of Asia and the relationship of languages to music structure;
b. to serve as a source of teaching and research mate- rials and to house all musical instruments;
c. to publish and openly disseminate research of the Center;
d. to conduct dialogues, trainings, conferences, and other fora related to its primary functions;
e. to obtain and manage funds contributed by public and private persons and entities.
2. The Center shall have an Advisory Board, with the Chancellor of UP Diliman as Chairman, the Vice-Chancellor for Academic Affairs as Vice-Chairman, and five (51 other members, notably scholars in the fields of musicology, music composition, linguistics, and anthropology, all of whom are to be appointed by the Chancellor. For the first two years, the Advisory Board shall be composed of the following officers:
