UP Diliman
Master of Interior Design program in the College of Home Economics.
UP Los Banos
Master of Science in Chemistry program in the Institute of Chemistry, College of Arts and Sciences.
Diploma in Agroforestry, a joint offering of the College of Agriculture and College of Forestry.
Academic pursuit and non-formal training programs in agroforestry have been ongoing at UPLB as research and extension programs for about 10 years. To fully harness resources in the university it is now appropriate to offer agroforestry as an institutional program.
This joint offering of the diploma program in agroforestry by CA and CF will train a cadre of well-rounded and highly motivated development workers for both local and national agroforestry projects. The students of this diploma pro- gram are expected to come from the Department of Envi- ronment and Natural Resources (DENRI, Department of Ag- riculture (DA), Department of Agrarian Reform (DAR), Lo- cal Government Units (LGU), Non-Government Organiza- tions (NGOsl. and private agencies involved in agroforestry projects.
Doctor of Philosophy (Ph.D,1 in Environmentel Science Program, effective First Semester 1997-98.
The Ph.D. program will focus on the environmental concerns in agriculture, forestry, agriculture-based industries,and other humanactivities in the rural landscapes.
This will complement the UP Dillman Environmental Science programwhich emphasizes the urban, industrial, and marine environment. Some graduate offerings of the latter could be cross-enrolled in by UPLB students to strengthen their chosen area of specialization as recommended by their advisory committees. .
Being a university-wide program, the Environmental Science Program will draw its regular faculty from the seven participating colleges of UPLB. This programwill complement the Environmental Science Program of UP Dlioman which,too,is basically a program of several units of the College of Science.
UP Open University
The Board approved the institution of a Diploma In Mathematics Teaching (DMT) program and abolition of the Diploma in Science Teaching (Major in MathematiCs).
The DST (major in Math) course is partly deSigned as a 'bridge' programfor teachers who wish to pursue a masters degree in mathematics or math education (or ItS eqUivalent)

but who may not possess the scholastic qualifications for the course and hence may be advised to take a preparatory diploma course. The total course load will be reduced from 36 to 24 units.
The program was approved by the UP Open University Council at its Fifth Meeting on 22 January 1997. It will address at least partially, the acute problem of the poor quality of science education in the pre-collegiate levels brought about by poorly trained secondary school teachers.

UPLB Instrumentation Trust Fund
The Board approved the renewal of the UPLB Instru- mentation Trust Fund of the College of Engineering and Agro-Industrial Technology, established at the 1037th meeting of the Board of Regents on 31 January 1991.
The interest earnings of the fund will be used for mainte- nance and operating expenses and for the purchase of service equipment.
From 1991 to February 1997, the Fund earned a total of 1'4,897,885.59 (interest earnings) and spent a total of 1'647,836.47 representing expenditures for honoraria, travel, communication, maintenance of vehicles, supplies and materials, other services, and equipment. The Trust Fund has a balance of 1'4,250,049.12 as of March 31, 1997.

STATEMENT ON THE UP COMMONWEALTH PROPERTY DEVELOPMENT PROJECT
Board of Regents University of the Philippines
The Board of' Regents of the University of the Philip- pines, referring to the column of Mr. Neal Cruz(Philippine Daily Inquirer, 18 May 1997, 19 May 1997, and 23 May 19971, assures its objectivity and integrity with respect to the major decisions on the development of the Common- wealth Property. The Board appeals to the sense of fair' ness of Mr. Cruz and of the media, to assess likewise the development project ot. the University with objectivity.
The Board's decisions are arrived at collegially and with utmost transparency, on the professional recommendations of some alumni and faculty of the University of the Philip- pines -as from the School of Urban and Regional Plan- ning, the College of Law, the College of Business Adminis- tration, the College of Architecture, and the College of En- gineering.
Aware of the University's need to modernize itself in order to serve the nation more fully, the Board reiterated an existing policy of utilizing the land grants of the University.
By law, these grants are intended for the generation of resources solely for educational purposes. Of these, the most pressing are the upgrading of the University infra- structure, its information and communication system, stu- . dent dormitories, and learning resource centers; as well as the improvement of faculty and staff benefits and the con- tinued democratization of student access to UP education.
The consultative process thus far has shown that the faculty have no serious objection to the basic concept of the development of the Commonwealth property. How- ever, three major issues have emerged, namely, the preser- vation of the Arboretum, the lease, period, and traffic con- gestion.
The thinking of the Board on the first issue has never been in doubt. Development guidelines stipulate the pres- ervation and rehabilitation of the Arboretum. On the issue of the lease period, the Board of Regents is now seriously considering to require prospective bidders to submit two bids, one for 50 years and another 75 years, to determine which lease period is more advantageous to the University.
On the issue of traffic congestion, the UP School of Urban and Regional Planning and the National Center for Trans- portation Studies of the UP College of Engineering have prepared a plan which incorporates previous suggestions from various sectors and takes into account the Quezon City Traffic. The Board of Regents wishes to allay the fears of those who think that the main campus core of UP Diliman wili be turned into a commercial area. The 98.5- hectare Commonwealth Property is effectively separated from the remaining 395-hectare main campus by Common- wealth Avenue. Moreover, the academic character of the main campus core shall be maintained.
The ongoing consultations with various constituents of the University and with concerned sectors outside the Uni- versity are expected to refine further the Terms of Refer- ence and the Development Guidelines, for approval by the Board of Regents. Under the terms of the 1949 Deed of Sale of the Commonwealth Property, the final decision on the project rests with the President of the Republic.
The Regents categorically state that neither they nor the companies some of them are associated with, have been or will be involved directly or indirectly with the transactions of the Project. They have expressed this before and reiter- ate this now. The Regents value their name and reputation,
and wish to state that they serve on the Board for love of the University and only to further its best interests.
The membership of the Board of Regents is mandated by law under the UP Charter, to wit:
Four members serve in anex officiocapacity (the Secre- tary of Education as Chair, the UP President as vice-chair, the chairpersons cif the Senate and House Committees on Education).
Three members represent their various constituencies in the University (the Alumni Regent, Faculty Regent, and Student Regent).
Five regents are appointed at large by the President of the Republic, with the provision that three of them must be UP alumni.
The composition of the Board is intended to be repre- sentative of the· constituencies of the University, and to ensure that the interests of these constituencies are prop- erly served. This representation has been beneficial to the University of the Philippines.
On no occasion in the 89-year history of the University has there been the slightest hint of wrong-doing in the discharge of his or her duties on the part of any Regent.
On this record the present Board of Regents stands, undaunted, and undeterred in its resolve to do right by the University of the Philippines.
