DEGREES OF INTEGRATION
Two degrees of integration will be undertaken. The first degree is coordination of functions that are executed in an otherwise independent, internal manner within each facility, but which benefit from linkages and transference across facilities. The second degree is shared responsibility, wherein the facilities function as one to benefit from advantages made possible by aggregation of the facilities. Facilities may progressively shift toward a higher degree of integration toward a nationwide UP Health System, while flexibly allow them to maintain or restore the independence of some functions if it is more advantageous to do so.
The first degree of integration is applicable to:
• transfer of patient care for UP employees and faculty,
• training rotations of students and staff,
• transmission of health data, and the like.
The second degree is applicable to as much of the administrative and managerial concerns as deemed appropriate by the working committee on integration, where allowed by prevailing Philippine law, such as:
• purchasing or otherwise obtaining supplies, equipment, or other resources (i.e.
subscriptions) through a single procurement,
• joint planning, presence at senior leadership meetings,
• joint ownership of and access to data or other privileges,
• pooling of some funds when there is a rationale to do so, and the like.
