MEMORANDA
EXECUTIVE ORDER
SUBJECT: Creation of the Office of the Vice Chancellor for Student Affairs under the University of the Philippines Los Bafios and reorganization of offices therein. An Office of the Vice Chancellor for Student Affairs (OVCSA) is hereby created, while the Office of Student Affairs (OSA) is hereby abolished. Accordingly, the functions of the defunct office are hereby transferred to the Chancellor's Office for Student Affairs.
The Vice Chancellor for Student Affairs shall be appointed by the Board of Regents upon the nomination of the Chancellor and the recommendation of the President and shall serve at the pleasure of the Chancellor. Offices/units under the supervision of the Office of the Vice-Chancellor for Student Affairs. The Office of Counseling and Guidance shall be headed by a Director who shall be appointed on an additional assignment basis from the faculty and staff of the University in accordance with relevant policies, rules and procedures of the University of the Philippines.
To assist the Vice Chancellor for Student Affairs in providing psychological, social, emotional, educational and vocational needs of the students. The Office of Student Activities is headed by a Director who is appointed on the basis of additional assignments from among the faculty and staff of the University in accordance with relevant policies, rules and procedures of the University of the Philippines. The Office of Scholarships and Grants shall be headed by a Director who shall be appointed on an additional basis from among the faculty and staff of the University in accordance with relevant policies, rules and procedures of the University of the Philippines.
The Office of Student Housing shall be headed by a Director appointed on an additional assignment basis from among the faculty and staff of the University, in accordance with the relevant policies, rules and procedure of the University of the Philippines. To assist the Vice Chancellor for Student Affairs in serving as the University's center of information, activities, and services for international students; The Vice Chancellor for Student Affairs may be assisted, as necessary, by the Assistant to the Vice Chancellor for Student Affairs, who shall be appointed by the Chancellor from among the faculty of the University on an additional assignment basis.
The Student Housing Department (SHD) under the University Housing Office (U HO) is hereby reorganized into the Office of Student Housing and its administrative control and supervision is transferred to the Office of the Vice-Chancellor for Student Affairs. With the creation of the Vice Chancellor for Student Affairs, the Office of Student Affairs under the Office of the Vice Chancellor for Academic Affairs is considered abolished. OSA will be absorbed by the respective offices/units under the Office of the Vice-Chancellor for Student Affairs.

HEALTH SERVICES COORDINATING COMMITTEE STRUCTURE
The Executive Vice President, the Chancellors of UP Diliman, UP Manila, and UPLB, the Director of UP PGH, and the Vice President for Planning and Finance or their designated representatives are hereby constituted into the Health Services Coordinating Committee for the implementation of this Administrative Order. The University's Executive Vice President is designated as HSCC Chair. The President has the power to notify the HSCC of its meetings and submit its annual report.
A Board of Advisors consisting of at least three (3) members is appointed by the President of the University on the recommendation of the Committee. This Board of Advisors will advise and guide the HSCC in the implementation of this Administrative Order. The HSCC shall meet at least four (4) times in a year and provide specific guidelines, with the concurrence of the President of the University and the Board of Regents, for the implementation of policies in this Order.
The HSCC will also submit an annual report to the University President and the Board of Regents before the end of each year. The said annual report also contains plans and coordination programs for use in the following year. Any release of budget by a member of the CU services for the coordination of health services in accordance with this decision will be coordinated with the Office of the Vice President for Planning and Finance (OVPPF) in order to have a coordinated internal operating budget.

The Academic Affairs Committee, chaired by the Vice President for Academic Affairs with support from the System Cluster Committees on Promotions, is finalizing its consideration of the complaints and will present its recommendations to my office in mid-March for approval by the Board of Regents at its next meeting. The Office of the Vice President for Academic Affairs will also issue a 2019 Faculty Advancement Report and inform faculty of the 2020 call for applications before the end of the month. Meanwhile, the salary differentials of promoted faculty members based on their BOR-approved positions will be released on or before Thursday, March 5, 2020 for all CUs except UP Mindanao.
Due to the need to provide bridging funds to cover the salary differentials of UP Mindanao faculty pending the Notice of Organization. The salary difference between the position approved by the BOR in December and that of the appealed position to be approved at the next meeting on April 30, 2020 will be paid separately in May 2020.

Amount of One-Time Gratuity Pay
Workers whose services have been engaged through Job Orders (JO), Contracts of Service (COS) and other similar schemes (such as projects), and whose contracts were still effective as of 15 December 2019, provided that have provided satisfactory service, are acceptable. to receive the one-time reward payment. Units will prepare a disbursement voucher/payroll with a certification from the unit manager (see form provided) that the employee/s had valid contracts that were in force as of December 15, 2019 and had provided at least satisfactory service in the same date. Disbursements shall be charged to their respective available Maintenance and Other Operating Expenses (MOOE) allocation from which the compensation of the engaged workers originates.
