To help in the global and national effort to contain the spread of the COVID-19 (CoronaVirus Disease 2019), travel authorities issued previously to countries included in the government's travel ban are hereby cancelled.

No travel order will be issued to banned countries until the government's travel ban is lifted.

SUBJECT: QUERY ON THE REVISED CONTRACT TO FACILITATE TRANSFER OF FUNDS FROM TIlE CULTURAL CENTER OF THE PHILIPPINES TO THE UP CONCERT CHORUS IN RELATION TO TIlE PROJECT "MUSIKALIKASAN 2017"

We received for our opinion a query Irom the Office of' the President through the Office of the Executive Vice President in relation to the proposed transfer of ulinds from the Cultural Center of the Philippines (CCP) to the UP Concert Chorus (UPCC) pursuant to a proposed Letter of Agreement (LA) dated 03 April 2019 between CCP and the University of the Philippines (UP).

In Memorandum No. HDDU-2019-C-366 dated 17 July 2019. we stated therein our comment and observations regarding the LA. Finding the LA to he substantially in order. we recommended the creation of a trust account in favor of IJPCC with prior approval from the Board of Regents (BOR).

A letter from the UP Concert Chorus dated 17 January 2020 following up on this matter was forwarded to us by the Office of the President ith a marginal note from the President clarifying if this LA would still require the BOR approval.

We revisited the issue involved in this matter and we find good basis to reconsider our position. as we discovered that the amount of Php 1.000.000.00 subject of the draft Letter Agreement to be transferred from CCP to UPCC is part of the General Appropriations Act Fiscal Year 2016 and cleared for release by Special Allotment Release Order No. SARO-BMB-C-16- 0023677 dated 17 August 2016. In other words, it is mandated by law that this sum of money.

earmarked specifically for a purpose. should be transferred to UPCC. The only concern is that ((p requires UPCC to issue an official receipt in exchange for the payment which UPCC cannot comply with. For all intents and purposes. UP's participation in this Letter Agreement is merely to receive the fund and to transfer the same to a duly -recognized student organization in UP Diliman. The act of receiving the funds and transferring the same to UPCC is not an onerous condition imposed by CCP upon UP. nor is it a donation. 1'heret'ore. since the UPCC is a recognized official performing student organization Linder the UP l)iliman Office of Initiatives in Culture and Arts (OlCA). the UP Diliman through its Chancellor may receive the funds from CCP to be transferred to the UPCC. and administer the same for the benefit of the constituent university subject to the usual accounting and auditing rules ot'the tiniversit.

Subject Grant of One-Time Gratuity Pay to Job Order (JO) and Contract of Service (COS) Workers

On 10 Jarniry 2020, President Rodrigo Roa Duterte issued Administrative Order No. 20:

Authorizing the Grant of Gratuity Pay for Fiscal Year 2019 to Job Order and Contract ofService Workers in Government', in recognition of the latter's hard work and the fact that they do not enjoy benefits accorded to regular employees.

1. Coverage

Workers whose services were engaged through Job Orders (JO), Contracts of Service (COS), and other similar schemes (such as projects), and whose contracts were still effective as of 15 December 2019, provided they have rendered satisfactory service, are eligible to receive the one-time gratuity pay.

2. Amount of One-Time Gratuity Pay

2.1 Those with a total or an aggregate of at least four (4) months of satisfactory service as of 15 December 2019 shall be given Three Thousand Pesos (PhP3,000) each.

2.2 Those who have rendered less than four (4) months of satisfactory performance of service as stipulated in their respective contracts as of 15 December 2019, and whose contracts are still effective as of the same date may also be granted the one-time Gratuity pay, on a pro rata basis, as follows:

The Units shall prepare a disbursement voucher/payroll with a certification from the Head of Unit (see allached formal) that the worker/s had valid contracts which were effective as of 15 December 2019 and rendered at least satisfactory service as of same date. These shall be submitted to their respective Accounting Offices for processing.

4. Source of Funds

4.1 For COS and JO workers:

Disbursements will be charged to their respective available Maintenance and Other Operating Expenses (MOOE) allotment from which the compensation of engaged workers is sourced.

4.2 For project-based personnel:

Project heads must seek approval of the flindint! agenc first. If approved.

disbursements will be charged to the project hinds.
