WHEREAS, in response

to

the said advertisement, only Teckon Construction acquired a bid document on December 2,2016;

WHEREAS, during the Deadline of Submission and Opening of Bids at ^'10:00 AM on December 5,2A16, Mr.

Tolentino,

the bidde/s

staff, came running

to

submit their bid envelope at around 10:0/ AM at

the

KSU

Conference Hall, Admin. Bldg. in the presence of two observers from COA and Private Sector;

WHEREAS, as usual bidding procedure, the BAC Secretariat "stamped" received the bid envelope of Teckon Construction

with

10:07 AWDecember 5,2016 indicated time and date and recorded in

the

minutes

of

meeting, the bidde/s name, its representative and the time the late bid was submitted;

WHEREAS, the BAC moved for non-acceptance of the said bid envelope based on Section 25.6 of the 2016

IRR of ^R.A. 9184 and returned the same to Teckon Construction's Materials Engineer Venus Alfonso;

NOW, THEREFORE, We

the

members of the Bids and Awards Committee, exercising prudence, good faith and transparenry, hereby ^{RESOLVE AS} lT lS HEREBY RESOLVED:

to

^declare

a

^FAILURE

OF

BIDDING

far the

Construction/Repair/Rehabilitation

of

Academic Buildings as provided by Sedion 35.1 (a) of the 2016 IRR of RA. 91 84; and

to

recommend for approval by the President of the Kalinga State University

for

its re-bidding and the foregoing findings.
