WHEREAS, the Kalinga State University (KSU) seeks

to

attain economy and efficiency in all aspects of ^its curement (AMP), specifically:

consistent with Rule XVI of

the 20,l6 Revised lmplementing Rules and Regulations ^(R-|RR) of Republic Act ^(RA) No.9184;

WHEREAS, in order to determine whether the bidder

^complies with and is responsive to all the

requirements and conditions stated in the RFQ, the BAC, with the assistance of the ^Technical Working Group _tlWG), has undertaken the following Post Qualification proceedings, as applicable:

1. The BAC has determined whether KSU is entering into a contract with a capable Supplier, Consultant, or Contractor by requiring the submission of applicable eligibility, technical and financial documents with reference

to

Appendix A of Annex H,2016 R-lRR of RA 9184 of the Documentary Requirement for AMP.

2. The winning bidder was verified, validated and asceftained

that it is not

included

in

overnment "blacklist."

3- The use

of

other means for verification and validation, such as lnternet and other research methods, of the bidder's documents, was resofted to by the BA?TWG.
