Eilers (1987) further argues that social institutions such as governments, economics, education, family, and religion have five basic functions: maintaining law and order; production and distribution of goods and services; dissemination of knowledge and skills, especially for the next generation; reproduction and education of the young, including the establishment of obligations and privileges of kinship for the purpose of providing for the elderly in society; and providing a rationale for group cohesion, including an explanation of one's ultimate destiny as a member of the group. There must be a way of integration that is separate from the economic one, while the thesis of the study is cultural. The geographical location being close to each other must be taken into account as the health of the environment must also be taken care of.

Making 10 languages ​​available on electronic devices such as mobile phones, tablets, netbooks, laptops or PCs can help travelers become more familiar with their community regardless of their origin. To me, it is quite clear that globalization, especially in education, is not the product of a conspiracy. It is simply the natural result of a networked world that has practically shrunk due to advances in telecommunications and transportation.

In the field of ICT4D, soft back-high-end competencies include GIS programming, knowledge networking and ICT policy formulation. Programming competencies involved in the development of operating systems for personal computers, notebook computers, personal digital assistants, mobile phones and all-in-one models fall under this category. In the field of ICT4D, the basic soft competencies include the planning and design of telecenters and last-mile links.

Each cell has a focal point that takes the leadership role among the countries in the cluster. Thailand is considered best suited to take the lead in hard high front end and hard high back end technologies.

CONCLUSIONS
