A procurement project is described, detailed and planned in the procurement project management plan prepared by the agency, which will be consolidated into the annual procurement plan of the procuring entity. The Bidders shall comply with the eligibility criteria under Section 23.4.2 of the 2016 IRR of RA No. The Procuring Entity will hold a pre-bid conference for this Project on the specified date and time as indicated in paragraph 6 of the IB. Herein, clauses serve as a secondary source for the terms of the Contract. S PECIAL C ONDITIONS OF C ONTRACT

S PECIFICATIONS
The contractor must fully describe the differences between the specified standards and the proposed alternative standards in writing and submit them to the client's representative at least twenty-eight (28) days before the date on which the contractor wishes to obtain the consent of the client's representative.
