ith the theme “CPAf at 21:Positioning Itself into the 21st Century,” the College celebrated its 21st Founding Anniversary on February 2 at CPAf Rooms 303-304.
UP President Danilo L. Concepcion was the guest speaker. About 200 faculty, REPS, staff, and students, together with UPLB Chancellor Fernando C. Sanchez, Jr., Graduate School Dean Jose V. Camacho, Jr., and other University officials, attended the event.
In his speech, the 21st UP President said that in order for CPAf to position itself into the 21st century, the College should take the lead in addressing problems not only of the country but also of the region.
According to President Concepcion, CPAf should continue reviewing its curriculum and program of activities so that those programs will find solutions to problems.
He thus encouraged the College to
“renew [its] commitment to [to its]
mission to apply transdisciplinary approaches in developing human and institutional capacities in the areas of local development policy, governance, and community development
consistent with the guiding principles of UP and the academic traditions of UPLB, while taking into account the demands of globalization.”
Furthermore, President Concepcion challenged CPAf to increase enrollment of foreign
students, stretch utilization of limited resources, and seek partnership with industries. “This is how CPAf embraces its responsibility to serve the Filipino people in the 21st century and beyond,” he added.
Dean Rolando T. Bello, in his welcome message, shared that CPAf has the second most number of foreign students in UPLB who came from as far as Sri Lanka, Liberia, China, and Afghanistan, and from ASEAN neighbors such as Lao PDR, Myanmar, Cambodia, and Timor Leste, among others.

University beginning August this year. Furthermore, with the Graduate School Dean Camacho, Jr., initial talks have been done to bring in, contingent on their availability, Dr.
Toru Nakanishi from the University of Tokyo; Mr. Susumo Itoh, former JICA chief country representative; and Dr.
Saturnino M. Borras, Jr., professor of agrarian studies at the International Institute of Social Studies of Erasmus University Rotterdam, The Hague.
They will serve as resource persons on various topics on development and governance.
The latest engagement of the College is with the Department of Finance – Philippine Tax Academy to have their middle-level personnel take up Master in Development Management and Governance of CPAf. Dean Bello anticipates that this will expand to the Bureau of Internal Revenue, Bureau of Customs, and the Bureau of Local Government Finance. A visiting professor, Atty.
George FD Cummings, certified customs specialist and certified export specialist, will be providing valuable inputs in the development of the curriculum.
“I envision having more foreign graduate students, bringing in prominent faculty from foreign universities, and offering graduate programs designed for middle-level personnel of various government agencies,” Dean Bello shared.
Other highlights of the program include launching of three publications on Palayamanan and water policy in the Philippines. Five CPAf retirees were also awarded with plaques of appreciation. Likewise, 26 CPAf personnel who have served the College for 11, 15, and 21 years received certificates of appreciation as loyalty awardees.
Lastly, Dr. Jaine C. Reyes received a plaque of appreciation in recognition of her dedicated service as KMO Head from July 1, 2016 to July 31, 2018.
CPAf to position... CPAf launches books on the potentials of
Palayamanan and on water policy in the Philippines

r. Merlyne M. Paunlagui, chair of the Book Launching Committee, presented three publications authored by CPAf faculty and researchers together with various contributors from other UPLB colleges, UP constituent units, and government agencies.These publications are as follows:
“Exploring the Potentials of Palayamanan: A Community-based Participatory Action Research (CPAR) in Bicol, Philippines;”
“Facilitator’s Manual on
Palayamanan: Training Curriculum on Climate, Rice Farming, Vegetable Production, and Livestock, Poultry, and Fisheries Management;” and
“Water Policy in the Philippines:
Issues, Initiatives, and Prospects.”
The book “Exploring the Potentials of Palayamanan” contains the research results and experiences in using the CPAR approach in introducing the Palayamanan project, a diversified integrated rice-based farming system, to the rainfed and upland communities of Masbate and Camarines Sur, Philippines. Techno demo sites were established and climate field schools were used as extension delivery mechanism for the Palayamanan technologies. The book comes with a facilitators’ manual that contains modules on the following topics: climate, rice production, vegetable production, livestock production, poultry management, and small-scale fisheries management.
Meanwhile, the book “Water Policy in the Philippines,” published under Springer’s Global Issues in Water Policy (Vol. 8), describes the challenges in the policy and practices of the various water sectors in the Philippines that have led to water conflicts. Using perspectives from the biophysical and social sciences, the book maps and examines the current state of the water sector in the Philippines in terms of demand, supply, and uses; legal, institutional, and policy arrangements; sector performance (domestic, industrial, agriculture and fisheries, environment, and multiple-use sectors); initiatives for water supply sustainability and improved water demand management;
and prospects to achieve water security.

CPAf recognizes faculty and staff retirees

PAf recognized five retirees for their dedicated efforts, fruitful contribution, and loyalty of service to the University during the 21st Founding Anniversary Celebration of the College on February 2 at CPAf Rooms 303-304.Through instruction, research, and extension, Prof. Wilfredo B.
Carada served the University for 42 years, 1 month, and 11 days.
Meanwhile, Prof. Agnes C. Rola served UPLB for 43 years, 6 months, and 29 days.
Both from the Community Innovations and Studies Center, Ms.
Flordeliza A. Sanchez, university researcher, served for 41 years, 9 months, and 23 days, while Ms.
Noeme M. Ledesma, university research associate, served for 37 years, 11 months, and 18 days. They were recognized for their contribution in the conduct of various research and extension activities.
Lastly, Ms. Maria Lily T. de Castro, administrative officer of the Institute for Governance and Rural
Development, served the University for 43 years, 6 months, and 15 days.
For 21 years, Ms. de Castro provided support services to CPAf faculty, staff, and students.
