President Pascual confirmed that there were indeed two (2) separate reports from the committee - one from the chairman of the search committee and the other from four (4) other members of the committee. The first time there was no external search committee and the search was purely an internal action of the college. Faculty Regent Padilla agreed with the President's suggestion and commented that the research process should be more neutral and collegial in approach.

Proposal for the gradual adjustment in the age requirement for Kindergarten applicants starting AY 2017-2018
Currently, the age requirement for new kindergarten students is in accordance with the Board of Regents recommendation that “they should preferably be 5 ½ to 6 ½ years of age at the time of enrollment.” However, in the primary and secondary education curriculum, following Republic Act 10157 (Kindergarten Education Act, 2012), preschool education becomes a “one-year preparatory education for children at least 5 years old as a prerequisite for Grade 1.” The proposal is to change the age range for kindergarten applicants from 5 ½ to 6 ½ years old at the time of enrollment to 5 to 6 years old in August, the beginning of the UPIS school year.

Added to this is the fact that “the recent academic calendar shift from June-April to August-June has resulted in a large age gap among students in the batch.” President Pascual said the adjustment of the age requirement for admission to kindergarten should be implemented by the UP Integrated School (UPIS) as a result of the K-12 program.

Funding of the eHOPE benefits will be shared by the UP system administration (70%) and the relevant CU (30%). President Pascual said that committees will be part of the implementation guidelines that will be drawn up later. This is part of the collective bargaining agreement (CNA) with the worker and academic employee unions in the University.
Allocate 100% of the first two hundred thousand pesos (or less) of royalties to the author(s), inventor(s), or creator(s). President Pascual said the proposal was the result of the discussions/consultations with the CUs. The proposal was also reviewed by the Office of the Vice President for Legal Affairs.
Regent Farolan said that there should be a warning about the use of the funds for research. The university convened a team of UP faculty members to define the terms of the agreement. President Pascual said the work done by the team will still go through a process of consultations with the concerned departments of the government.

Staff Regent Mejia asked if the Board could consider the request of the All UP Employees Union to provide a year-end benefit to all eligible UP employees. The job demands of the staff of the Office of the President have increased significantly in recent years and there is a need for the higher level positions to be filled with people capable of meeting such huge demands. The request, if fulfilled, will significantly support the efficient and effective provision of services mandated by the OP.
Vice President Florendo will investigate the matter to answer the request of the staff regent. 19 to Salary Grade 24 of the five (5) unit heads of the financial and administrative offices, namely: Accounting Office, Budget Office, Cash Office, Human Resources and Development Office, and Supply and Property Management Office. UPOU is asking for the reclassification of posts to Salary Grade 24 of the five unit heads of the financial and administrative offices of the UP Open University, namely, Accounting Office, Budget Office, Cash Office, Human Resources Development Office, and Supply and Property Management Office.
In cases where there was doubt about the process followed or about the fairness of the recommendations, the papers were returned to the relevant unit for review and recommendation. OTHER MATTERS
Chair Licuanan reminded the Board of the vacancy in the BOR Finance Committee as Regents Albarracin and Gonzalez-Montinola completed their terms on October 27, 2016 and November 13, 2016 respectively. They will work with current member, former Regent Maronillo, assisted by the Vice President for Planning and finances of Joselito Florendo. At the request of the Regent Farolan from the management of the university to submit lists of projects or programs directly related to the priority and leading programs of the projects or programs directly related to the priority and leading programs of the administration, in particular the anti-drug campaign, the anti-corruption campaign, the anti-crime campaign and the reduction and disaster risk management.
Regent Farolan requested the President of UP and the rectors of the various constituent universities to prepare a list of projects and programs of the university that directly affect the four (4) flagship programs of the current administration, especially in the areas of anti-drugs, anti-corruption, anti-crime and reduction and disaster risk management. UP as a national university is expected to work closely with the state leadership to ensure the realization of the country's vision through meaningful and meaningful projects and programs using the university's resources but without sacrificing academic excellence and honor. Having a list ready can be used as a tool to better engage with the administration if there is ever an opportunity to ask for more funding, especially if the programs or projects are directly related to President Duterte's advocacy or leadership efforts.
President Pascual said that during his first year as UP President, his team had also noted all the university's projects and programs in support of the five (5) Key Results (KRAs) of the Aquino administration. The list was useful as it became the basis for budget increases given to the university by the national government. Regent Farolan said he works closely with and reports directly to the Chair of the Human Rights Commission.
He left it to the management of the University to decide when it could provide the requested lists.
