MATTERS SUBMITTED FOR APPROVAL

February 16, 2016 - Participated in the quarterly meeting of the All UP Workers Union Los Baños Chapter to clarify the various issues of the workers. February 23, 2016 - Concept proposal presented for the implementation guidelines of the Recognition Remuneration Service (SRP).

BY THE BOARD

February 17, 2016 - Consulted with the new PGH Director Gerardo Legaspi, together with the Faculty Regent and the Student Regent. Regent staff requested an update on UP's 2015 performance-based bonus (PBB).

GENERAL GOVERNANCE

Staff Regent Mejia noted that a representative of the President is not included in the Search Committee membership. Minister De Las Llagas said it is important to have a representative of the President to ensure compliance with the search process. Chairman Licuanan said the Council may appoint ex officio members to serve as an evaluation committee after the Chancellor's first term.

Staff Regent Mejia said that Republic Act 9500 (UP Charter of 2008) does not expressly set the chancellor's term limit. Regent Albarracin was also not in favor of the appeals committee because the search process is democratic enough. The search process raises expectations among voters that the choice of chancellor or dean is based on a transparent process.

He said he appreciates Regent Encanto's comment that the College's circumstances at the time of the search should play an important role in the selection of candidates. Secretary De Las Llagas inquires about the board's decision regarding the selection and appointment of chancellors. Renewal of the appointment of the following Vice Chancellors Effective February 29, 2016, to serve at the pleasure of the Chancellor.

ACADEMIC MATTERS

Amor also presented to the board the recommendations of the committee for the academic costumes of students, teachers and officials of the university. Since the Sablay would have to be woven by hand, the committee would encounter problems in carrying out the design through to the actual weaving. Chairman Licuanan inquired about the price of the Sablay because it seemed expensive.

The Committee is in close coordination with the PTRI to estimate the cost of the Sablay. Chairman Licuanan advised the Committee to do an analysis of the cost per piece of the Sablay and then return to the Council for approval. President Pascual assured the Council that there will be a transition period for the implementation of the One UP Sablay for students.

In the long term, President Pascual would like the University to follow Sablay's promotion for adoption by other State Universities and Colleges (SUCs) first, and eventually by other Higher Education Institutions (HEIs). FISCAL MATTERS

Request of the College of Engineering, UP Diliman for the Approval of Amendments for the Use of the Allocation of 20% Undergraduate Tuition Fee Increase (UGTFI) and Graduate Tuition Fee Increase (GTFI). Vice President Florendo confirmed receipt of the letter from the Student Regents requesting information on UGTFI and GTFI for 2011 and beyond. In addition, President Pascual will include an accounting of University expenditures for the benefit of students.

Faculty Regent Padilla asked why students are protesting when the proposed uses of UGTFI and GTFI benefit students. President Pascual said that based on his understanding, the College of Engineering already anticipated other student requests from other sources. The College of Engineering sought authorization from the Board to utilize the 20% allocation of UGTFI and GTFI for listed primary and secondary uses without percentage limitations.

Regent Albarracin understood the proposed primary and secondary uses of UGTFI and GTFI to be the operationalization of "instructional improvement." The OVPPF was asked to provide the Student Regent with the initial use of 20% of the College of Engineering's UGTFI approved by the Board of Trustees. President Pascual said all efforts of the UP system are for the benefit of the students.

ADMINISTRATIVE MATTERS

Request from UP Los Baños for a waiver on the tenure of a department chair; thus the extension of the term of asst. ARTHUR BARRIDO as Chairman of the Department of Accounting for the period 16 February 2016 to 31 May 2018. In this critical time of change and integration, his services are necessary and crucial for the curricular programs of the college.

MATTERS SUBMITTED FOR INFORMATION

Regent Albarracin asked if the contract with the ISP was related to the UP system's eUP project. President Pascual explained that the contract was in support of the eUP, but not for the central information systems implemented under it. It was for purchasing the bandwidth, increasing it from around 600 megabytes per second (mbps) to 6200 mbps.

UP Baguio accidentally scheduled the university faculty meeting on February 8, 2016, which is a public holiday (i.e. Chinese Lunar New Year).

OF THE BOARD

The revised calendar was due to a one-week suspension of work and teaching on the 25th-29th. January 2016 in light of the International Eucharistic Congress. The amended revised calendar contains a change in the deadline for clusters to submit approved candidate lists for examination starting from the 1st semester AY 2015-2016. Consolidation of various UP vehicle requests in accordance with the requirements set by the Department of Budget and Management - Capital Region.

The various requests for the purchase of UP vehicles are pending at the Department of Budget and Management (DBM) – National Capital Region (NCR) before being cleared by the Office of the President, Malacañang for approval. consolidate and review requirements related to technical specifications for vehicles and other requirements; President Pascual explained that there has been an accumulation of requests by the UP to purchase vehicles in the past 2-3 years, which have been ignored by the Department of Budget and Management (DBM).

Secretary De Las Llagas clarified that the first request by the Vice President for Administration was for confirmation by the Board because it had previously approved the request. However, since there are adjustments in the grant requirement, the board's approval was sought in this case.

OTHER MATTERS

INTRODUCTION OF INFRASTRUCTURES, FACILITIES AND IMPROVEMENTS – The USUFRUCTUARY shall bear the costs of providing,

In the case of the law school, teaching is the main reason for the extension of faculty members. Vice President for Academic Affairs Concepcion briefly explained that the basis of the proposal to extend the age of 70 faculty members for five (5) years is to maintain productive Ph.D.s and professionals in the university.

Based on Dean Concepcion's explanation of the urgent need to allow retired faculty members to continue teaching and because there is a shortage of good professors in the College of Law, Alumni Regent Maronilla moved to approve the request of the dean. Concept to authorize the President in an interim capacity to approve requests for extension of appointment beyond the age of 65. Chairman Licuanan clarified that the Board is delegating to the President ad interim authority to approve requests to extend the regular appointment beyond the mandatory retirement age of 65 until the Office of the Vice President for Academic Affairs has submitted the proposal to extend the faculty until at the age of 70. To clarify the process, Secretary De Las Llagas reiterated that all requests for continuation beyond the mandatory retirement age of 65 will no longer go to the Board.
