Presentation of the selection criteria and procedure of the professor emeritus, including the composition of the commissions. Board Action: The Board directed President Concepcion to review the criteria and process for the selection of Professors Emeritus. She said that the composition of the cluster committees is exactly the same as the composition of the curriculum committee.

President Concepcion seconded the committee's motion to direct UP Diliman to submit a report on the status of this building. For NCPAG and OCA dean to submit building status report to NCGG;. Board Action: The Board of Regents recognized the power of the UP Alumni Association (UPAA) to officially recognize and accredit UP Alumni Association chapters.

The UPAA must submit proposed guidelines to the BOR on the use of the UP name and seal and other UP-related insignia, according to chapters of the UPAA. Regent Arinto did not object if the request specifically states that it is a waiver of the five-year moratorium on adding new specializations. President De Vera instructed Dean Camacho to speak with Chancellor Sanchez about the committee's order. Committee Action: The Technical Working Group should prepare draft guidelines on the implementation of the return service.

Grace Aguiling-Dalisay, Chair of the Technical Working Group (TWG) on Options for the Return Service System, presented the results of the TWG to the Board. Aguiling-Dalisay stressed that the return service should be provided by the beneficiaries of the free tuition law, but it should not replace the University's workforce. She also noted the President's suggestion to look at the number of return service hours per semester for underserved students.

He said that unless the special provision is removed from the law, all beneficiaries of the Free Education Act are required to render return service. He clarified that the NSTP is a requirement for a student to graduate and does not exist because of the Free Education Act. This means that a student who takes advantage of or opts out of the law on free education must still meet the requirements of the NSTP.

However, President De Vera said the implementation of the return service was left to the governing boards of state universities and colleges (SUCs). Regarding safety and security, she asked what the university's responsibility will be if any untoward incident occurs while students are doing the off-campus drop-off service. Lopez and in response to the request of the provincial government led by Governor Benjamin “Kokoy” Romualdez. She even said that UP Tacloban becoming autonomous is a kind of corrective measure because prior to the creation of UP Visayas and as CU in 1986, UP Tacloban was directly under the UP President's office. But she argued that many of these challenges are the result of having a dependency relationship with the parent unit.

Granted autonomy, it will certainly have no excuse and no reason not to deal with its problems because it will be subjected to the same expectations as other UP units when it comes to productivity. Based on the recommendation of the committee, the administration will endorse the proposal to the Council for approval. He asked Regent Arinto if she could give the Council a very brief draft proposal on autonomy for UP Tacloban.

He moved to formally include the speech by Regent Arinto as part of the minutes of the meeting. Board Action: The Board instructed the Vice-President for Academic Affairs to discuss this matter with the UPLB Chancellor and to recommend appropriate action to the Board. He said that Regent Laurel wants the Council to discuss the matter and, if the circumstances warrant it, instruct UP Los Baños to abide by the rules and deny the Latin honors to the other student.

What happened in UP Los Baños was that one student went all the way to the university council and got Latin honors, while the other student who didn't go to the university council didn't get Latin honors. Request from Regent Fulvadora to update UP's action regarding the joint circular of CSC, COA and DBM governing the contract for service and job order workers CSC, COA and DBM governing the contract for service and job order workers. Board's action: The chairman reviews the matter and makes an appropriate recommendation to the board of regents for discussion at the next meeting.

The appeal seeks relief from the implementation of the joint circular because the university has many contractual employees, especially in the Philippine General Hospital, and if rehiring is not allowed, its business operations will be seriously affected. Administrative Action: The President should review the security measures of University facilities and make appropriate recommendations to the Board of Regents. It could be a simple reminder to chancellors, or taking a more proactive stance in carrying out a fire safety assessment.
