Report of the Student Regent

Student Regent Pangalangan said that the chancellor has already responded to the situation and that the students recognize and thank him for his initiative. However, he said that the PNP and the AFP are still continuing their activities on campus even after the Chancellor's statement.

Vice President Florendo said that the proposal emphasizes the use of the money for research activity and research administration. Memorandum of Agreement between the University of the Philippines Diliman and the UP Epsilon Chi Fraternity Inc. After the completion of the project, the donor will donate the same to the University.

Under the presumption of regularity in the performance of duties and responsibilities by the Bids and Awards Commission (KBK) and the OC, the Office of the Vice President for Legal Affairs (OVPLA) approves the signature of the President of the University and the entity. with the approval by the University Board of Regents (BOR), BAC Resolution recommending the use of the alternative procurement method (negotiated procurement) for the proposed Completion of Construction Phase 1 of the School of Statistics. Regent Albarracin said the BOR Finance Committee recommended rescheduling the amount as proposed.

Memorandum of Agreement between the University of the Philippines and the Commission on Higher Education (CHED) for Forty-nine (49) Commission on Higher Education (CHED) Beneficiaries for forty-nine (49) Beneficiaries under the New Scholarship Program in the Amount of P .Duration: It shall enter into force on the date of signature by the parties and shall remain in full force and effect until terminated by mutual agreement of the parties. The revisions in the 2nd and 3rd quarter of the 2015-16 GRA will serve as a transition to the new academic calendar for the 2016-17 GSH, which will begin two weeks earlier than the semester calendar.

As a background, the VSB master's programs in August 2014 have been adapted to the August start of the academic year in line with the change in the UP semester calendar. UP Diliman had a situation where the students were allowed to graduate while the 3rd trimester was not completed. Request for changes in the UP Manila academic calendar for its first semester due to the suspension of classes caused by the Asia-semester due to the suspension of classes caused by the Asia-Pacific Economic Conference (APEC) which will be held in November 2015 in Manila.

OTHER MATTERS

Regent Georgina Encanto’s Request

While there are special board meetings, the board should consider including some of the important business in its regular meetings. Vice President Concepcion suggested that the Council form an Academic Committee, similar to the BOR Finance Committee, for the members of the Council interested in looking into the programs related to academics. Regent Encanto inquired about the specific steps the Board could take to operationalize the systematic monitoring and reporting of some of the programs listed in the proposed matrix.

She asked the President and Secretary of the Board how the Board can work on monitoring the matrix. Chair Licuanan asked the Faculty Regent and the Vice President for Academic Affairs to conceptualize what the Commission could do that would be different from the Board's current practice.

Proposal to Redefine or Reorient the Purpose of the UP College of Law Office of Legal Aid (OLA)

Proposal for redefinition or redirection of the purpose of the Legal Aid Office (OLP) of the UP Law School. Based on the report, Vice President Uy said the funds will be used to onboard more faculty members of the UP Law School. As a graduate of the UP Law School, Regent Gonzalez-Montinola expressed some concerns about the OLA.

If necessary, the dean can also respond directly to the questions raised by board members. President Pascual said the dean will be informed and requested to flesh out the details in the concept paper.

President Pascual asked whether the action of the Board of Governors could be postponed to inform the UP College of Law Dean of the regents' discomfort over the redefinition of the purpose of OLA. Regent Senator Cayetano said the refocusing of OLA's purpose makes sense because it can be carved into a niche. The board will invite the dean to present the details of the proposal and describe how the redefined OLA will function.

Student Regent Pangalangan, Alumni Regent Maronilla and Regent Senator Cayetano agreed that a careful study of the situation is necessary. He asked for the support of the student regent and staff regent in the matter. Student regent Pangalangan questioned the local government's reason for the initiative before considering a reform of the UP charter.

The best way to respond to the Quezon mayor's letter is to say that the matter will be referred to the Office of the Vice President for Legal Affairs for advice. Regent Senator Cayetano asked if the board could be kept informed of the status of the UAAP games at each board meeting.

On Regents’ Representatives at the Board

In September, we organized a student summit at the UP Diliman Extension Program in Pampanga and at the UP Visayas Miag-ao campus.
