Vice President Bautista replied that this is only a first attempt to capture what Tatak UP is. This is what has been done in Malaysia; every graduate of the higher education system must be proficient in a language other than English. Thus, the programs run by the ministry are justified for the graduates they will produce.

He then asked about the benefit to the university if the only problem is data storage. Vice President Bautista said it is not just storing data, but making the scientific community's data available to researchers. Therefore, UP is now in discussions with the Philippine Statistical Authority (PSA) because they have all the data of all their surveys done over the years that the university can use for its surveys.

PSA has one of the best data sets in the world, but accessing this data is not easy for researchers. These problems are not well researched and here the University can have its base in the development of data science, not only in the country, but in the whole world. The College of Science, the College of Engineering, the Faculty of Statistics and other units of the University will be involved.

The data will be available to both PhD students in data science, as well as researchers who need the data. She said there are various projects being implemented by the university that will connect data and researchers. The law requires that a guidance counselor must have a master's degree, but very few schools offer a master's degree in guidance counseling. He said the 2019 faculty merit promotion is not a blanket promotion, meaning not all faculty members will be promoted. Some have given up promotions in 2019, knowing that they will receive a higher promotion next year when they have more results. Parallel merit promotion for administrative staff and REPS may not be universal but must be based on merit.

In the event that the DBM does not approve the request for funding, a parallel study is being conducted to find the legal basis for the one-time large request of the UP Workers' Union. He confirmed that sector consultations took place during the preparation of the aforementioned guidelines. Secretary Lara informed the Board that the UP Diliman report on the fire incidents had already been included in the matters for the Board's information.

Regarding the UP faculty's concern for democratic governance, collegiality, accountability and transparency, Regent Guillermo submitted for the board's consideration and future discussion that the selection process for chancellors and deans should not take place during board meetings. Noting Regent Guillermo's observation, President Concepcion said that when former Chief Justice Reynato Puno was a member of the Council of Regents, he indicated that there should be no secret ballot as the Council would have to stand based on their votes can keep. President Concepcion agreed to discuss the matter further with Regent Guillermo and with the members of the Board of Directors so that it can be properly addressed.
