Chairman De Vera granted the request for postponement, but made his position clear that the power of the Council must be respected. Based on the information gathered, Vice President Bautista explained that the sabbatical request was made earlier than the end of the term, but it was the processing that took longer. Her office received it on February 28, 2018, supposedly for the February BOR meeting, but was sent back to the unit for more justification.
If the Board of Directors decides not to allow retroactive use, then there can no longer be pro rata dosing because Prof. the college granted leave in violation of university rules and now they are seeking relief expecting the board to grant the same. He said that the College should be more informed about the rules and be stricter in following them. It is very rare that the Council receives a request for a waiver of the sabbatical leave rules for those who retire, as not everyone goes on sabbatical before they retire.
He emphasized that he did not want the board of directors to be a sign of inefficiency and inactivity of the university's units. The committee instructed the president to issue a stern reminder to the chancellor to strictly observe the rules on sabbatical leave and waivers thereof. He said he helped develop the master plan and they were able to get Department of Public Works and Highways (DPWH) funding for its road network.

President Concepcion recalled that in 2019, the CSSP got about P80 million for renovation and another P40 million for the renovation of the Institute of Zoology building to be used by the College of Library Science. In 2019, through the efforts of Senators Legarde and Gordon, the university is allocated P100 million in GAA for the DAED of the proposed project. The Director of the UP Diliman Extension Program in Pampanga is not authorized to sign such a deed of donation. He inquired if the use of the vehicle is not part of the amendment because he finds it too restrictive, especially given the transportation needs of UP Pampanga. President Concepcion replied that, according to his understanding, the restriction on the use of the donated vehicle stands and is not part of the proposed amendment.

He was interested to know if there have been any updates or reports from the chancellors of the affected campuses upon which the board can create and issue policy guidelines in relation to disaster preparedness. Regent Farolan recalled that this is related to his previous request for an emergency communication system that will immediately inform the members of the Board of any major events or incidents at the University. He was told that the university does not have the resources to assign assistants or staff to each of the sector regents or other members of the BOR.
Cabrera reports directly to the Staff Regent and has served as the Staff Regent's personal staff for the past ten years. Cabrera is also the current president of the All UP Workers Union – UP Diliman Chapter. Cabrera requested then-President Pascual for his permanent transfer to the Office of the Staff Regent.
She said she was willing to submit to the board's decision on the matter if the staff involved was willing to make the decision. He asked the committee for authority to decide on the organizational structure of the Office of Sector Regents. Actions of the Board: The Board of Directors authorized the President to decide on the organizational structure of the Office of Sector Regents.
Regent Guillermo brought the Research, Extension and Professional Personnel (REPS) sector issues to the attention of the Board regarding the upcoming selection of Staff Regents. He referred to an open letter from some REPS in UP Baguio alleging that the Staff Regent and her staff member convinced a certain member of the REPS in UP Baguio to run for the position of Staff Regent. Regent Guillermo emphasized that there is a clear manifestation of conflict of interest on the part of the OSR due to its involvement in the activities of the All UP Workers Union (AUPWU) related to the upcoming elections.
She informed the Council that she has already given her response to the open letter by the UP Baguio REPS with her assurance to always maintain the integrity of the Staff Regent Selection Process. This is part of the study that will be carried out by Vice Presidents Florendo and Yunque. She admitted that while national security protocols take precedence over University protocols, she still sought the wisdom of the Council on what the University can do to avoid such incidents in the future since the Sports Complex is within the UP Mindanao property.
Tanqueco of UP Los Baños informed him that on April 10, 2019, the Office of the President received a letter from the Public Administration Commission to which UP sent a comment on his case.
