Opening of the Conference
Somying Piumsombun reiterated the need to review the status of the ASEAN fisheries sector to ensure its sustainable development for the next decade. On behalf of the Government of Thailand, he welcomed all participants to the conference and to Thailand and declared open the ASEAN-SEAFDEC Conference “Fish for the People 2020: Adapting to a Changing Environment”.

In her welcome address (Appendix 5), the Director General of the Ministry of Fisheries of Thailand, Dr. She, that “Fish for the People 2020” is a colossal and major task, given the crucial importance of fishing to the welfare sector. livelihood and food security of the people of the ASEAN region.

Finally, she thanked the ASEAN-SEAFDEC Plus Three Senior Officials Meeting for their support to the draft Action Plan. In addition, FSOM also reviewed and supported the ASEAN Program Concept on Sustainable Fisheries for Food Security (Annex 35) to support the future implementation of the Action Plan.
Ministerial Session
The Chairman of the Ministerial Session then welcomed the ASEAN-SEAFDEC countries and sought their support in advancing the Resolution and Action Plan on Sustainable Fisheries for Food Security for the ASEAN Region towards 2020. The ASEAN-SEAFDEC Ministers and Representatives at The Ministerial meeting expressed support for the implementation of the resolution and action plan in the ASEAN region.

He added that while the Resolution and Action Plan provide policy and direction in channeling future fisheries development ventures in the region, human resource development should be considered a priority area as this can ensure the availability of skilled and knowledgeable people who provide insights into the optimization and utilization of fisheries resources, maximizing benefits for all stakeholders and ensuring the long-term sustainability of our region's fisheries.

Post-conference excursion programs were also arranged for interested participants and their accompanying guests for a minimal fee as shown in Box 3. EVALUATION OF THE CONFERENCE
The participants were very satisfied with the services of the conference secretariat staff (39%), but they were moderately satisfied with the registration fee (33%). Participants were also asked to indicate which of five aspects of the conference they liked best.

In pursuit of the above vision and inspiration, the leaders of the ASEAN member states have aimed to realize an ASEAN Community by 2015. It is therefore important for the fishing industry to chart the course of future development to formulate various objectives, thus contributing to the building process of the ASEAN community.

The Code of Conduct for Responsible Fisheries recognizes the important contributions of the small-scale fishing sector to employment, income and food security. Third, raising awareness of the importance and contribution of fisheries to poverty reduction and promoting its inclusion in national development plans and poverty reduction strategies should be promoted, especially through better communication of research messages to policy makers.

But more importantly, over the past ten years, many parts of the world have tended to forget the importance of seafood for health benefits. I think with regard to the demand for fish, there are many experts who are debating the three possible scenarios.
ASEAN FISHERIES: STATUS AND TRENDS
This issue is about the carbon credits—the emission allowances of CO2, a climate gas, in specific quantity. The previous fisheries management was born out of fisheries science—the scientific discipline that focuses primarily on biology and the response of fish stocks to fishing.
ASEAN FISHERIES TOWARDS 2020: CHALLENGES AND VISION
What we can say is that we have a critical lack of resource assessment for most species groups in the region. So, we need to improve our traceability and production monitoring because it is one of the drivers for fisheries and fisheries in the region.

However, in addition to this, there is also networking and cooperation, including assistance to the research community and the scientific community of ASEAN countries. Although most of the Japanese aid was provided through SEAFDEC through the Japan Trust Fund; however, there are other aids, which were not related to the government.

The ASEAN Foundation also looks forward to the Draft Regional Policy, Decade Resolution and Action Plan on Sustainable Fisheries for Food Security for the ASEAN Region towards 2020 that we trust will provide direction and appropriate solution to achieve food security in ASEAN in the next decade.
