Risk Based Inspection merupakan suatu metode untuk menentukan rencana inspeksi (peralatan mana dan kapan harus diinspeksi) berdasarkan risiko kegagalannya. Menurut American Petroleum Institute (API), Risk Based Inspection (RBI) adalah sebuah pendekatan sistematis tentang metode pengelolaan inspeksi atas peralatan atau unit kerja pada sebuah pabrik yang didasarkan pada tingkat risiko yang dimiliki oleh peralatan atau unit kerja tersebut. Menurut API 581, Perencanaan inspeksi (inspection planning) yang didasarkan risk akan memprioritaskan nilai-nilai risk yang lebih tinggi dibanding dengan yang lebih rendah. Hal ini dapat meningkatkan efisiensi dan juga menekan biaya (cost) inspeksi.[3]

Oleh karena itu kehandalan sistem perpipaan sangat diperlukan pada setiap industri perminyakan untuk mencegah terjadinya kegagalan pada suatu sistem perpipaan. Salah satu kegiatan untuk mempertahankan kehandalan sistem perpipaan adalah kegitan Risk Based Inspection (RBI). Kegiatan tersebut dilakukan dengan mempertimbangkan berbagai aspek, diantaranya aspek operasi, material, lingkungan, finance , operator, dan sistem manajemen. Tujuan utama dari RBI adalah untuk mencegah terjadinya kegagalan atau kerusakan yang dapat menimbulkan dampak yang serius seperti timbulnya ledakan yang mengancam keselamatan, kerusakan lingkungan, ancaman bahan kimia dan kerugian finansial.

Diharapkan dengan menggunakan RBI dapat memberikan hasil perhitungan yang akurat terhadap resiko pada pressure vessel sehingga dapat dilakukan upaya-upaya pengendalian yang memadai untuk mencegah terjadinya kegagalan. Abstrak —Risk Based Inspection (RBI) merupakan sebuah metode untuk merancang inspeksi dengan menggunakan dasar resiko yang dimiliki oleh alat pada unit kerja. Pada tugas akhir ini peralatan yang diteliti adalah Production Separator. Dimana production separator merupakan salah satu jenis pressure vessel. Pressure vessel adalah alat yang memiliki tekanan dan temperatur berbeda dengan kondisi lingkungan untuk menyesuaikan dengan fluida. Sebagaimana yang telah diketahui, bahwa setiap alat yang menggunakan tekanan dalam kerjanya diperlukan sebuah inspeksi untuk meyakinkan alat dapat berkerja secara baik. Hal ini dikarenakan jika terjadi kegagalan maka akibat yang ditimbulkan sangat besar baik pada manusia maupun lingkungan. Metode yang digunakan dalam tugas akhir ini adalah metode Risk Based Inspection Semi-Kuantitatif API 581, yang nantinya akan menghasilkan nilai resiko dan risk level dari alat. Hasil dari analisis menunjukkan bahwa terdapat 24 bagian memiliki tingkat resiko medium risk dan 4 bagian memiliki tingkat resiko medium high risk. Dengan mekanisme kerusakan thinning maka disarankan untuk melakukan inspeksi selanjutnya tidak melebihi setengah sisa umur pakai. Untuk metode inspeksi yang disarankan adalah visual examination dan ultrasonic test.

On October 2013, Pertamina Hulu Energi Offshore North West Java (PHE – ONWJ) platform personnel found 93 leaking tubes locations in the finfan coolers/ gas- cooling heat exchanger. After analysis had been performed, the crack in the tube strongly indicate that stress corrosion cracking was occurred by chloride. Chloride stress corrosion cracking (CLSCC) is the cracking occurred by the combined influence of tensile stress and a corrosive environment. CLSCC is the one of the most common reasons why austenitic stainless steel pipework or tube and vessels deteriorate in the chemical processing, petrochemical industries and maritime industries. In this thesis purpose to determine the appropriate inspection planning for two main items (tubes and header box) in the gas-cooling heat exchanger using risk based inspection (RBI) method. The result, inspection of the tubes must be performed on July 6, 2024 and for the header box inspection must be performed on July 6, 2025. In the end, RBI method can be applicated to gas- cooling heat exchanger. Because, risk on the tubes can be reduced from 4.537 m 2 /year to 0.453 m 2 /year. And inspection planning for header box can be reduced

Abstrak— Korosi yang terjadi di rangkaian floating hose untuk string 1 dan 2 akan berpengaruh terhadap keandalan rangkaian hose yang dihubungkan dari manifold tanker menuju single point mooring. Salah satu jenis korosi yaitu korosi erosi yang mengakibatkan degradasi struktur yang cukup signifikan pada string floating hose. Degradasi struktur lebih lanjut akan mengakibatkan kegagalan struktur. Oleh karena itu, perlu adanya suatu inspeksi dengan berbasis keandalan. Metode RBI adalah salah satu metode pengelolaan inspeksi yang didasarkan pada tingkat resiko pengoperasian peralatan atau unit kerja industri. Metode Risk Based Inspection menggunakan kombinasi dua parameter yaitu kemungkinan kegagalan dan konsekuensi kegagalan. Tugas Akhir ini bertujuan untuk mencari peluang kegagalan, tingkat resiko, dan memprediksi inspeksi yang sesuai pada floating hose untuk string 1 dan 2. Peluang kegagalan diperoleh dengan menggunakan Monte Carlo Simulation. Dari hasil simulasi, maka diperoleh peluang kegagalan (PoF) floating hose untuk string 1 = 4,60% ; floating hose untuk string 2 = 0,56%. Dengan mengacu pada API RBI 581 maka diperoleh tingkat resiko pada floating hose untuk string 1 : resiko menengah (3C); floating hose untuk string 2 : menengah tinggi (4C). Berdasarkan tingkat resiko tersebut, maka metode inspeksi yang tepat adalah dengan ultrasonic straight beam dan radiography untuk frekuensi inpeksi 2 tahun sekali (menengah tinggi) dan 2,5 tahun sekali (menengah).

A risk-based inspection system and a piping inspection guideline model were developed in this study. The research procedure consists of two parts—the building of a risk-based inspection model for piping and the construction of a risk-based piping inspection guideline model. Field visits at the plant were conducted to develop the risk-based inspection and strategic analysis system. A knowledge-based model had been built in accordance with international standards and local government regulations, and the rational unified process was applied for reducing the discrepancy in the development of the models. The models had been designed to analyze damage factors, damage models, and potential damage positions of piping in the petrochemical plants. The purpose of this study was to provide inspection-related personnel with the optimal planning tools for piping inspections, hence, to enable effective predictions of potential piping risks and to enhance the better degree of safety in plant operations that the petrochemical industries can be expected to achieve. A risk analysis was conducted on the piping system of a petrochemical plant. The outcome indicated that most of the risks resulted from a small number of pipelines.

Based on the calculation of risk values for piping systems case study in PT. kaltim Pasifik Amoniak can be generated risk values for pipe 4 inch, 6 inch and 8 inch is average in the category of Medium High Risk and Medium Risk in this case the risk is still in the safe category. Inspection program that will come or next inspection date for ammonia pipe 4 inch at least held on 1 November 2016, pipe 6 inch at least held on 1 November 2017 and for pipe 8 inch at least held on 1 November 2025.

This paper is discuss mostly on the process involved in a basic shape based matching algorithm with additional of extended Region of Interest (ROI) available in HALCON that fulfils shape based matching to find object based on a single model image and locate them with sub pixel accuracy. The basic concept of defect matching using shape-based matching algorithm based on extended region of interest introduced by [1] as shown in Figure 1.

The International Council for Local Environmental Initiatives (ICLEI), a Canada- based environmental organization, awarded the Cities for Climate Protection Campaign Milestone Award to the Yogyakarta municipal government for its achievement in in decreasing gas emissions by five percent from 2001 to 2003 and electricity consumption by 40 percent over the same period. As many as 56 companies received awards from the city administration for success in managing their liquid waste by the City Environment Management Body (BPLHD). The companies were selected from 800 that took part in a clean liquid waste contest adjudicated by the organizing committee. On the other hand, Minister of Forestry of Indonesia met Commissioners Louis Michel and Stavros Dimas, responsible for Development and Environment respectively, in Brussels on 8th January 2007. They agreed to initiate formal negotiations towards conclusion of a voluntary partnership agreement (VPA) on Forest Law Enforcement, Governance and Trade (FLEGT), which will provide assurance that Indonesian forest products imported to the EU are verified to be legal. In regional context, ASEAN has designated the year 2006 as ASEAN Environment Year (AEY) with the theme "Biodiversity: Our Life, Our Future". The official launch of AEY 2006 was held at the Bogor Botanical Gardens, Bogor, Indonesia, on 18 May 2006 in conjuction with the 189th Anniversary of the Bogor Botanical Gardens. The launch or AEY 2006 aims to raise people awareness of the region’s rich biodiversity, and strengthen regional cooperation an implementation of actions on environment conservation. It supported ASEAN’s commitment to achieve the goals of sustainable development envisaged in ASEAN Vision 2020 on the establishment of a "clean and green ASEAN".

Risk-based inspection (RBI) is an analysis method that makes risk as its foundation. With the RBI's approach it is possible to carry out more effective and efficient inspections because the next inspection will be prioritized on the device with a higher risk. On this final project, the device that will be studied is the type of pressure vessel which is Fuel Gas Scrubber using RBI quantitative method with reference to API 581. This study aims to determine the level of risk of the device as well as the right schedule and method of inspection for this device. From the analysis and calculations, it shows that the probability of failure of these tools are in category 1, and the consequences of failure are in category E. Based on the obtained value, the risk level of this device is at medium-high level. This device have a medium- high risk due to fluid in this device is quite dangerous as well as the flow rate of the fluid is high too. Inspection interval for these device is every 5 years using ultrasonic thickness measurement and visual examination. This is because the method of inspection is suitable enought to obtain the information required in accordance with the mechanism of the damage that can occur in this device.

The output of a risk assessment is either a quantitative estimate of risk or a qualitative description of a range of risk. When risk is expressed quantitatively, a numerical probability is used. Alternatively, risk can be expressed using qualitative descriptors, such as “high”, “medium”, or “low”, which should be defined in as much detail as possible. Sometimes a "risk score" is used to further define descriptors in risk ranking. In quantitative risk assessments, a risk estimate provides the likelihood of a specific consequence, given a set of risk-generating circumstances. Thus, quantitative risk estimation is useful for one particular consequence at a time. Alternatively, some risk management tools use a relative risk measure to combine multiple levels of severity and probability into an overall estimate of relative risk. The intermediate steps within a scoring process can sometimes employ quantitative risk estimation.

By comparison and analysis of relative literature, we can see that past researches mainly consider single meteorological conditions and focus on the mathematical model to meet the requirement of power line reliability assessment. But there are few researches on risk analysis and early warning which consider multiple meteorological factors as a whole. GIS is a widely used tool with powerful data storage, management and sharing ability and rich spatial analysis ability, which can effectively integrate multi-source sensor data, provide spatial data support for all kinds of disaster management and decision support analysis and thus significantly improve the work efficiency and management level (Qi and Altinakar, 2011; Tang and Wen, 2009; Zerger and Smith, 2003). However, current GIS applications in power line management mainly satisfy the need for basic functions in the power line industry, such as power line layout, minimum cost path analysis, evaluation of environmental impact factors, power line measurement and calculation, three dimensional display and analysis, thematic map and statistics output (Bagli et al., 2011; Yang et al., 2010). Some higher level of applications can implement power information sharing and unified management, but abilities in risk analysis, early warning and decision making are very limited (Haihong et al., 2013; Jianli et al., 2003). So the advantages of GIS in data integration have not been fully realized.

PENGARUH RISK BASED CAPITAL TERHADAP PRO

Risk Based Capital (RBC) adalah modal minimum yang harusdisediakan oleh setiap perusahaan asuransi atau perusahaan reasuransi untuk menutupi setiap kemungkinan kegagalan pengelolaan asset atau berbagai risiko lainnya. Artinya semakin tinggi RBC maka semakin baik kondisi kesehatan keuangan perusahaan asuransi. Tabel 4.1 statistik deskriptif di atas menunjukkan bahwa jumlah observasi data keuangan perusahaan asuransi adalah sebanyak 48 data selama periode 2012- 2015. Dari hasil perhitungan, dapat diketahui nilai terendah RBC adalah 0.000000 dan nilai tertingginya 3417.270 dengan standar deviasi 767.2148, sedangkan rata- ratanya 217.4217 ini menunjukkan bahwa Risk Based Capital (RBC) pada perusahaan asuransi syariah dikatakan sehat.
