CHAPTER 8 REEL IN EFFECTIVENESS AND IMPROVEMENT

8.1 Summary

The researcher has considered that the central point of launching any reform activities in resource mobilization through the public service organization sector demands employee leadership, empowerment, and reform in service improvement as a unit of reform. ‘E-Government and Public Service Transformation Towards a New Civil Service Architecture of Nepal’ is the theme of the present study focusing on social protection and socio-economic prosperity under ICT intervention. A single statement of the problem has different aspects of Hindu traditions to hinder and foster employee leadership transformation in resource mobilization. The current study's problem statement has been devised as to what degree has e-government and ICT-based system architecture been influential in the civil service of Nepal in terms of efficiency,

effectiveness, impact, relevance, and sustainability to assess the transformation of public service.

The study's primary goal was to analyze the role effectiveness of employee leadership on the culture of resource mobilization under the philosophy of norms and values of public service organizations to build a case of Nepalese Governance System, to explore existing environments, operational modalities, and events of current public service organizations’ status; suggest a design framework relevant to the present context of the socio-economic situation of employees; and derive the implications of transformative leadership approach design, and in the sustainability of the programs.

The researcher performed in-depth theoretical reviews followed by a series of literature reviews from the related research papers, articles, books, and other sources.

Unaddressed issues were identified and an integrated framework was designed as a theoretical framework to guide the study.

The researcher used an exploratory mixed-method case study design to explore the employee leadership practice through resource mobilization in public service organizations within the context of present Nepali tradition and to explore how transformative employee leadership has been influenced by the optimum use of government resources for public services. The data gathering procedures used by the researcher to give evidence of civil service systems were as follows: observational evidence and interviews with the key informants, chief executive officers, and service users, and management leaders. Similarly, The data gathering procedures that offered evidence of public service organizations to the researcher were: observational evidence, interviews, and inventories. The good practices were identified based on a questionnaire and other research tools.

During analysis and presentation, the data analysis framework was used. The qualitative data were transcribed and coded accordingly. The discussion was focused on congruencies of the employee leadership role effectiveness, environmental sustainability, and livelihood improvement. The findings were illustrated based on research questions and specific objectives. The research results were categorized under the leadership management theories, service management principles, and texts of Hindu tradition. The themes were generated during the discussion that contributed to the

Nepali ICT resource mobilization practitioners at the community level and their leaders who are aspiring for sustainable livelihood and employee empowerment.

The researcher of the present study has a strong belief that the central point of launching any reform activities in the e-governance sector should consider transformative employee leadership as one of the vital units of reform. The leadership role effectiveness for the efficient resource mobilization within the Hindu tradition has been the theme of the present study focusing on employee leadership to ensure quality services in public service institutions.

The findings and results scaffolded the research's claims based on the evidence gathered through the study. The study was conceptualized around a set of three integrative themes, namely: civil service architecture, use of ICTs, and leadership role effectiveness for consistent results in civil service systems derived from a theoretical framework. To build a framework within which to conclude, findings from the discussion around the relevant research questions were illustrated. These questions addressed holistic and integrated quality service practices of an employee of public service organizations, quality management assurance, and innovative practices of resource mobilization, and growth and development of the employee regulatory system.

In the qualitative interpretation of information, several categories emerged after an interpretation of responses from the stakeholders. The categories, which were yielded by the analysis intercrossed in several domains and levels, intersected directly or indirectly and impacted one or several other categories. By doing an across-the-table analysis, it became apparent that several congruencies existed. Themes began to emerge from the data as the final coding scheme emerged. Each topic was then linked to the research question for the best fit, and Table 8.1 was created.

The study has value to the resource mobilization in public service organizations, which are striving for continuous improvement in their results. The study confirmed the relation between quality service management in line with the participatory management strategies for enhancing e-governance related to the recommendation of OECD in delivering successive e-government strategies in Estonia and Denmark (Kitsing, 2011).

A set of management principles, both from holistic/comprehensive and integrated approaches, was found useful in coping with challenges that good performers face while managing civil service systems related to lesson learned from Denmark’s successful e- government model (Nielsen, 2011). The goal of this study was to characterize the newly developed and inter-disciplinary component as REEL in the quality management of public services for effectiveness and improvement. This REEL has incorporated two dimensions of leadership readiness and transformation through governance, employee leadership, resource management, and managing service while keeping employees at the center of change. Employee leadership is practiced by offering a fail-safe approach to development. This research, therefore, made a practical, scientific and managerial contribution, and ensured a more productive inquiry into promoting employee leadership transformation.
