The other perspectives and approaches to the characteristics of NPM as discussed by scholars are listed in the following table. The themes of the Thai Public Sector Development Strategic Plan focus on developing a civil service that is flexible, adaptive and responsive to the needs of citizens. It also includes the Bureau of the Budget's (BOB) implementation of Strategic Performance Based Budgeting (SPBB), including the Performance Assessment Rating Tool (PART).
Kofi Annan in his role as Secretary General of the UN said about good governance that. The establishment of public organizations was one of the important criteria of the reform policy in Thailand. Therefore, in the investigation of the achievement of their goals, we must understand and apply the policy implementation as the tools to analyze success or failure of the creation and implementation of public organization.
Here, it is the points of difference, or discrepancy, that are made the links to describe the success of the implementation process. In particular, government agencies are primarily concerned with the statutory purposes, maintenance and survival of the organization. All these assumptions are often present in most contracts to ease the principal.
Conceptual Framework of the Study
- New Public Management Doctrines
- Management Autonomy
- Regulation
- Organization Conditions
The most important is the performance of the public organization as mentioned in the royal degree of each agency. And measuring the effectiveness of the management process to produce public service delivery for each public organization. And in the performance contract, the director of the public organization must explain results-based management and the organization's performance.
These factors are interrelated with the performance of a public organization that considers the use of human resources to be efficient. The criterion directly related to the autonomy of a public organization is the regulation of the government and the parent ministry. The parent department is involved in the public organization through the strategic plan and budget preparation for the public organization.
Furthermore, an important actor is a central governmental organization, e.g. the budget bureau, which is responsible for the budget allocation of a public organization. Also OPDC, which is responsible for the performance assessment of the public organization. The context of regulation and control of a public organization also includes trust, which will be affected by the implementation of this agency. Other important variables will be the performance conditions of a public organization that will focus on the organization's resources (personnel and budget) and the nature of the public organization.

There are multiple realities to examine the reality of public organizations' performance in multiple realities and social construction. The focus is to achieve a rich and intensive understanding of the phenomena. The researcher tries to pursue an in-depth understanding of the environment based on these phenomena, which have a multifaceted nature in social situations. The main purpose of this study is to examine the performance of the establishment of public organizations (PO) and to explore the key factors that influence the performance of public organizations in Thailand.
A case study is then used to provide a comprehensive description and explanation of the performance of its objective. In this design, the data collection method focuses on document review, observations, and also in-depth interviews based on a phenomenological orientation in order to achieve a deep understanding of the public organization's functioning. Therefore, we believe that the case study as a method will explore an in-depth understanding of the achievements of establishing public organizations in Thailand.
The document review in this research will start from a document review of a public organization in Thailand and specifically review the secondary data of three cases of public organizations. It will seek knowledge in the context of the public organization leading to the exploration of the successes, failures and performance of the creation of a public organization. In the research process, the relationship with the participants will respect human dignity and integrity. The basic principle of conducting case study research is not to damage it when developing a trusting relationship with the participants over time.
