Executive Council Resolution No. (5) of 2023 Abolishing the
Supreme Maritime Affairs Committee in the Emirate of Dubai1 ـــــــــــــــــــــــــــــــــــــ
We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,
After perusal of:
Law No. (5) of 1995 Establishing the Department of Finance;
Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;
Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai, and its Implementing Bylaw and its amendments;
Law No. (15) of 2021 Establishing the Dubai Council for the Security of Border Crossing Points (the “DCSBCP”); and
Executive Council Resolution No. (14) of 2012 Forming the Supreme Maritime Affairs Committee in the Emirate of Dubai (the “SMAC”),
Do hereby issue this Resolution.
Transfer and Succession Article (1)
a. As of the date on which this Resolution comes into force, the following will be transferred to the DCSBCP:
1. all the duties and functions assigned to the SMAC under the above-mentioned Executive Council Resolution No. (14) of 2012 and the legislation in force in the Emirate;
2. the ownership of the real property, movables, assets, devices, equipment, and other property of the SMAC; and

3. the financial appropriations allocated to the SMAC by the Department of Finance in its annual budget.
b. The DCSBCP hereby succeeds to all the rights and obligations of the SMAC.
Issuing Implementing Resolutions Article (2)
The Chairman of the DCSBCP will issue the resolutions required for implementing the provisions of this Resolution.
Repeals Article (3)
The above-mentioned Executive Council Resolution No. (14) of 2012 is hereby repealed.
Any provision in any other resolution is also hereby repealed to the extent that it contradicts the provisions of this Resolution.
Commencement and Publication Article (4)
This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
