TOM TAT: Dua vdo cdc bg chi thi ddnh gid tinh ben vimg dd cong bo, cdc tdc gid nghien cuu, thiet lap bg chi thi voi 6 nhom chii di vd 38 chi thi vd cdc bdc ben virng (5 bdc) cho cdc yeu to phuc vu cong tdc ddnh gid tinh ben vimg ddi bd, thi diem tgi huyen Phii Cdt, tinh Binh Dinh. Nghien cicu ndy da dp dung phuong phdp phdn lich lien trinh cdp bdc (AHP) de thiet lap lap hop trgng sd cho lieng cha de vd lirng chi thi Sau khi tinh loan kit qud ddnh gid vdi phuang phdp ddnh gid todn dien md (FCE) cho tieng chi thi theo hdm thdnh vien, ta co duac kit qud ddnh gid long the cho todn bg huyen Phii Cdt. Tic ket qud tinh todn vd ddnh gid cdc tieu chi cho thdy muc do ben viing cua huyen Phil Cdt d mice trung binh.

MO DAU
Phil Cat la mgt trong nim huyen, thanh phd ven bien ciia tinh Binh Dinh vdi dien tieh 679km' va dan sd khoang 194.000 ngudi (2012), Nim d khu vyc ven bian vdi dudng bd bien dai gin 40km va sd hiru dim De Gi - mdt trong nhUng dam phi ldn cua nude ta, khu vuc ven bien huyen Phii Cat ed vai tro quan trgng trong qua trinh phat trien kinh te-xa hdi cua tinh Binh Djnh, Dien tfch nudi trdng thuy sin hien nay la 391 ha. Trong sd nay cd 176 ha mat nude Ig vdi 47 ha nudi tom tham eanh, ban thim canh va 129 ha nudi theo phuong thitc quang eanh cai tien hdn hpp cic loai thuy san.
Tong san lugng khai thac va nudi trdng thiiy san trong nam 2012 dat 35.000 tan. Trong do, san lugng khai thac chiam 94%, san lugng nudi trong chiam 6%. Toan huyen ed 1.207 tau thuyen danh bat thiiy sin [1], trong do phin ldn la tau thuyen da sir dung liu nam, miy moc thiet bi lac hau, kha nang chm dyng su tac dpng ciia s6ng gio yeu nen rat de xay ra sy cd trong miia mua, bao.
Theo sd lieu thdng ke ciia Ban chi huy Phdng chdng lut bao huyen nim 2012, Phii Cat cd 1.448 hd din vdi 6.961 nhin khiu thudc cac xa: Cit Nhon, Cat Hung, Cat Thing, Cat Minh, Cat Khanh, Cat Thanh, Cat Hai, Cat Tiln, Cat Chinh, Cit Tudng, Cat Tan d viing ha luu sdng Cdn, sdng La Tinh, ven dim De Gi, ven bien thudng bi de dga bdi triau eudng, ngap lut va sat Id dit, khdng dam bao an toan mdi khi xay ra mua lii ldn, Ngoai ra, eac doan da sdng Con thupc dia ban thdn Dai Lgi (Cat Nhon), Chanh Ly (Cat Tudng) va doan da sdng La Tinh thupc dja ban thdn Thai Binh (Cat Tai) da bj sat Id nang, vd de neu xay ra bao, lii.

KET LUAN
Trong nghian cuu nay, eac chi sd danh gia la nhung yeu td inh hudng quan trgng nhat.
Tac gia da chpn Ige vi thiet lip bd chi thi de danh gia tinh ban vung phu hgp vdi tinh hinh thire ta vdi 6 nhom chu da va 38 ehi thj vdi cic bac ban vu'ng (5 bac) cho huyen Phii Cat.
Ap dung phuong phap danh gii dua theo thuit toan ly thuyat md (FCE) kat hop vdi phuang phip xic djnh trgn^ sd theo tian trinh phin tieh thu bae (AHP), ket qua danh gia tdng the cho thay huyen Phii Cat cd tinh ben virng d muc trung binh.

^Institute of Coastal and Offshore Engineer ing-Vietnam Academy for Water Resources ABSTRACT: Based on the sustainability assessment indicators conducted previously, the authors studied and built the sustainable indicators for the factors involved in the assessment with 6 themes and 38 indicators as well as sustainable levels (5 levels) in order lo assess the sustainable conditions in coastal zone al the pilot site in Phu Cat district. The authors also proposed lo apply the method of analysis hierarchy process (AHP) to establish a set of weights for each subject and indicator. After calculating the assessment results for each indicator through the method of fuzzy comprehensive evaluation (FCE) by the membership functions, the overall evaluation results for the entire Phu Cat district were done. Through the implementation of these methods the evaluation results showed that the sustainability of Phu Cat district is at average level.
