This thesis aims to determine the most appropriate type of pedestrian and traffic calming measures to address vehicle and pedestrian related conflicts in an urban area, using Florida Road in Durban as a case study. As such, several recommendations are made in an effort to create a pedestrian-friendly environment and healthy community through a detailed pedestrian plan and traffic calming measures.

BACKGROUND

In today's planning, pedestrian adaptation and traffic mitigation as well as traffic-free zones are important topics. The concept of Pedestrianization and Traffic Calming originated in European countries and has since been applied in many places where there is existing conflict between pedestrians and motor vehicles.

According to Richards Traffic Calming aims to make roads safer to drive on by reducing vehicle speeds through small changes in road geometry." According to the Institute of Transportation Engineers (ITE, 1998), Traffic Calming involves changes in road alignment, installation of barriers and other physical measures to reduce traffic speed and/or reduced volumes, in the interest of road safety, livability and other public purposes."

As the Institute of Transportation Engineers (ITE, 1998) notes, Germany experimented with calming local traffic in the late 1970s. The demonstration had a positive impact and has encouraged many cities around the world to implement area-wide traffic calming programs.

In the past, many business people who wanted maximum access insisted that motor vehicles pass through the center of the city. The Traffic Calming Act of 1992 led to the 1993 Highways (Traffic Calming) Regulations in the United Kingdom.

A changed road surface can be adopted by using other materials and/or colors on the roadway. In most cases, the speed of the motor vehicle can be reduced when parking on one or both sides.

Sidewalks, paths and crosswalks should be designed free of hazards and to minimize conflicts with external factors such as traffic speed. Therefore, if people would like to combine 6 - 8 shopping destinations and a meal or coffee stop, all within walking distance of the accommodation, the pedestrian network should be designed to easily find a convenient route to a destination.

In the context of Florida Road, these data are required to ensure a representative sample of the population. Within this study, semi-structured interviews were undertaken by the researcher.

LIMITATIONS OF THE STUDY

An interview was also conducted with an urban designer in an attempt to investigate the urban design perspective regarding Pedestrianization and Traffic Calming on Florida Street. This may provide the opportunity to implement this Florida Street Pedestrianization and Traffic Calming plan in the future.

INTRODUCTION

CONTEXT OF THE AREA

According to Katsikoyiannis (1999:70), there are 22 listed historic buildings along Florida Road. They represent various architectural styles between 1840 and 1920, each with unique features to contribute to the urban landscape. This gives Florida Road a special aesthetic identity and makes it a well-defined historic preservation area.

Traffic Speed

Florida Road is a sloping road, steeper on the northern part and flatter on the southern part, where it meets Argyle Road. Moreover, it is straight and wide – between 12 meters and 16 meters – which creates the potential to accelerate traffic vehicles. High speed traffic vehicles make it difficult and dangerous for pedestrians to cross the street.

Preliminary investigations have shown that traffic noise does not appear to be a problem on Florida Road.

Parking

However, the existing parking shortage and exclusive parking lots form a sharp contrast, which can be seen that there has been a lack of community action to deal with the parking issues in this area. The most problematic parking spaces in this area are in the vicinity of Spar Supermarket and also further south in the vicinity of Steers, where there is a concentration of commercial activities and restaurants/takeaways. These roads are used for parking as they are close to the restaurants and shops (Plate 5.3).

There is also an increase in the probability of Plate 5.3: Parking on the narrow driveway.

Sidewalks for pedestrians are wide on both sides of the road, usually 4 meters in width. Street lighting should be treated as one of the most important issues in relation to the quality of the area. One of the most important purposes of a traffic survey is to determine how many people and vehicles travel in the area.

The reasons for choosing the two observation sites are as follows: The first one at the Lambert road intersection was chosen as a result of the Spar cluster, which is the busiest part of the road during the day.

Tramc Vehicle Count

The traffic vehicle count showed that the volume on the Florida road was over 7,000 vehicles per day, including 7,026 private cars (Appendix 1). Peak hour traffic volumes are shown in Figure 5.2 below, in the morning, the number of vehicles reached a maximum of 766 between 07hOO and OBhOO. Future volumes are likely to exceed 2002 volumes, as they will be affected by the diversion of development in the area.

Details of accidents that occurred in 2001 on Florida Road are given in Table 5.3.

Referring to table 6.7 above, most of the respondents were satisfied with the public transport system. The majority of respondents (75%) rated the historical character of the area as good or very good. In order to increase the quality of the area and its unique identity, several pedestrianization and traffic calming measures were supported by the respondents in the questionnaires.

The majority of respondents (80%) were in favor of the idea of ​​increased on-street parking.

Therefore, appropriate management schemes must be considered to improve the accessibility of the Florida Road area. Safety relates to the perception of personal risk and road safety related to the area of ​​study. These problems negatively affect the pedestrian-friendly environment as well as the quality of the area.

Moreover, the accessibility of a variety of means and road network also contributes to the convenience of the area.

It is also important to note that most of the plants in Florida Road are exotic (interviewee comment, 2002). The wooden fence around the park should be removed to improve visibility and give a perception of safety, which will encourage the use of the park. These facilities can add to the amenities of the street and improve the comfort of the area.

Intersections

Since the volume of traffic is much higher at intersections than on ordinary stretches of road, these areas are important for traffic management. The traffic lights and street lights must clearly reveal their functional priority to provide safety for motorists and pedestrians. Traffic volumes on Florida Road during peak periods are high and do not allow for easy crossing or turning traffic.

A zebra crossing or other materials/textures will prioritize pedestrians and enable them to cross the road safely and conveniently.

Parking

Parking is a major concern in most mixed land use areas and there is no easy way to deal with the parking problem. Although there is no perfect solution to solve this problem, increasing parking capacity to meet the demand of the people is a possibility that can be introduced by narrowing and widening sidewalks around sidewalks in the corner parking on the street to include.

Florid a Road

The pavement on the east side of the road will be reduced to a width of two metres, so two people can walk side by side at a time (the minimum width is 1.5 metres). The pavement on the west side of the road will be kept at a three meter width as it is close to the Spar Supermarket. On the east side of Florida Road between Gordon Road and Tiendelaan (where there is a concentration of shops and restaurants).

On the west side of Florida Road between Ninth and Tenth Avenues (where there are some popular restaurants and bars).

On the east side of Florida Road, between Eighth and Ninth Avenues (close to some restaurants and take-out). See Map 9.5: Sidewalks would be four meters wide on one side and three point five meters on the other. Parking spaces require additional portions of sidewalks, i.e. parking at a 45 degree angle and parallel parking on both sides of the street.

In order to gain a better understanding of the application of the traffic calming measures on the road, Map 9.6 presents a specific section of sidewalk widening and corner parking, located between Gordon Road and Tenth Avenue.

For example, the effects of a pedestrian crossing and traffic calming are an immediate impact on traffic, which can have a negative impact on trade (interviewee comments, 2002). This chapter describes a detailed pedestrian scheme and traffic calming measures that could be taken in the area under consideration. The purpose of this dissertation is to investigate the use of a pedestrian scheme and traffic calming measures in a change area, namely Florida Road.

The study thus revealed the need to provide an improved pedestrian street environment on Florida Road through a pedestrian scheme and traffic calming measures.
