With the passing of the Spatial Planning and Land Use Management Act (SPLUMA) in 2013, a new planning regime was introduced in South Africa. Embeddedness of jurisdictions and the inherent multi-scalar nature of spatial planning necessitates adaptation of the different scales of SDFs.

Defining the Nature of the  SDF Products

The general structure and overall flow of the SDF report should be set out in an understandable and logical manner. Formulate a short vision note articulated in simple language and supported by images and a strong spatial concept based on a synthesis of the main policies and objectives.

Include SDF content and maps in appropriate report chapters and locations, and exclude content that would better serve as a stand-alone report. The implementation framework should set out the required institutional arrangements, policies and guidelines that will support the adoption of the SDF proposals while simultaneously aligning the capital investment and budget process going forward.

This implies that ROR maps should not be presented as a separate set of images inserted at the back of the document, while text-heavy references such as specialist studies, guidelines or policy documents should instead be contained in the form of separate appendices. Provide a clear outline of the ROR process and report structure using the process and element diagrams provided in Parts 2 - 5 of the Guidelines, or adapt it to a diagram based on the circumstances of the case in question province, region or municipality.

SET UP PSDF PSC • Invite key statutory stakeholders to nominate individuals to serve on the PSDF PSC (an intergovernmental relations forum with oversight responsibility for PSDF preparation). Where possible, a PSDF's situational analysis should be an interpretation of existing information, as opposed to conducting extensive baseline research and including voluminous documentation of the findings in the PSDF. In this regard, it is preferable to synchronize a PSDF's preparation with the release of census data every 10 years.

SDK INPUT • The outcomes of Step 2 must be presented to the SSR SDK, and their input. Spatial strategies and policies that correct/address/mitigate the challenges and unlock the opportunities identified in Step P2 must then be specified, including a strategy for the PSDF's implementation. SPLUMA mentions the circumstances under which the Minister will take these steps as where it is necessary to give effect to national land use policies or priorities in any specific geographical area. Where key interprovincial spatial issues require urgent resolution, the respective provincial authorities may seek permission from the Minister to cooperate in the preparation of a Regional ROR. 18 (1) After consultation with affected Premier and Municipal Council, Minister may publish an RSDF in the Government Gazette to guide spatial planning, land development and land use management in any region.

Procedure for commenting on the draft RSDF report 19 (a) The content of the RSDF must comply with development principles. Policy context and vision directive – set a draft vision based on SPLUMA principles 19 (b) The content of the RSDF must be enacted nationally and provincially. 19 (e) The content of the RSDF must provide basic guidelines for spatial planning, development and land use.

Identify key national departments and state-owned entities (eg Eskom, PRASA, SANRAL) that should be involved in the preparation of the RSDF. This framework for the analysis must be based on a strategic identification of the past (ie heritage), present and likely future situation of the specific region, paying particular attention to the spatial challenges and opportunities faced. Provincial sector plans (eg environmental, infrastructure, human settlement or transport frameworks) should also be reviewed as part of identifying spatial challenges and opportunities.

PSC INPUT • During step P3, the PSC must contribute to the formulation of RSDF spatial concepts and strategies and approve the advertisement of the draft RSDF report for public review. A spatial framework for public capital investments in urban and rural areas of the region has been created, including the definition of spatial goals. The SDF is more than the spatial representation of the sector plans for the IDP, it must determine the spatial strategy. The SDF's central geographical plan and the spatial perspective as well as the short-term (5-year) spatial priorities should be incorporated into the IDP as the SDF's sector plan. Section 20. The municipal physical development framework must be drawn up as part of a municipality's integrated development plan in accordance with the provisions of the Municipal Systems Act.

20 (3) Before establishing the municipal framework for spatial development, referred to in the first paragraph, and any intended amendments to the municipal framework for spatial development, the municipal council must:. a) publication of the proposed municipal framework for spatial development in the Government Gazette and the media; Analyze the spatial structure of the municipal area and identify spatial proposals for restructuring and the proposed spatial form. Socio-economic analysis - look at demographic trends and population projections 21 (f) An MSDF should include estimates of demand for housing units.

PLANS INPUT • Review the most recent IDP as well as all relevant municipal sector plans and surrounding sector plans in terms of the strategic focus and the key challenges identified. INPUT • Facilitate and convene specialist discussions and/or focus group meetings to discuss key sectoral and area-based strategies and proposals of the draft MSDF. Align the targets of the guidelines as set out in the implementation framework with the monitoring and evaluation targets.

ME2.1 SPATIAL OBJECTIVES • Clarify the area plan's objectives in the form of clear and measurable results/goals that are relevant to the municipality's physical, socio-economic and institutional context. Publicize the draft District Plan proposals by making hard and soft copies available online and at public facilities such as schools, local libraries, municipal offices, community centers, etc. PLAN • Refine, update and finalize the District Plan report and implementation framework based on phase 3 and 4 stakeholder engagement.

CONTEXT • Provide a strategic analysis of the short- to medium-term issues facing the area in terms of environmental sensitivities, high-potential agricultural land and other environmental considerations as applicable to the context. Provides a strategic analysis of the short to medium term issues facing the area in terms of economic activity and employment trends, housing demand, cultural trends and other socio-economic pressures. STRATEGIES • Articulate how the spatial concept is to be achieved through a translation of the concept into a strategic spatial response strategy for the area.

This answer should show how the concept translates into spatial strategies for each of the main themes identified. 1 map per topic with clear legend and 1 page summary of key suggestions for each strategy. Depending on the size of the district, 4-8 core areas should be selected for more detailed urban planning.
