Kota Balikpapan - Kalimantan Timur, adalah kota yang tumbuh dari sejarah panjang dimulainya eksplorasi dan pengolahan minyak di kawasan Teluk Balikpapan yang mengundang kedatangan para pendatang untuk menjadi pekerja ataupun pedagang. Selama puluhan tahun, Balikpapan menjadi kota yang ramai dan sibuk dengan berbagai aktivitas bisnis terutama yang berkaitan dengan industri minyak dan gas (migas), batu bara serta kelapa sawit.

Memiliki ruang terbuka hijau seluas 30%, kota Balikpapan telah menjadi salah satu kota paling nyaman dan layak huni di Indonesia. Berdasarkan survey Indonesian Most Livable City Index yang dilakukan oleh Ikatan Ahli Perencana Indonesia (IAP) tahun 2014, kota Balikpapan memiliki nilai di atas rerata secara nasional yang unggul dalam aspek tata kota dan pengelolaan lingkungan. Kota terbesar kedua di Kalimantan Timur ini mengalahkan Yogyakarta, Solo, Malang,  Makassar, Palembang, dan Bandung.

Tingkat pertumbuhan kota yang tinggi dan kebutuhan akomodasi bagi pendatang termasuk tenaga kerja asing yang besar menjadikan kota Balikpapan sangat prospektif untuk investasi di bidang properti. Pada tahun 2013 Agung Podomoro Land memutuskan untuk membangun komplek hunian eksklusif pertama dengan konsep superblok di Balikpapan, yaitu Borneo Bay City (BBC) yang akan terdiri dari menara apartemen Borneo Bay Residence, hotel bintang 5 Pullman, dan pusat perbelanjaan (mall) terpadu. At the macro level, in 2016 the economy was still slowing down and affected the property industry. However, there was still a huge market opportunity for PCDM because in Medan there are relatively no vertical residences integrated with the business district. The physical building which started to look imposing together with the topping off of several towers became the main attraction for prospective customers so that sales in 2016 recorded a signiicant increase compared to the previous year.

The challenge faced in product marketing was to change the mindset of the people who were still accustomed to working and doing business in shophouses. To encourage bulk sales of ofice units, the applied marketing strategy is to focus on corporate customers such as palm oil companies, insurance companies, banks, including educational institutions (universities) and church organizations. While to market apartment units, one strategy is routine canvassing to surrounding areas such as Binjai, Siantar, and Aceh.

Balikpapan - East Kalimantan is a city with a long history since the commencement of oil and gas exploration and processing at the oil reinery in Balikpapan Bay which invited newcomers to become workers or businessmen. Over decades, Balikpapan has become a crowded and busy city with various business activities primarily related to the oil and gas, coal and palm oil industries.

Having a 30% green open space area, Balikpapan has become one of the most comfortable and livable cities in Indonesia. Based on the Indonesian Most Livable City Index survey conducted by the Association of Indonesian Planners (IAP) in 2014, Balikpapan had a value above the national average which is excellent in urban planning and environmental management aspects. This second largest city in East Kalimantan defeated Yogyakarta, Solo, Malang, Makassar, Palembang and Bandung. A high urban growth rate and the need for accommodation for newcomers including a large number of expatriates make Balikpapan an excellent prospect for property investment. In 2013, Agung Podomoro Land decided to build the irst exclusive residential complex with a superblock concept in Balikpapan, namely Borneo Bay City (BBC) which will consist of Borneo Bay Residence apartment tower, Pullman 5 star hotel and an integrated shopping mall. BBC is also equipped with a nature park, beach club and gourmet tower. The development of 3 integrated malls namely branded mall, fashion mall and trade mall integrates the existing Plaza Balikpapan

Dirancang oleh konsultan internasional DP Architects Singapore, BBC dibangun di teluk Balikpapan yang menawarkan panorama keindahan selat Makassar. BBC yang terletak di lokasi utama pertigaan jalan Jendral Soedirman dan jalan Jenderal A. Yani Klandasan, juga memiliki akses yang sangat dekat dengan fasilitas- fasilitas seperti sekolah, universitas, rumah sakit, sarana transportasi umum serta hanya beberapa menit dari dan menuju Bandara Internasional Sultan Aji Muhammad Sulaiman, Sepinggan.

Kelebihan lainnya, tepat di depan BBC pemerintah telah merencanakan akan dibangun megaproyek coastal road yang menghubungkan Bandara dengan Pelabuhan Semayang dan menjadi penghubung pusat- pusat bisnis di Balikpapan. Dalam waktu dekat, BBC akan segera menjadi landmark kota Balikpapan yang siap bertransformasi menjadi kota metropolitan baru. Jatuhnya harga minyak dan batu bara yang kemudian juga disusul oleh luktuasi harga minyak kelapa sawit menyebabkan aktivitas ekonomi di Balikpapan dan Kalimantan Timur pada umumnya, menurun tajam. Banyak tenaga kerja asing dipulangkan dan sebagian konsumen potensial BBC bersikap menahan diri. Situasi yang sudah mulai terasa sejak tahun 2015 ini membuat Perseroan mengambil langkah-langkah strategis baru. Penyelesaian proyek dijadwal ulang berdasarkan skala prioritas. Pembangunan dua menara apartemen tetap dilanjutkan sesuai jadwal untuk diserahterimakan secara bertahap mulai tahun 2018 untuk menjaga komitmen tepat waktu kepada pembeli. Penyelesaian pembangunan mall dan hotel ditunda ke tahun 2019 agar arus kas sehat dan perputaran modal terjaga. Hingga akhir tahun 2016, lebih dari 50% dari total 1.220 unit apartemen telah terjual.

Pertengahan tahun 2016 harga komoditas batu bara dan minyak kelapa sawit mulai membaik. Disusul naiknya harga minyak pada akhir tahun 2016. Didukung dengan percepatan pembangunan infrastruktur di Kalimantan Timur seperti proyek jalan tol Balikpapan-Samarinda sepanjang 99 kilometer yang akan rampung akhir tahun 2018, pembangunan kilang minyak Pertamina Balikpapan dan pembenahan bandara internasional Balikpapan diyakini dalam 2-3 tahun ke depan situasi akan kembali positif. Pada saat itu, seluruh proyek BBC telah dirampungkan dan siap diserap konsumen. Secara keseluruhan, akan ada 1.220 apartemen, 23.256 m2 hotel/ballroom, 45.069 m2 pusat perbelanjaan seluas dan 3.654 m2 klub pantai.

Designed by international consulting irm DP Architects Singapore, BBC is built at Balikpapan bay which offers beautiful panoramic views of the Makassar Strait. BBC which is located at a prime, three-way corner junction of Jl Jenderal Soedirman and Jl Jenderal A. Yani Klandasan, also has convenient access to public facilities such as schools, universities, hospitals, public transportation and is only a few minutes to and from International Airport Sultan Aji Muhammad Sulaiman, Sepinggan. Another advantage is that right in front of BBC, the government plans to build a coastal road megaproject that connects the Airport with Semayang Port becoming a major connector to business centers in Balikpapan. In the near future, BBC will soon become a landmark of Balikpapan which is ready to transform into a new metropolitan city.

The falling prices of oil and coal which were followed by a luctuation in palm oil prices forced overall economic activities in Balikpapan and East Kalimantan to decline signiicantly. Many expatriates were sent home and some of BBC’s potential consumers withdrew. This situation which started in 2015 forced the Company to take new strategic measures. Completion of the project was rescheduled in line with priorities. The development of two apartment towers continued on schedule for gradual handover starting 2018 to guarantee the timely commitment to the buyers. Completion of mall and hotel construction has been postponed until 2019 to maintain a healthy cash low and capital turnover. At the end of 2016, more than 50% of the total 1,220 apartment units were sold.

In mid-2016, the prices of coal and palm oil commodity began to recover, followed by rising oil prices at the end of 2016. Supported by accelerated infrastructure development in East Kalimantan such as the 99 kilometer long Balikpapan-Samarinda toll road which will be completed by the end of 2018, the Pertamina Balikpapan oil reinery construction and Balikpapan international airport renovation, it is believed that in the next 2-3 years the situation will be positive. By that time, all BBC projects will have been completed and ready to be absorbed by the customers.

Upon completion it will contain 1,220 apartments, 23,256 square meters of hotel/ballroom, 45,069 square meters of a mall and 3,654 square meters of a beach club.
