PENERAPAN PRINSIP KEBERLANJUTAN DALAM SIKLUS PROYEK
BUILDING SOCIAL VALUES Occupational Health and Safety
TRIPATRA has implemented an Occupational Health and Safe-ty Management System (SMK3/OHS-Management System) in accordance with Government Regulation Number 50/2012 and the international standard ISO 45001. All employees and company activities are included and obliged to comply with the provisions in the OHS Management System.
In addition to being certified, this OHS Management System is also audited according to the applicable regulations. [403-1]
Hazard Identification, Risk Assessment, and Incident Investigation [403-2]
At the moment, the Company has a procedure of Hazard Iden-tification, Risk Assessment and Determining Control (HIRADC) to identify the risk of work accidents, both routine and infre-quent. In practice, TRIPATRA conducts a risk assessment and mitigation (control) based on the hierarchy of control. Then, each risk is registered into the HIRADC register.
The hierarchy of control application on the risk registered is executed by implementing the following principles:
1. Elimination of Danger sources 2. Substitution
3. Engineering control 4. Administrative control
5. Use of Personal Protective Equipment.
In order to eliminate or reduce a hazard effectively, TRIPATRA has carried out the highest level of control that can be identi-fied, namely eliminating the source of the hazard.
In reality, the Company often applies more than one hazard control method. For example, controlling chemical hazards can be done with a combination of proper storage, labeling, safe work practices, use of PPE and equipment, procedures, and emergency response training.
In addition to recruiting employees with competencies in accordance with OHS regulations, the Company also provides training to develop employee skills and knowledge regarding OHS.
TRIPATRA conducts an evaluation at least once a year in all work areas through an audit mechanism in order to observe the potential for new hazards or changes to the OHS regula-tions applied in Indonesia. If necessary, employees can report hazardous work situations and risk incidents to the Company.
For this reason, TRIPATRA has an unsafe condition/unsafe act reporting system through the Safety Observation Card (OK Card).

Lebih jauh lagi, Perusahaan mendorong karyawan untuk me- laporkan aktivitas yang berbahaya dan berisiko kepada atasan-nya. Tujuannya agar kondisi yang mengandung bahaya tersebut dapat diperbaiki, sekaligus meningkatkan kepekaan karyawan terhadap bahaya di area kerja. Karyawan dapat melanjutkan tugasnya setelah mitigasi bahaya tersebut ditetapkan dan dilakukan. Tidak ada satupun pekerjaan yang boleh dilakukan tanpa dipastikan terlebih dahulu keamanannya.
Ketika terjadi insiden, Perusahaan melakukan investigasi berdasarkan tingkat potensi risiko, seperti yang diatur dalam Incident Investigation System Procedure (PRO-COR-SHE-005).
Investigation tools yang digunakan yaitu dengan metode "Why Analysis" maupun "TapRoot Analysis" untuk menemukan root causes incident, mulai dari yang risikonya sangat rendah hingga risiko tinggi.
Investigasi kecelakaan dilaksanakan oleh tim K3L dengan meli-batkan pihak terkait. Setelah root causes diketahui, tindak lanjut investigasi dimasukkan ke dalam register Action Management oleh SHE IDB. Penanggung jawab tindak lanjut akan ditentukan beserta target pemenuhannya. Target tersebut harus dipenuhi dengan dilengkapi bukti yang menunjukkan bahwa tindakan telah dilakukan. Untuk mencegah insiden terulang kembali, sosialisasi dilakukan kepada pihak yang melakukan pekerjaan, pelatihan ulang diselenggarakan kembali, dan dilakukan peruba-han prosedur atau penetapan kebijakan baru untuk menghilang-kan bahaya tersebut.
Layanan Kesehatan Kerja [403-3]
TRIPATRA memberikan layanan kesehatan kerja untuk mem-bantu karyawan mengidentifikasi dan memitigasi potensi, risiko kecelakaan kerja, dan penyakit akibat kerja. Untuk itu Perusa-haan menerapkan sistem pelayanan kesehatan berupa pro-motif dan preventif sesuai prinsip dasar HIPERKES. Pelayanan tersebut berlaku sama untuk semua karyawan Perusahaan dan karyawan kontraktor yang bekerja di wilayah operasi TRIPATRA.
Komunikasi, Konsultasi, dan Partisipasi Karyawan dalam Komite Kesehatan dan Keselamatan Kerja [403-4]
Dalam menerapkan SMK3, TRIPATRA memberi kesempatan bagi karyawan untuk berpartisipasi, berkonsultasi, dan berko-munikasi terkait pengembangan dan penerapan sistem manaje-men K3 tersebut. Karyawan dapat terlibat dalam dan manaje- menyam-paikan aspirasinya melalui program meeting K3 seperti HSE weekly meeting dan Monthly HSE steering committee meeting
In addition to the OK Card, the reporting mechanism can also be done through the whistle blowing system (WBS).
Moreover, the Company also allows employees to report ha- zardous and risky activities to their superiors. The objective for this action is to improve such condition as well as to improve employees' awareness on hazard presents in the workplace.
The employees may continue their work after the hazard miti-gation is defined and executed. No work should be conducted before the condition is confirmed.
When an incident occurs, the Company conducts an investi-gation based on the level of potential risk, as stipulated in the Incident Investigation System Procedure (PRO-COR-SHE-005).
The Investigation tools use "Why Analysis" and "TapRoot Analy-sis" methods to find root causes of incidents, ranging from very low risk to high risk.
Accident investigations are conducted by the OHSE team, together with related parties. After the root causes are iden-tified, the follow-up investigation is entered to the Action Management register by SHE IDB. The person in charge of the follow-up will be determined along with the achievement target.
This target shall be be accompanied by evidence that the action has been taken. To prevent the reoccurence of incidents, social-ization is carried out to parties who do the work, reinforcement training is conducted, and changes in procedures or policies are established to eliminate these hazards as necessary.
Occupational Health Services [403-3]
TRIPATRA provides Occupational Health Services to help em-ployees identify and mitigate the potential and risks of work ac-cidents, and occupational illness. For this reason, the Company implements a health promotive and preventive service system in accordance with the basic principles of HIPERKES. These services apply to all employees and contractor employees under the TRIPATRA’s operation areas.
Employees Participation, Consultation, and Communi-cation on Occupational Health and Safety Committee [403-4]
In implementing OHS Management System (SMK3), TRIPATRA provides opportunities for employees to participate, consult, and communicate regarding the development and implementa-tion of the system. Employees may be involved in and express their aspirations through OHS meeting programs such as

• Struktur P2K3 di kantor pusat dipimpin oleh Direktur Uta-ma dengan sekretaris P2K3 dari Departemen HSE yang mempunyai sertifikat ahli K3 umum, serta peserta P2K3 dari beberapa perwakilan karyawan yang juga termasuk dari Emergency Response Team (Tim ERT).
• Struktrur P2K3 di tingkat proyek menyesuaikan dengan struktur organisasi masing-masing proyek tersebut.
Umumnya, P2K3 dipimpin oleh Project Manager dengan sekretaris P2K3 berasal dari personel HSE yang memi-liki sertifikat P2K3, serta anggotanya dari perwakilan karyawan dan juga subkontraktor.
Pelatihan Kesehatan dan Keselamatan Kerja [403-5]
Guna memastikan SMK3 dijalankan dengan baik dan konsis-ten, TRIPATRA menyelenggarakan Program Pelatihan K3 bagi karyawan baik di Head Office atau Project. Pelatihan yang diberikan kepada seluruh karyawan sebelum mulai bekerja adalah HSE Induction. Topik yang disampaikan antara lain Ke-bijakan K3 perusahaan, Sistem Manajemen K3 perusahaan, area kerja, dan Observasi Keselamatan. Pelatihan spesifik terkait risiko pekerjaan juga diberikan, seperti Basic Construc-tion Safety, bekerja di ketinggian, Ruang terbatas, HAZID dan pencegahan insiden, Perilaku Keselamatan dan Pengamatan, Pemadaman Kebakaran Dasar, Tanggap Darurat, Pelatihan Supervisory/Leadership, dll. Promosi Kesehatan Karyawan [403-6]
Perusahaan memberikan akses dan pelayanan kesehatan dasar dan lanjutan bagi seluruh karyawan. Layanan yang diberikan tersebut mencakup juga layanan kesehatan yang tidak terkait pekerjaan. Upaya tersebut dijalankan oleh TRIPATRA bekerja sama dengan rumah sakit dan asuransi kesehatan. Perusahaan menyediakan asuransi kesehatan bagi karyawan dan keluarganya, sebagai tambahan di luar persyaratan wajib dari pemerintah.
Dalam mendukung kesehatan karyawan, TRIPATRA menga-dakan program dan layanan kesehatan yang bersifat sukare-la. Salah satunya yaitu melaksanakan seminar atau bin-cang-bincang tentang kesehatan yang dibawakan oleh dokter spesialis sesuai bidangnya masing-masing bekerja sama dengan rumah sakit. TRIPATRA juga menyelenggarakan Fit To Work program bagi para karyawan yang memiliki hasil medical check-up (MCU) dalam kategori fit with note.
TRIPATRA currently has a structure of Occupational Health and Safety Committee (P2K3) both at the Head Office (HO) and Project levels. P2K3 meetings are held once a month and attended by P2K3 leaders, P2K3 Secretary, and members with the details as follows:
• The P2K3 structure at the HO level is led by the President Director with a P2K3 secretary from HSE Department who has a general OHS expert certificate and P2K3 partici-pants from several employee representatives who are also from the Emergency Response Team (ERT team).
• P2K3 structure at the project level adjusts to the organiza-tional structure of each project. P2K3 is generally led by a Project Manager with a P2K3 secretary from HSE per-sonnel who have a P2K3 certificate and members from employee representatives and also Subcontractors Employee Training on Occupational Health and Safety [403-5]
In order to ensure that SMK3 is conducted properly and consistently, TRIPATRA has an OHS Training Program for employees, either in the Head Office or Project. The training provided to all employees prior to working starting date is HSE Induction. The topics in this training include the Company's OHS Policy, the Company's OHS Management System, work areas, and Safety Observations. Specific training related to occupational risks is also provided, such as Basic Construc-tion Safety, working at heights, confined spaces, HAZID and incident prevention, Safety Behavior and Observation, Basic Fire Fighting, Emergency Response, Supervisory/Leadership Training, etc. [403-5]
Promotion of Employee's Health [403-6]
The Company provides access and basic and advanced health services for all employees. The services provided also include non-work related health services. These efforts are carried out by TRIPATRA in collaboration with hospitals and health insurance. The Company provides health insurance package for employees and their families, in addition to the mandatory government requirements
In supporting the health of employees, TRIPATRA conducts voluntary health programs and services. One of the programs is conducting seminars or talks about health that are pre-sented by specialists in their respective fields establish a cooperation with hospitals. TRIPATRA also organizes a Fit To Work program for employees who have their medical check-up (MCU) results in the ‘fit with note’ category.
Pencegahan dan Mitigasi Dampak Kesehatan dan Keselamatan Kerja yang Terkait Langsung pada Relasi Bisnisnya [403-7]
Dalam menjalankan kegiatannya, TRIPATRA bekerja sama dengan kontraktor. Pada tahun 2020, komposisi tenaga kerja di TRIPATRA terdiri dari karyawan sendiri sebesar 23%, sedangkan karyawan kontraktor mencapai 77%. Perusahaan memahami pentingnya perlindungan tenaga kerja, baik untuk karyawan sendiri maupun karyawan kontraktor. Oleh sebab itu, seluruh atau 100% karyawan yang bekerja di TRIPATRA, baik karyawan sendiri maupun karyawan kontraktor tercakup dalam sistem manajemen K3 yang dikelola oleh Perusahaan.

Pendekatan yang dilakukan sistem manajemen K3 di TRIPATRA terhadap kontraktor dilakukan sejak tahap tender, yaitu dengan melakukan penilaian evaluasi kesehatan dan keselamatan kerja dan lingkungan (K3L). Pada fase opera-sional, TRIPATRA melakukan inspeksi dan audit HSE serta meninjau ulang kinerja K3L kontraktor secara berkala. Ketika proyek berakhir, post evaluation dilakukan untuk menilai kinerja K3L kontraktor selama pelaksanaan hingga proyek selesai.
Prevention and Mitigation of Occupational Health and Safety Impacts Directly Linked by Business Relation-ships [403-7]
In conducting its activities, TRIPATRA cooperates with contrac-tors. In 2020, the composition of the workforce at TRIPATRA consisted of 23% internal employees, while contractor employ-ees reached 77%. The Company understands the importance of labor protection, both for internal employees and contractor employees. Therefore, all employees or 100% of total em-ployees working at TRIPATRA, both internal emem-ployees and contractor employees are covered by the OHS management system managed by the Company. [403-8]
The approach taken by the OHS management system at TRIPATRA towards contractors was conducted since the tender stage, namely by conducting an evaluation of Occu-pational Health Safety and Environment (OHSE/K3L). In the operational phase, TRIPATRA conducted HSE inspections and audits, as well as reviewed the OHSE contractor’s performance on a regular basis. When the project ended, a post evaluation was executed to assess the OHSE contractor's performance during implementation until the project was completed.
