Asumsi-asumsi yang Digunakan serta Proses Perumusan Target Tahun 2021
Dalam perumusan target RKAP Tahun 2021 digunakan asumsi stok awal setara beras PSO dan Komersial sebesar 1.056.279 ton, target pengadaan setara beras PSO dan Komersial sebesar 2.906.279 ton, dan target penyaluran setara beras PSO dan Komersial tahun 2021 sebesar 1.818.909 ton. Dari target RKAP Tahun 2021 tersebut, realisasi pengadaan setara beras tahun 2021 sebesar 2.199.419 atau 75.68% dari target RKAP 2021 dan realisasi penyaluran setara beras tahun 2021 sebesar 1.358.845 atau 74.71% dari target RKAP 2021.

Assumptions Used and Process of Formulation of Targets in 2021
In the formulation of the 2021 RKAP target, the assumption was that the initial stock of PSO and Commercial rice equivalent was 1,056,279 tons, the target for the procurement of PSO and Commercial rice equivalent was 2,906,279 tons, and the distribution target for PSO and Commercial rice equivalent in 2021 was 1,818,909 tons. From the 2021 RKAP target, the realization of rice equivalent procurement in 2021 was 2,199,419 or 75.68% of the 2021 RKAP target and the realization of distribution of rice equivalent in 2021 was 1,358,845 or 74.71% of the 2021 RKAP target.

Dalam melaksanakan penyaluran Program TJSL tahun 2021 sebesar Rp4.823.124.543,90 atau mencapai 93,47% terhadap RKAP 2021. Dalam pelaksanaan penyaluran terdapat beberapa program unggulan, yaitu:
1. Program TJSL yang sejalan dengan program prioritas untuk mendukung pencapaian TPB/SDGs
The investment target in the 2021 RKAP was Rp 2.20 trillion, while the realization in 2021 was 16.45% or Rp 362.59 billion.
Achievement of Human Resource Management Targets in 2021
Realization of 2021 education and training costs was 25.73% of the projection. This was due to the COVID-19 pandemic where face-to-face/offline training activities were abolished and replaced by the online training activities which were more cost efficient.
Achievement of the 2021 Partnership and Community Development Program Targets
In carrying out the distribution of the 2021 TJSL Program amounting to Rp 4,823,124,543.90 or reaching 93.47% of the 2021 RKAP, there are several featured programs, namely:
1. TJSL program that is in line with priority programs to support the achievement of SDGs
a. Program BULOG Peduli Gizi merupakan program penyediaan gizi cukup dengan cara pemberian bahan pangan, salah satunya Beras Fortivit.
b. Program BULOG Peduli Petani merupakan program pemberian bantuan berupa sarana produksi (saprodi) kepada petani.
2. Program TJSL yang berkomitmen mendukung bisnis inti dan menciptakan Creating Share Value (CSV) bagi perusahaan.
a. Program BULOG Peduli UMKM merupakan program penguatan finansial dan mendukung pemulihan masyarakat melalui pendirian Rumah Pangan Kita (RPK).
b. Program BULOG Pintar merupakan program pemberian bantuan beasiswa bagi mahasiswa/i berprestasi dengan status kurang mampu.
Selain program unggulan mendukung pencapaian TPB/SDGs dan CSV bisnis perusahaan, juga terdapat program umum yang dilaksanakan sebagai bentuk komitmen perusahaan menyelaraskan TPB prioritas dan menebarkan manfaat bagi masyarakat.

2. The TJSL program that is committed to support the core business and Creating Share Value (CSV) for the company.
a. BULOG Cares for UMKM program is a financial program and supports community recovery through the establishment of Rumah Pangan Kita (RPK).
b. BULOG Pintar Program is a scholarship assistance program for outstanding students with underprivileged status.

Terhadap struktur modal dimana realisasi Modal Pemerintah sesuai dengan target RKAP Tahun 2021 sebesar Rp12,52 triliun, realisasi Utang Bank Jangka Pendek tahun 2021 sebesar Rp12,51 triliun atau 110,61% dari target RKAP Tahun 2021 sebesar Rp11,31 triliun dan realisasi Utang Bank Jangka Panjang tahun 2021 sebesar Rp705,93 miliar atau 48,37% dari target RKAP Tahun 2021 sebesar Rp1,45 triliun.
On a consolidated basis, in 2021 the company received a profit of Rp 330.77 billion or 111.69% of the 2021 RKAP target of Rp 296.14 billion.
Achievement of Consolidated Financial Position and Capital Structure Target in 2021
The consolidated financial position in 2021 was Rp 23.03 trillion, or 106.43% of the RKAP Assets target (Rp 21.64 trillion), Rp 14.46 trillion, or 107.93% of the RKAP Liabilities target (Rp 13.4 trillion), and Rp 8.57 trillion, or 104.01% of the RKAP Equity target (Rp 8.24 trillion).
As for the capital structure the realization of Government Capital was in accordance with the 2021 RKAP target of Rp 12.52 trillion, the realization of Short-Term Bank Loan was Rp 12.51 trillion or 110.61% of the 2021 RKAP target (Rp 11.31 trillion) and the realization of Long-Term Bank Loan was Rp 705.93 billion or 48.37% of the 2021 RKAP target (Rp 1.45 trillion).
