3 Community Development Department

3.1 Welcome to the first Community Development Committee meeting of the new year. Working parties (councillors, staff and community members) established by the Committee have been working hard since the last Community Development Committee meeting mid November to provide information and progress projects over the past few months.

4 Wanderers Sports Club Gymnasium Subcommittee

4.1 Wanderers Sports Club submitted a request to Council to take over the Brightwater Volleyball facility lease and to sublet a portion to Tasman Volleyball for administration and for the remainder to be a gymnasium for their members.

4.2 The proposal was publicly notified and 4 submissions were received. The Hearing Panel, Crs Bryant, Bouillir and myself, met 6 December 2013 for the hearing and deliberations.

4.3 A 5 year lease was granted to Wanderers Sports and Tasman Volleyball Association as requested. A number of conditions were imposed to meet the concerns of neighbours, particularly those pertaining to noise, vehicle speed and volume. This decision was approved by Full Council at the 19 December 2013 meeting to enable the lease to be prepared without further delay.

5 Saxton Easement Subcommittee

5.1 In order to progress the cycling velodrome project proposed for Saxton Field, two sets of transmission lines need to be combined into one line and relocated to the north-east of the velodrome site. As the land is vested Recreation Reserve under the Reserves Act 1977, Council was required to notify this proposed easement to the community. Only one submission was received – in support of the proposal.

5.2 The Hearing Panel, Crs Ensor, Higgins and myself met 7 January 2014 to deliberate. The Subcommittee granted consent to the Council on behalf of the Minister of Conservation and approved the granting of an easement to Transpower.

6 Moutere Hills Fitness Centre Extension Subcommittee

6.1 Council received a proposal from the Moutere Hills Community Centre (MHCC) to extend the Centre to include a fitness centre. As the land at MHCC is Recreation Reserve under the Reserves Act 1977, the proposal was required to be publicly notified. Nine submissions were received in response, all being in favour of the fitness centre proposal.

6.2 The Hearing Panel, Crs Bryant, Canton and myself met 17 January 2014 to deliberate. The Subcommittee have recommended to the Community Development Committee to grant consent to the Council on behalf of the Minister of Conservation and to approve the fitness

centre extension subject to certain conditions being met. This will be discussed further in a separate report.

7 Moutere Hills Fitness Centre working party

7.1 A working party was established to work with the Moutere Hills Community Centre (MHCC) staff to evaluate the sustainability of the operational, management, maintenance and depreciation costs, the project design and capital funding of the fitness centre.

7.2 The working party have assessed the forecast budget, operational guidelines, membership process, health and safety and funding and subject to raising sufficient funding, were happy with the model the MHCC were proposing. It is noted that Council will not be contributing towards capital, fitout or operational costs associated with the fitness centre and that the extension will be donated to the Council. It is further noted that the fitness centre does not seek to compete with commercial gyms and is being designed in such a way that if the fitness centre did not garner sufficient support that the extension would still add sufficient benefit to the Centre and community and would be able to be used for other aligned purposes.

8 Motueka Library working party

8.1 The Motueka Library working party has been meeting for the last six months to evaluate the proposal for a Hub (as first raised by Vision Motueka) and to re-evaluate the existing library redevelopment proposal due to the costings being over the budgeted $1 million and there being significant car parking limitations.

8.2 The working party have evaluated a number of options and had discussions with key parties that had been involved with the Vision Motueka hub proposal. Evaluations have included capital costs, service efficiencies, operating costs, car parking, space allowances, future development possibilities, co-location options, land ownership and uses etc. Further discussions will be had with the community as part of the Draft Annual Plan consultation process.

9 Golden Bay Community Facility working party

9.1 A working party was established November last year to work with the Golden Bay Shared Recreational Facility Committee to progress and revise the concept plans for the community facility, prior to progressing to detailed design.

9.2 The working party have revised the concept plans and evaluated additional car parking requirements. Finalising the concept plans will enable further consultation with the community and the commencement of fundraising.

9.3 Additional work on operational costs, the release of any surplus buildings and timing of construction etc is still to be undertaken as well as fundraising by the facility committee. It is hoped to be able to produce developed designs with a view to having quantity surveyor costs available before the end of this financial year.

10 Nelson School of Music

10.1 The Nelson School of Music was classified as an earthquake-prone building after the Nelson City Council issued a Section 124 notice 19 December 2013, which resulted in the closure of the auditorium. While a plan to upgrade the building was already underway and funding had already been secured, it will still be at least six months before strengthening work

commences.

10.2 Frances McElhinney has been invited to today’s meeting to update Council on the closure of the facility, what this means for events, concerts and the range of music lessons that are undertaken there, and the forward work programme.
