On the map in Appendix 1, the proposed location of the fitness extension is shown in red. I therefore consider that the proposed community complies with the requirements of the Reserves Act.

Moutere Hills Fitness Centre Report

Community Center as it was built following the approval of the Waimea Reserve Management Plan. Therefore, I am of the opinion that the community facility proposal is in line with the requirements of the Reserve.

Portable Seating Report

As part of this proposal, the Tasman District Council would be recognized as the official sponsor of the Tasman Makos, which would include pre-season advertising by announcing the benefactors of the East Stand. As the Tasman Makos have been promoted this year, the team may not stay in the competition until the finals this year, which may reduce the season's gross revenue. Volunteers spent hours repairing the floor parts for the seats, fixing broken parts of the structure and straightening others, replacing broken seats on the seat frame with new ones and various other jobs that had to be done.

They will also prepare an inventory of all parts that need to be replaced to assist staff with ongoing seating management. Without this work being carried out many of the sites would not be able to be used, which would reduce the Council's ability to hire sites in the future. Further expenditure is likely in the coming year to replace some of the crossing boards.

However, for the Makos games, the TRU proposes to pay some costs for the use of the venues, while other codes have had the advantage of free use of the venues leaving the Council to cover the full costs of administration and maintenance. Good Sports Motueka have indicated that the full rental fee is not affordable, especially given the cost to them of seat repairs.

Golden Bay Community Facility Working Party Report

Full details on the history of the proposed facility can be found in the November 14, 2013 report to the Community Development Committee. The Council has indicated that it is likely to include some funding for the construction of the facility in the Draft Annual Plan with the rest of the construction funding going into the 2015/2016 year, as the timing of. Committee with uncertainty about the next steps and will lead to unnecessary delays, especially if the Council wants to start building the facility in the 2014/2015 financial year.

The proposed community facility will be used for activities associated with and necessary for the use of the outdoor reserve. Therefore, I believe that the community facility proposal is consistent with the requirements of the Reserve Management Plan. Staff will therefore apply at the end of the current financial year for funds to be carried over to 2014/2015 for use in further phases of the community facilities project.

Therefore, we do not consider it necessary to consult on the decision requested of the Committee in this report. Approval of the Community Development Committee is required to carry out detailed planning.

Approval for Funding Applications to External Providers Report

The Winteruption event, which is a Richmond CBD winter themed promotion running from Monday 23 - Sunday 29 June. One of the proposed events is a street party on Friday 27 June, for which the funds applied for ($2934) will cover the cost of sound, stage and lighting. 103,000 exists in the Motueka Reserve Financial Contributions account for the next phase of the QBM redevelopment.

An application to the Lottery Commission will provide funding to complete the upgrade of the MRC by providing disabled access to the mezzanine level and a new floor for the sports stadium. However, there are event risks in the absence of this type of funding, as current rate funding has declined significantly recently. 8 Consideration of Financial or Budgetary Implications 8.1 The sole consideration of this matter is covered in 6.2 above.

The majority of the council's community-based events depend on this leveraged funding for their survival. Support for the application to the Lotteries Commission for the MRC upgrade will enable the project to be completed.

Ecofest and Environment Awards Options Report

A marketing plan should be developed to improve messaging about the Awards in the sponsored community; And. Due to staff illness, only the school category award was presented as part of the Cawthron Science and Technology Fair in September 2013. Sponsors have received an update that councils are now exploring the possibility of combining Ecofest and the environment Awards.

The total budget for the awards is $11,000, with the remaining funding coming from contributions from Nelson City Council and sponsors. It was decided that the event would continue to be offered on an annual basis, but to improve outreach to local communities and increase the "how to" component. There are also questions about future funding for the event, with the Tasman District Council committed to reducing its contribution to the Expo in Nelson over the ten years of the 2012-2022 long-term plan.

However, it was not clear whether the rewards themselves lead to a change in behavior or the development of new projects. The changes are due to circumstances such as the unavailability of the Trafalgar Center for Ecofest and staffing resources for both Ecofest and the Environmental Awards.

Chair's Report

As the land is designated as a recreational reserve under the Reserves Act 1977, the council was required to notify the community of this proposed easement. The subcommittee gave its consent to Council on behalf of the Minister for Conservation and approved the grant of the easement to Transpower. In response, nine submissions were received, all of which were in favor of the fitness center proposal.

The Sub-Committee has recommended that the Community Development Committee give approval to Council on behalf of the Minister of Conservation and approve the suitability. It is noted that the Council will not contribute to the capital, equipment or operational costs associated with the fitness center and that the extension will be donated to the Council. It is further noted that the fitness center does not seek to compete with commercial gyms and is being designed in such a way that if the fitness center did not receive sufficient support, the expansion would still add sufficient benefits to the center and the community and could be used for other related purposes.

Further discussions will take place with the community as part of the consultation process for the Draft Annual Plan. Finalizing the concept plans will allow for further community consultation and the start of fundraising.

Community Development Manager's Report

Development Committee meeting and to outline key highlights of the work carried out by the Reserves and Facilities, Libraries, Strategic Policy and Customer Service Sections of the Community Development Department. Highlights of the Community Relations Section's work are covered in a separate report on this agenda. It is not possible to break down the costs directly attributable to the community authorities, as these costs are not recorded separately from other administrative costs.

The full report from the Reserves and Facilities Manager will be included on the agenda for the March Community Development Committee meeting. This work involved widening most of the footpaths to allow use of the Great Taste Cycleway. Reports of decisions on changes to the Council's work program and policy are on the full Council agenda for 19 February 2014.

The work will include meeting with the community, analyzing survey information and revising the draft policy before it goes back to Committee. A full report from the Client Services Manager will be included in the March Community Development Committee meeting agendas.

Community Relations Manager's Report

Development Committee meeting and to provide an interim communications report in light of the adjourned meeting of the Communications Subcommittee. The Council's external communications for the past two months have followed a "business as usual" model consisting of what would be considered normal for this time of year. The Tasman Skatepark Tour has completed its 2014 summer circuit, with six events staged at each of the region's skateparks.

Children's Day will include activities for the whole family to participate in and will be hosted with the community fun ride. The challenging activities aim to foster a sense of kaitiakitanga for our recreational and reserve areas, raise awareness of the threats posed to them and promote how students can make a difference by taking positive action for the environment . Schools involved in waste minimization education will be able to take a tour of the Resource Recovery Center in Richmond and landfill at Eves Valley from March.

This trial run is being held at North Nelson's sewage treatment ponds organized by Top of the South Environmental Educators (TOTSEE) in collaboration with researchers from Cawthron and Nelson City Council. The Way2Go activity trailer will deliver traditional backyard kiwi games to the community in the second half of March.

Action Sheet - Community Development Report

Reserve Manager to consult with Mr Andrew James of NZTA regarding a pedestrian crossing near Motueka Museum / Parklands School. Directs staff to continue with the development of the Community Facilities Operating Grants Policy based on the scope of the policy outlined in report RCS13-04-06 and to review the current policy for the management of halls, recreational reserves and other Council-owned community facilities. Staff report back on the details of the proposed reserve expenditure for financial contributions and proposed work streams.

Requests that staff inform the various boards and other organizations of the appointments and make arrangements for the triennial elections for the Hall and Reserve Board Committees in February/March 2014; And. Writes to Keep Richmond Beautiful congratulating them on receiving the award and thanking them for all their restoration work and ongoing project work; THAT the public is excluded from the following parts of the proceedings of this meeting.
