In testing such vessels made of mild steel and fitted with block tin bag lining, the lock nut on the nipple of the tin bag is to be slacked back slightly during the test. If during the test there is any sign of leakage between the nipple and the top plate this is a sure sign that the tin bag is leaking; under such circumstances the use of the vessel must be prohibited until the tin bag has been renewed.

(3) All aerated water vessels shall be opened up at least every five years for the examination of the internal tinned surface.

If the tinned surface is pitted or defective the vessel must be retinned or if lined its lining renewed.

At the time of such inspection all defective or fatigued bolts and/or studs must be renewed.

( 4) All pressure gauges and pressure reducing valves shall be checked with the standard pressure gauge every twelve months or more often if considered necessary.

For every portable plant where the boiler and engine are combined, the fee charged for the inspection of the boiler shall be 50 per cent. more than for a single boiler of the same dimensions which is not combined with the engine; such fee shall include the inspection fee for the engine of such portable plant and all attendant machinery being driven by such engine.

(b) For the inspection of a report in accordance with section 10 (1) of the Acts, a search fee of $3.00 shall be charged.

For a copy of, or an extract from, a report or copy which is open for inspection under section 10 (l) of the Act a fee of $3.00 shall be charged.

(c) For the survey of blue prints, designs, or drawings (hereinafter in this subregulation called "designs") in connection with the construction or installation of machinery submitted by a person such person shall pay to the Chief Inspector the following fee:-

13A. If any person liable to pay any of the fees prescribed by these Regulations does not pay the same within thirty days after a notice of such liability, signed by an inspector, has been served on him personally or by post, he shall be liable to a penalty not exceeding $200.

"THE INSPECTION OF MACHINERY ACT OF 1951"

(Section 74 (1) (d))

CONSTRUCTION, ERECTION, ALTERATION, REPAIR AND OPERA nON OF LIFTS

PERMISSION TO ERECT, ETC.

14. (1) (a) No lift shall be constructed, erected, materially altered, added to, or repaired without first making application for and obtaining a permit from the Chief Inspector of Machinery.

(b) The applicant for a permit to construct, erect, materially alter, add to, or repair a lift shall submit-

(i) A plan showing the proposed location of the lift well on the ground floor of the building;

(ii) Drawings of the lift, lift well, and its enclosures;

(iii) A full description of the lift machine and the enclosure.

(c) No pennit shall be issued to construct, erect, materially alter, add to, or repair a lift which comprises a platform or car in any thorough- fare, where it is necessary to pass under such platform or car.

d) The Chief Inspector shall, on approving an application for permission to construct, erect, materially alter, add to, or repair a lift, issue to the applicant a permit in the form of Form B (5) of the Schedule to these Regulations.

(2) (a) The standard for this Regulation shall be the Lift Code for the time being in force as issued by the Standards Association of Australia.

(b) This standard shall apply to all new installations; and shall also apply to all lifts intended to be re-erected or materially altered or added to or in connection with which major repairs are necessary; and may be applied by the Chief Inspector to any lift which becomes unsafe for use.

(c) When required by the Chief Inspector in the interests of public safety, all lifts shall be so repaired or altered as will bring them within the requirements of this Regulation. Wherever possible, a notice to the owner

a

period of time not exceeding six months in which to carry out the repairs or alterations necessary to comply with the requirements of this Regulation.

(d) No person or firm contracting to install, alter, repair or maintain electric lifts under this Act and Regulations shall do so unless approved by the Chief Inspector.

(e) Also, no person other than a mechanic who is competent by reason of his previous experience in the installation, alteration, repair, or maintenance of electric lifts shall install, alter, repair, or maintain any electric lift.

ROPES

( 3 ) (a) All wire suspension ropes for lifts shall be of steel, of a make approved by an inspector, and shall be accompanied by the maker's test certificate or certified copy of same. When no such certificate is available, the Chief Inspector may require that a test piece of any rope shall be tested at the University of Queensland.

(b) Ropes shall have a flexibility and construction suitable to the dimensions of drums and sheaves; also to the nature of the work perfonned.

(c) The number and diameter of suspension ropes. shall be determined by using the maximum "computed" load on the ropes, also the factor of safety allowed.

ATTENDANTS-DUTIES, ETC.

( 4) (a) It shall be unlawful for any person, other than a qualified mechanic engaged in erecting, repairing, or inspecting a lift, to work or operate any lift that comprises a car operated by means of a rope in the well, from any floor or any other place than the car, or to work or operate any electric lift from the control board. All automatically-controlled lifts shall be operated by means of the car or floor control button switches;

and no person shall operate such lift by means of the enclosure gate contacts or fastenings.

(b) The names of the persons appointed or empowered to work or operate a lift shall be posted in the car of the lift.

(c) No attendant in charge of any lift shall move the car from any floor unless the enclosure doors or gates upon the floor are closed and fastened.

(d) No attendant shall load or unload a car, take in or let out passengers, unless the power is absolutely shut off from the machine; and if it is necessary for the attendant to remove his hand from the control, the control shall be locked in the "Stop" position or the handle removed.

(e) No person excepting a qualified mechanic bona fide engaged in erecting, repairing, or inspecting a lift shall interfere with the machinery or the controlling mechanism or with any enclosure door or doors, gates, or fastening thereof.

(f) If an accident occurs in connection with any lift, from any cause whatsoever, it shall be necessary for the person at the time in charge of·

the building where the lift is situated to notify immediately the Chief Inspector of Machinery of such accident and of the circumstances surrounding its occurrence.

(g) The owner shall confirm such report, in writing, within twenty- four hours after any such accident.

80 Reg. 14 REGULATIONS GENERAL

(5) No person other than a person specially authorised in that behalf by the owner of the lift or his agent shall operate any lift, unless such lift is automatically controlled.

( 6 ) (a) No lift shall be loaded in excess of the certified maximum load.

(b) The owner of every passenger lift shall cause the name of every authorised attendant operating the lift to be legibly written or printed on the regulation card and placed and retained in a conspicuous place in the car of the lift. Any such owner who fails to do so shall be guilty of an offence against these Regulations.

( c) Where it appears to an inspector that any person operating a passenger or goods lift is careless, incompetent, or untrustworthy, the Chief Inspector may direct such person to cease to operate any lift, without the authority, in writing, of the Chief Inspector. If such person fails to comply forthwith with the direction of the Chief Inspector or at any time thereafter operates any lift without the authority, in writing, of the Chief Inspector, he shall be guilty of an offence against these Regulations.

(d) In any case where the ownership or right of control of any lift has been changed by sale, transfer, or otherwise, the person purchasing, leasing, or otherwise acquiring such ownership or right of control shall within fourteen days thereof give notice to the Chief Inspector of Machinery accordingly.

(e) Any lift which is designed and constructed for the purposes of carrying either goods or passengers shall have posted up therein a regula- tion card stating the certified maximum load such lift is to carry in goods, or if a passenger lift, the certified number of passengers.

(f) The owner or the person in charge of the building in which a lift is situated shall arrange that at the time of an inspection some competent person shall accompany the Inspector to operate the lift as required during the inspection.

RULES FOR MAINTENANCE AND OPERATION

(7) (a) The owner shall be responsible for the safe operation and proper maintenance of the lift after it has been put into use, and has been approved and a certificate granted by the Chief Inspector of Machinery.

(b) (i) Ropes, guides, and all parts of machinery shall be kept well lubricated. All electrical equipment shall be kept in proper order.

(ii) The lift shall be kept clean; no rubbish, combustible matter, or water shall be allowed to accumulate therein, nor shall any part thereof be used for storage purposes.

(iii) No wire or current-carrying device shall be substituted for the proper fuse or circuit breaker in a lift circuit.

(iv) Goods lifts shall have legible signs posted in the car and at each landing prohibiting persons other than the operator from riding on the car.

ev) Operators shall be not less than eighteen years of age, free from serious mental defects, and shall be selected by owners with consideration for their ability to perform their duties in a careful and competent manner.

REGULATIONS

INSTRUCTIONS TO OPERATORS

( c ) Operators of lifts shall-

(i) Always open the service switch of a lift or lock the control mechanism of any hydraulic, steam, or belt driven lift before cleaning or oiling any part of his machine or regulator and when placing the lift out of service;

(ii) See that the control mechanism is in the "Stop" position before closing the service switch;

(iii) Make a trial inspection trip and test all door locks each morning before carrying passengers or goods;

(iv) Report any defects promptly to the person in charge;

(v) Not attempt to make repairs unless qualified to do so;

(vi) Carry no passengers or goods while inspections, repairs, or adjustments are in progress, and shall operate the car only in response to directions from the inspector or mechanic;

and shall not move the car when anyone is in the lift well or on top of the car, except as such person may direct;

(vii) See that enclosure doors or gates are closed and locked before the car is started, and that the car is brought to a stop at the landing level before the enclosure door or gate is opened;

(viii) Keep car gates, if any, closed while running, and where no car gates are provided keep passengers away from the open edge of the car platform;

(ix) Limit the number of passengers to the certified capacity of the car and not permit crowding;

(x) Not reverse thc control suddenly, but shall stop before reversing;

(xi) Move control mechanism to the "Stop" position on approaching a terminal landing without waiting for the limit stopping devices to come into action;

(xii) If the power goes "off" while the car is in motion, move the control mechanism to the "Stop" position and start the car in the usual manner upon return of the power. Should a lift stop at any level other than at floor level, no person shall be permitted to attempt to leave or enter the lift unless and until assured by some competent person that it is safe and necessary to do so;

(xiii) Not attempt to jump off if the car refuses to stop;

(xiv) If the car should stop suddenly, call for the person in charge and operate the machine only by his direction.

(xv) If the car will not start, return the control to the "Stop"

position. If the car is apparently overloaded, remove part of the load and try the controller. If the car still will not move, return controller to the "Stop" position and notify the engineer or qualified person;

(xvi) Before allowing goods to be loaded or unloaded lock the hand rope on all rope-controlled cars;

(xvii) Familiarise themselves with the emergency devices, understand their function, and know how to operate them;

(xviii) Never leave the car in the ordinary course of operation nor leave the control mechanism unprotected when going off duty for any reason; be sure that the power is disconnected or that

the control mechanism is locked and the lift enclosure doors are closed. When service is suspended for any reason during the ordinary operating hours, display a "Not Running" sign at each landing;

(xix) Learn these Rules thoroughly and keep a copy on their person or in the car of the lift.

(d) Any person responsible for the observance of any of the requirements of this Regulation who fails to comply with any such require- ment shall be liable to a penalty not exceeding two hundred dollars.

CONSTRUCTION, ERECTION, ALTERATION, REPAIR, AND OPERATION OF CRANES AND HOISTS

(Section 74 (1) (d))

PERMISSION TO ERECT, ETC.

15. (1) This Regulation shall apply to cranes and hoists.

(2) ( a) The owner of a crane or hoist shall not construct, materially alter, add to, or erect such crane or hoist or allow or permit such crane or hoist to be constructed, materially altered, added to, or erected without his first having obtained the approval in writing of the design of that crane or hoist from the Chief Inspector of Machinery.

In such written approval the Chief Inspector shall specify the loading capacity of the crane or hoist.

The owner of a crane or hoist shall not put such crane or hoist into service until it has passed a load test to the satisfaction of an Inspector of Machinery and the certificate in writing of such inspector in that behalf has been obtained.

(b) The owner of a crane or hoist shall not put into service such crane or hoist after it has been repaired or re-erected unless such repairs and/ or re-erection have or has been approved in writing by an Inspector of Machinery and the crane or hoist has passed a load test to the satisfaction of an inspector and such inspector has given his written certificate in that

behalf.

(c) An applicant for approval of the design of a crane or hoist shall submit in writing to the Chief Inspector of Machinery all data of the construction of and the conditions under which the crane or hoist is to be used accompanied by plans and specifications of such crane or hoist.

( d) The owner of a wheel or trackmounted mobile crane with a loading capacity exceeding five tons intending to use such crane for more than eight hours on the construction or demolition of a building structure or other construction work shall notify an Inspector of Machinery of such intention at least twenty-four hours before he intends to commence to so use it.

(e) The owner of a wheel or trackmounted mobile crane with a loading capacity exceeding five tons shall not continue to use such crane on the construction or demolition of a building structure or other con- struction works after the expiration of eight hours' usage of that crane on that construction or demolition unless that crane has been inspected on the site of such building structure or other construction work by an Inspector of Machinery and the written approval of that Inspector has been obtained.
