REGULATIONS Regs. 39-41 101 PRELIMINARY REQlliREMENTS

39. Every candidate for a certificate shall forward to the Chairman of the Board notice in writing . of his intention to present himself for examination.

The notice shall be accompanied by cash, post office order, or postal note to the amount of full fee, together with originals and duplicate copies of all testimonials.

If the candidate passes the examination, the fee shall be applied towards payment of the certificate; if he fails to pass the examination, the fee shall be forfeited and be paid into the consolidated revenue.

If the candidate fails to pass the examination, he shall not again present himself until a period of not less than three months has elapsed from the date of his last examination.

ApPLICATION FOR A CERTIFICATE OF COMPETENCY

40. The notice of intention to apply for a certificate as an engineer, engine-driver, or motor mechanic shall be given in the following form, and shall be accompanied by any previous certificate issued under these Regulations-

ENGINEER'S CERTIFICATE

(Schedule II, 8)

4 L This certificate entitles the holder to drive or take charge of any engine or boiler or engines and boilers other than winding engines.

( 1) An applicant for examination as an engineer shall prove by documentary evidence to the satisfaction of the Board that-

(a) He is at least twenty-one (21) years of age.

(b) He has worked as an apprentice or tradesman for at least five years in a workshop or workshops where machinery is manufactured or repaired or manufactured and repaired and in the course of such work has had experience to the satisfaction of the Board and in addition has been the holder of a second-class engineer's certificate for a period of at least twelve months and since the granting of that certificate- (i) He has been in charge of machinery and boilers the

required authority for taking charge of which is a second- class engineer's certificate, for a period of at least two thousand hours; or

(ii) He has assisted the engineer in charge of machinery the required authority for taking charge of which is an engineer's or first-class engine-driver's certificate for a period of at least two thousand hours; or

(c) He has been the holder of a second-class engineer's certificate for a period of at least two years and since the granting of that certificate has been continuously employed in the operation, maintenance, and repair of machinery the required authority for taking charge of which is an engineer's or first- class engine-driver's certificate, and shall produce documentary evidence that during this period he has assisted in the operation of steam engines and boilers the required authority for taking charge of which is an engineer's or first-class engine-

driver's certificate for the period of at least five hundred hours; or

(d) He has had charge outside Queensland or on board ship of machinery the required authority for taking charge of which, in Queensland, is an engineer's or first-class engine-driver's certificate for the period of at least two thousand hours; or (e) He has worked outside Queensland or on board ship actually

assisting the person in charge of machinery, the required authority for taking charge of which, in Queensland, is an engineer's or first-class engine-driver's certificate, for the period of at least two thousand hours; or

(f) He has been the holder of a first-class engine-driver's certificate for at least five years and has been during the whole of that time in charge of machinery, the rcquired authority for taking charge of which is a first-class engine-driver's certificate, and shall have had experience for at least two and a-half years in the installation, maintenance and repair of machinery the required authority for taking charge of which is a first- or second-class engine-driver's certificate.

(2) An applicant for an engineer's certificate authorising him to drive and have charge of internal combustion engines or refrigeration machinery, or both internal combustion engines and refrigeration machinery shall, in addition to complying with the above requirements, prove by documentary - evidence that he has had experience adequate, having regard to his application, to the satisfaction of the Board, of internal combustion engines, or refrigeration machinery, or both internal combustion engines and refrigeration machinery.

(3) The applicant shall satisfy the Board by examination that- (a) He possesses a knowledge of machine design sufficient to show

that he understands the general principles upon which boilers and machines are constructed.

(b) He has a knowledge of the methods of testing boilers, steam engines and internal combustion engines and the interpretation of indicator diagrams.

(c) He has a knowledge of the methods of staying boilers and be able to determine the strength of any class of boiler joints.

(d) He has a knowledge of safety valve construction and operation and be able to determine the leading dimensions of safety valves in general use.

e e) He is familiar with the testing of feed water, the causes of corrosion, galvanic action and caustic embrittlement in boilers and the methods of overcoming such action.

(f) He has a knowledge of the principles of refrigeration and the operation of refrigerating and air conditioning machinery.

(g) He has a knowledge of the principles and operating of internal combustion machinery.

(h) He is able to make a fully dimensioned drawing of any part of an engine, boiler or machine.

(i) He has a sound knowledge of modem practices in the safe guarding and operation of machinery.

ENGINEER'S CERTIFICATE

(Refrigeration)

41A. This certificate entitles the holder to take charge of any refrigeration machinery, and any boiler or boilers the area or aggregate area of heating surface of which does not exceed five thousand square feet of heating surface.

(1) An applicant for examination as an engineer (refrigeration) shall prove by documentary evidence to the satisfaction of the Board that-

(a) He is at least twenty-one (21) years of age.

(b) He has been the holder of a second-class engineer's certificate for at least two years and during that time has been, to the satisfaction of the Board, continuously employed in the operation, maintenance and repair of refrigeration machinery;

and

(c) Since the granting of such certificate and during the period of such continuous employment thereafter-

(i) He has assisted in the operation of refrigeration machinery, the required certificate for taking charge of which is a first-

class refIigeration certificate for the period of at least five hundred hours; and

(ii) He has assisted in the operation of steam boilers for the period of at least one hundred and fifty hours.

(2) The applicant shall satisfy the Board by examination that~

(a) He has knowledge of refrigeration in all its applications.

(b) He has knowledge of the design and construction of the various types of refrigeration compressors in general use.

( c) He is familiar with all types of evaporators, condensers and other ancillary equipment used with refrigeration compressors.

(d) He has knowledge of the various refrigerants in general use, toxic and non-toxic, and the safety precautions necessary with their use.

(e) He has a knowledge of automatic control, and the various instruments used in the common types of refrigeration systems.

(f) He is able to make a funy dimensioned drawing of any part of a refrigeration system.

(g) He has a knowledge of the construction and operation of the various types of steam boilers in general use.

(h) He is able to make such calculations as are necessary to determine refrigeration capacity and efficiency.

FIRST-CLASS ENGINE-DRIVER'S CERTIFICATE

42. (1) An applicant for a first-class engine-driver's certificate- (a) Shall have been the holder of a second-class engine-driver's

certificate for a period of at least twelve months and shall prove by documentary evidence that since the grant of such lastmentioned certificate-

(i) He has been in charge of a steam engine or steam engines or other engine or engines, the required authority for taking charge of which is a second-class engine-driver's certificate, for not less than two thousand hours:

Provided that in computing the aforesaid time of not less than two thousand hours any time during which an applicant shall have been actually in charge of a steam generating boiler or boilers, including its or their feed water pumps, a required authority for taking charge of which is a second-class boiler attendant's certificate, up to a maximum of twelve hundred hours shall be and be deemed to be time during which such applicant shall have been in charge of a steam engine or steam engines the required authority for taking charge of which is a second-class engine-driver's certificate; or

(ii) He has worked actually assisting the engineer or engine- driver in charge of a steam engine or stcam engines or other engine or engines, the required authority for taking charge of which is a first-class engine-driver's certificate, for not less than two thousand hours:

Provided that in computing the aforesaid time of not less than two thousand hours, any time during which an applicant shall have been actually in charge of a steam generating boiler or boilers, including its or their feed water pumps, a required authority for taking charge of which is a second-class engine-driver's certificate, up to a maximum of six hundred and fifty hours, shall be multiplied by two and the figure thereby arrived at shall be

and be deemed to be time in hours during which that applicant shall have worked actually assisting the engineer or engine-driver in charge of a steam engine or steam engines, a required authority for taking charge of which is a first-class engine-driver's certificate; or

(b) He shall hold a first-class boiler attendant's certificate and shall since the grant of that certificate have worked actually assisting the person in charge of a steam engine or steam engines or other engine or engines, the required authority for taking charge of which is an engineer's certificate or a first-class engine-driver's certificate for not less than five hundred hours.

2. In addition to the qualifications required for a second-class certificate, the applicant shall show he possesses the following qualifications:-

(a) He shall possess a good knowledge of arithmetic;

(b) He shall be able to calculate strength of boiler stays, and loss of strength of boiler plate due to corrosion or other wastage;

(c) He shall possess knowledge of setting boilers in brickwork and of the area of fiues, their arrangement, and the class of materials used;

( d) He shall understand the principles of vacuum and condensa- tion, and explain the uses of the various pumps, etc., used with condensing engines;

(e) He shall have knowledge of the means of repairing defects due to wear and tear and accident and the carrying out of adjustment to the machine;

(f) He shall understand the management of a battery of boilers, how to regulate the feed water, and what to do in the case of a sudden failure of feed water supply or an accident;

(g) He shall possess knowledge as to the usual impurities to be found in feed waters and the effect these waters have on boiler plates;

(h) He shall understand the principles of rotary feed pumps, equipment, and instruments used in high pressure boiler installation;

(i) He shall understand the principles of oil firing, pulverised coal firing and automatic firing of boilers;

(j) He shan be able to make a good freehand sketch illustrating the principal parts of a steam engine.

SECOND-CLASS ENGINEER'S CERTIFICATE

43. (1) An applicant for examination for a second-class engineer's certificate shall prove by documentary evidence to the satisfaction of the Board that-

(a) He is at least twenty-one (21) years of age.

(b) He has worked as an apprentice or tradesman for at least five years in a workshop or workshops where machinery is manufactured or repaired or manufactured and repaired;

and in the course of such work has had experience to the satisfaction of the Board; or

(c) Is the holder of a degree in engineering from a recognised university, or a diploma in engineering from a technical college, and has had in addition at least sixteen months' experience in a workshop in which machinery is manufactured or repaired or manufactured and repaired, and in either case shall produce documentary evidence to the satisfaction of the Board that he has had at least eighty hours' experience in the working of steam boilers.

(2) In addition to the above qualification the applicant shall satisfy _ the Board by examination that-

(a) He possesses a knowledge of mathematics.

(b) He is able to calculate the strength of boiler stays and to calculate the loss of strength of boiler plates through corrosion

or other wastage.

(c) He is able to describe fully the various mountings of a boiler, the materials of construction, and how they are jointed and how to remedy defects.

( d) He has a knowledge of the construction and operation of steam engines and boilers.

(e) He possesses a knowledge of machine shop practice and all classes of machinery in general use.

(f) He is able to make freehand sketches.

(g) He is familiar with the testing of feed water, and precautions necessary to prevent damage from impurities.

SECOND-CLASS ENGINE-DRIVER'S CERTIFICATE

44. (1) An applicant for a second-class engine-driver's certificate- (a) Shall have been the holder of a third-class engine-driver's

certificate for a period of at least twelve months and shall prove by documentary evidence that since the grant of such lastmentioned certificate-

(i) He has been in charge of a steam engine or steam engines or other engine or engines, the required authority for taking charge of which is a third-class engine-driver's certificate, for not less than two thousand hours; or (ii) He has been in charge of a steam generating boiler or

boilers including its or their feed water pumps, the required authority for taking charge of which is a third-class engine- driver's certificate, for not less than two thousand hours; or (iii) He has worked actually assisting the engineer or engine-

driver in charge of a steam engine or steam engines or other engines, the required authority for taking charge of _ which is a first-class or a second-class engine-driver's certificate, for not less than four thousand hours; or (b) He shall hold a second-class boiler attendant's certificate and

shall, since the grant of such certificate, have worked actually assisting the person in charge of an engine or engines, a required authority for taking charge of which is a first-class or a second-class engine-driver's certificate, for not less than two hundred and fifty hours; or

REGULATIONS Reg. 45 107 ( c) Shall have had charge, outside the State of Queensland, of steam engines and boilers, a required authority for taking charge of which in this State is a third-class engine-driver's certificate, for not less than two thousand hours; or

( d) Shall have worked, outside the State of Queensland, actually assisting the person in charge of steam engines and boilers, the required authority for taking charge of which in Queens- land is a first-class or a second-class engine-driver's certificate, for not less than two thousand hours; or

( e) Shall have worked as a greaser or donkeyman on a steamship or steamships manned by Board of Trade engineers for not less than two thousand hours.

(2) In addition to the qualifications required for a third-class certificate, the applicant shall show that he possesses the following qualifications: -

(a) He shall possess a good know ledge of arithmetic, and be able to make simple calculations relating to engines and boilers;

(b) He shall be able to describe the construction of various boilers in common use, how they are plated, stayed, and riveted;

also the parts of boilers most liable to deterioration or accident;

( c) He shall be able to describe fully the various mountings of a boiler, the materials of construction, and how they are jointed and how to remedy defects;

( d) He shall be able to describe the various parts of an engine, their uses, the materials of construction, and the reason why such materials of construction are used;

( e) He shall know how to do simple repairs to engines and boilers, pack glands, make joints, line up bearings, and adjust the various working parts;

(f) He shall understand the principles of oil firing of boilers and automatic stokers;

(g) He shall have a knowledge of the various pumps and auxiliary equipment used with boilers and turbine installations.

STEAM LOCOMOTIVE DRIVER'S CERTIFICATE

45. (1) An applicant for examination for a steam locomotive driver's certificate shall prove by documentary evidence, to the satisfaction of the Board, that-

(a) He is at least twenty-one (21) years of age.

(b) He has had at least one thousand hours' experience under a certificated person in the operation of steam locomotives; or (c) He is the holder of an oil locomotive driver's certificate and since the granting of such certificate has had at least five hundred hours' experience under a certificated person in the operation of steam locomotives.
