115. Every person applying to be recorded for employment on any temporary work shall forward an application in his own handwriting to the Secretary to the Commissioner in the form of application from time to time approved by the Commissioner.
The certificate as to character provided for in the said form of application shall be furnished with the application.
116. Every applicant for employment on any temporary work requiring the exercise of skill usually acquired in some profession, mechanical trade, or other occupation, shall satisfy the Commissioner that he possesses the skill and experience necessary for the work he desires.
117. The full name and address, age, and date of receipt of application, and such other particulars as the Commissioner directs, of every applicant who has complied with Regulations 115 and 116 and who, from the evidence furnished, appears to the Commissioner to be qualified to perform the work applied for shall be recorded in such manner as the Commissioner determines.

128. An appeal shall not lie to the Board or otherwise howsoever in respect of any action or decision of the Commissioner in the transfer of an officer in pursuance of the provisions of Regulation 102.
129. For the purposes of subsection (3) of section 36 of the Act, the boundaries of the Southern, Central, and Northern divisions shall be as defined hereunder:-
Southern Division.-All that portion of the State lying between the southern border and a line drawn west from Yandaran to the State's western border.

141. The appellant and the Commissioner, respectively, shall supply the Secretary to the Board with a list of all persons to be subprenaed by the Chairman of the Board, to give evidence on their behalf relevant to the appeal.
142. Such leave of absence to officers as is necessary shall be granted on full pay by the permanent head to ensure the attendance of witnesses who are required to give evidence before the Board, and to admit of the appearance of officers required to act as agents for appellants.
143. Before proceeding to take evidence all papers and correspondence bearing on the decision appealed against shall be read, or otherwise made available for the use of the appellant, provided that the departmental Minister may withhold from the Board and the appellant any papers, minutes, or correspondence, if for any reasons of State, of which the departmental Minister shall be the judge, it is considered undesirable to produce them.
144. All evidence shall be taken in the presence of the appellant, but if the appellant fail to appear the Board may deal with the appeal on such evidence as is available.
145. The Secretary to the Board shall convene all meetings of the Board, and keep all records of proceedings and decisions in such manner as may be directed.
146. The Commissioner shall notify the appellant and the permanent head of the decision of the Governor in Council.
147. Except as hereinafter provided the appellant shall be responsible for travelling and other expenses of himself and of any witnesses subprenaed at his request and the Crown will not be responsible for the payment of any such expenses.
148. (1.) Any witness, not being an officer, summoned on behalf of the Commissioner to give evidence before the Board, shall be paid an allowance by the Department in which the appellant is employed, upon the certificate of the Chairman of the Board. Such allowance shall be a sum equal to the amount of salary or wages lost by the witness for the day or days of attend- ance at the hearing of the appeal; or, if the witness is not in receipt of salary or wages, a sum which, in the opinion of the Chairman, would be proper payment, taking into consideration the occupation of the witness, and the time lost in attendance.
(2.) In addition to allowance for attendance, reasonable travelling expenses actually paid by a witness may be allowed, but not exceeding one shilling for every mile a witness resides from the place at which he is required to attend.
(3.) In the case of an appeal against promotion, the Crown will not be responsible for travelling or other expenses of any witnesses summoned by or on behalf of the appellant, excepting in cases where the appeal has been upheld by the Board, and the evidence of such witnesses was, in the opinion of the Chairman, necessary and material.
(4.) The Crown will not be responsible for travelling or other expenses of any witnesses summoned by or on behalf of an officer charged with an offence, excepting in cases where the charge has been found to be not proved, and the evidence of such witnesses was, in the opinion of the Chairman necessary and material.
( 5.) For the purposes of this Regulation a charge shall be deemed to be proved if the Board's decision or the purport thereof is that the officer is guilty of an offence against the Act with which he has been charged.
(6.) The Secretary to the Board shall submit the claim made by a witness for expenses to the Chairman of the Board, who shall give his certificate as to attendance, and determine the amount to be allowed.
