9. (1) The ordinary hours of duty of officers shall be worked on five Determina-

(2) Any determination by the Governor in Council under clause (1) hereof may be made in respect of officers individually or collectively by classes or groups and: either by name or reference to official designation or office or otherwise howsoever or partly in one way and partly in another way or other ways. The Governor in Council, on the recommendation of the- Commissioner, may from time to time vary and may revoke any such determination.
(3) In these Regulations an officer whose ordinary working hours of duty are worked on five days per week is described as working a five day week, and · an officer whose ordinary working hours of duty are worked on six days per week is described as working a six day week.
( 4) Save as hereinafter provided the ordinary hours of duty of officers, except officers whose hours of duty are otherwise determined, shall be 9 a.m.
to 5 p.m. on Mondays to Fridays, both inclusive, if the officer is working a five-day week, and 9 a.m. to 4.30 p.m. on Mondays to Fridays, both inclusive, and 9 a.m. to 11.30 a.m. on Saturdays if the officer is working a six-day week, less in either ease three-quarters of an hour off for lunch at such times between the hours of noon and 2 p.m. as the permanent head or the head of the sub- department or district office may arrange so as to ensure the continuous transaction of public business.
( 5) The ordinary weekly working homs of Industrial Inspectors, Inspectors of Factories and Shops and Inspectors of Workers' Accommodation, shall not exceed thirty-seven and a-half (3H) and shall be worked within the hours 7.45 a.m. and 6 p.m. on Mondays to Fridays, both inclusive, if the- officer is working a five-day week, and within the hours 7.45 a.m. and 5.30 p.m.
on Mondays to Fridays, both inclusive, and 7.45 a.m. and noon on Saturdays if the officer is working a six-day week, with in either case three-quarters of an hour off for lunch at such times as the permanent head may arrange.
(6) The ordinary weekly working hours of attendants in the Titles Office and of messengers shall not exceed thirty-seven and a-half (37~) and shall be worked within the hours 8.45 a.m. and 5.15 p.m. on Mondays t(}
Fridays, both inclusive, if the officer is working a five-day week, and within the hours 8.45 a.m. and 4.45 p.m. on Mondays to Fridays, both inclusive, and 8.45 a.m. and 11.45 a.m. on Saturdays if the officer is working a six-day week, with in either case three-quarters of an hour off for lunch at such times as the permanent head may arrange.
(7) The ordinary weekly working hours of switchboard attendants shall be thirty-two and a-half (32!), and shall be 9 a.m. to 5 p.m. on Mondays to Fridays, both inclusive, if the officer is working a five-day week, and 9 a.m.
to 4.30 p.m. on Mond·ays to Fridays, both inclusive, and 9 a.m. to 11.30 a.m.
on Saturdays if the officer is working a six-day week, less in either case- three-quarters of an hour off for lunch, a rest interval of one-quarter of an hour during the forenoon, and a rest interval of half an hour in the afternoon at such times as the permanent head may arrange.
(8) The ordinary working hours of officers not hereinbefore provided, and whose hours of duty are not specifically prescribed in an award made by the Industrial Court of Queensland, shall be those determined by the Commissioner.
(9) Notwithstanding anything in these Regulations to the contrary any officer working a five-day week shall when and so often as he shall be required so to do by the permanent head or head of a sub-department or other officer approved by the Commissioner work on any Saturday during the ordinary working hours on Saturdays prescribed for a similar officer working a six- day week.
10. In every department, sub-d'epartment, and district office, attendance books in form from time to time approved by the Commissioner, shall be kept, and every officer, except the permanent head and the head of such sub, department or district office, and such other officers as the Commissioner may from time to time determine, shall daily sign his name in one of these books an<l enter the actual time of his arrival and of his departure. In cases where a department, sub-department, or district office is divided into branches, a sufficient number of books shall be kept to avoid inconvenience or loss of time in making entries. The permanent head, head of sub-department, or district office, as the case may be, shall ordinarily have charge of the attendance book, but it shall be permissible for him to deleg-ate the charge of the book to a responsible officer to be selected by him. The Commissioner may, in special circumstances, authorise the use of time recorders in place

12. (1) Any officer not subject to speeial regulations in that behalf, and Irregularity not speeially exempted from signing the attendanee book, arriving at his office of attendance.

it shall be the duty of the offieer in charge of 'the attendance book to report the conduct of the offieer to the permanent head of his Department. In the case of a braneh, sub·department or district office, the report shall be forwarded through the head thereof. ·
13. (1) Unless otherwise determined by the Governor in Council, on the Offices ~pen

(2) The Governor in Couneil may, on the reeommendation of the Com- missioner, determine that offiees or seetions of offiees shall be open on Saturdays from 9 a.m. to 11.30 a.m. for the transaetion of sueh phases of publie business as may be determined, and the Commissioner shall from time to time approve sueh working arrangements as will, in his opinion, ensure the satisfaetory transaetion of business in those offiees on Saturday mornings.
14. An officer shall not leave his office except on official business or by Officers not to permission of the permanent head or head of the sub-department or district leave their

18. Where found essential, the permanent head or head of a sub-depart- ment or district office may require any officer subject to his control to perform duties outside ordinary working hours.
19. Attendance books in departments, sub-departments, and district offices shall be examined and initialled at least once a month by the permanent head or head of the sub-department or district office, respectively, who will be held 1·esponsible for the proper keeping of the attend'ance books and the due observance of the regulation hours.
PART 111.-Duties of Officers.
20. In all cases in which under the Act or the Regulations an officer is required to report to or notify the Commissioner or permanent head in regard to any matter, such report shall be in writing unless the Commissioner or permanent head shall otherwise direct.
21. Except as otherwise provided, all communications intended for the Commissioner relating to the Public Service or the administration thereof, or to any subject or matter referred to in the Act or Regulations, shall be addressed to the ''Secretary to the Pu.blic Service Commissioner.''
22. The perm!Lnent head shall, subject to the departmental Minister, be responsible for the general working of the department and for all the business thereof.
23. ·whenever the. Commissioner directs, the permanent head shall furnish him with any info:tmation required in connection with the administration of the Act. The perr!lanent head shall also furnish information as to all other matters which should in his opinion be brought under the. notice of the Commissioner.
The permanent head shall furnish returns to the Commissioner in such form and manner and at such times as the Commissioner may direct.
24. Should the opening of a public office on a Saturday necessitate the attendance on that day of an officer or officers working a five-day week the permanent head shall from time to time submit to the Commissioner details of such proposed working arrangements as would in the opinion of the permanent head ensure the efficient transaction of public business on that day.
25. A report shall be furnished to the Commissioner by the permanent head of a department whenever he deems it advisable-
(a) To create a new office in the department under his control;
(b) To abolish any office in his department;
(c) To raise the classification or grading of any office which has become of greater importance or of which the duties have become more onerous or extensive;
(d) To lower the classification or grading o:f any office which hae become of less importance or of which the duties have become less onerous or extensive.
26. Whenever the permanent head finds that the number of officers under his control is greater or less than is required to perform the current work of the department, he shall forthwith report the circumstances to the Commis·
sioner. The head of a sub-department or of a district office shall report to the permanent head when he considers-
(a) That a reduction in staff can be made by reason of a reduction in the amount of work or by a rearrangement of duties;
(b) That an increase in the staff is necessary to perform efficiently the current work of his office owing to increase.d volume of business, extra duties, or any other cause.
27. Every permanent head, head of a sub-department, and head of a district office shall see that the work of his subordinate officers does not fall into arrear, and that a proper check is kept over all such officers whose duties involve the collection, disbursement, or disposal of public money or the handling of stores or other public property. ·

29. Cadet clerks, learners, and junior officers are to be given adequate fu~or _?fficers training and instruction to enable them to obtain the requisite knowledge ade~u~t~en and experience to undertake all duties which they might reasonably be required training.

They are to be encouraged to learn the. use of typewriters, calculating machines, and other office equipment. They are not to be kept for a lengthy period in any one position or upon circumscribed duties where it is in the interests of efficiency that the employees eoncerned be given experience in more than one phase of departmental activities. If a change of duty cannot be made within the branch of the d'epartment in which they are employed, arrangements should be made where practicable for a transfer to another branch of the departmdnt. Permanent heads and heads of sub- departments and distriet offices shall be held responsible for the observance of the provisions of this regul:ttion and shall carefully watch the progress of every cadet clerk, learner, and junior officer.
30. The officer in charge of a sub-department, branch, or section of a Ollig3;tions department shall be responsible for the maintenance of good order, and afford ~ffic~~~r the utmost aid and support to the officer to whom he is immediately responsible and to the permanent head.

35. Every officer shall obey promptly all instructions given to him by the Subordination officer under whose immediate control or supervision he is placed. If any of officers.

38. Officers are prohibited from seeking the influence or interest of any 9utside person in order to obtain promotion, transfer, or other advantage. Any officer mfluence · who considers that his claims for promotion or consideration have been over-
lookQd may submit a statement of his claims to the Commissioner, either d'irectly or through the accredited representative of the union of which he is a member.
