If any officer so called upon to retire fails to retire within the period aforesaid, he may be dismissed from the public service by the Governor in Council. If any officer is accused of having committed any offence, he may be suspended from duty by the Permanent Manager or the Commissioner.
No appeal shall lie to the Board or otherwise howsoever No appeal
That officer may be so suspended before, at the time of, or after requiring him to show cause why he should not be dismissed from the public service, and such suspension may at any time be removed by the Commissioner or by the Permanent Manager. The suspended officer shall not, unless otherwise ordered by the Governor in Council, be entitled to receive salary for the period during which he has not served or from the date on which he ceased to discharge the duties of his office.

When the address for the time being of any officer is unknown to the permanent head, Council, Commissioner, or departmental Minister (as the case may be), and service of any notice, order or communication takes place in terms of paragraph (c) of subsection one hereof , notice of the fact of such service must be published in the Government Gazette. Notices of appointments, transfers, promotions, reductions, resignations, retirements and dismissals of officers will be published in the Government Gazette in cases where the Governor in Council on the recommendation of the Commissioner so orders.
Whenever a question (which is not expressly by this Act left to the determination or decision of the Commissioner)
1918,'' or any enactments amending or superseding those enactments, shall be made by the Governor in Council on the recommendation of the Commissioner under that Act and not otherwise, and all officers or persons employed under those Acts shall be deemed to be subject to the control of the Commissioner for the same purpose and to the same extent as other branches of the public service to which this Act applies.
