Every visiting magistrate shall have and exercise all such powers and duties as may be prescribed in respect of the prison to which he is appointed. Every chaplain shall have and exercise all such privileges and duties in relation to the prison to which he is authorized as such, as may be prescribed in the regulations.

BIB Excellency the Governor, acting by and with the advice of the Executive Council and in accordance with the provisions • • of the PriBons Act, 1958,'' has been pleased to issue the following regulations. If, owing to the limited extent of any prison, or from any other cause, the whole provisions of these regulations cannot apply to that prison, the Superintendent thereof shall notify the Chief Superintendent of that reason, who may then authorize any modifications which may appear necessary. The Minister has power to direct the Comptroller-General to revoke, revoke or otherwise vary any such changes and to issue any general directions accordingly.
PART II
They may be required to remain in the Prison at any time as the exigencies of the service require. He shall be responsible to the Superintendent for the discipline of the Jail and proper order therein. He shall, where practicable, supervise all escorts leaving the prison and take such steps as may be necessary for the safe custody of the prisoners.
PART IV
At the request of the Chief Superintendent or Superintendent, he shall provide free medical assistance to all prison officers in the prison who may require it while on duty. Prison officers shall assist these officers in the performance of their duties, but shall not be subject to any special instructions in relation to discipline or any matter relating to the security or management of the prison, unless so directed by the Chief Superintendent or Superintendent. They will question any prisoner they wish to see on the premises of the warden's office and are not allowed to visit other areas of the prison.
PART V
No person who appears to be under the influence of liquor or is of known bad character or who has served a sentence in a prison shall be admitted as a member of any entertainment or social welfare organization unless the Comptroller General is of the opinion that a such a person, a person who has served a sentence, can be admitted without this being detrimental to the management of the prison. He ensures that no food, clothing, water, light or other prison maintenance items are wasted. He shall pay constant attention to the security of the prison, and shall report to the Chief Inspector any violation of these Regulations which comes to his attention, and any other matter requiring the attention of the Superintendent.
PART VL
Prison officers are required to report the finding of any unauthorized article in or about the prison and hand it to the superintendent or senior officer in charge of the prison. They shall be responsible for searching prisoners leaving their stores at each muster, and the senior officer in charge of the jail shall cause the search to be carried out and detail sufficient officers to carry out the search. The officer in charge of the prisoners' clothing store shall have charge of all the clothing and belongings of the prisoners and shall keep safe custody thereof for the duration of a prisoner's imprisonment.
PART VII
Any firearm, the property of an inmate, shall be kept in the Armory for safekeeping and returned to the inmate upon discharge. In the ease of receiving any property for a prisoner not authorized, such property shall be placed in the Clothing etores and delivered to the prisoner on discharge. In all other respects, applicants for appointment and officers when appointed are subject to the provisions of the Public Service Acts.
PART IX
Homosexual.-All convicted prisoners whose criminal history or prison records in the opinion of the Comptroller General reveal substantial evidence of homosexuality and all convicted prisoners who are currently being sentenced for any act of homosexuality. Unclassified.-Any condemned prisoner awaiting classification and examination to determine to which of the foregoing classifications he shall be placed. A re-order of all reports and observations by the Classification Committee shall be kept in the Office of the Comptroller-General or Superintendent of Prisons for reference.
PART X
So far as practicable, prisoners of any class shall be segregated from any other class, provided that: Proper records shall be kept of all money, valuables and property received or disposed of by any prisoner. Personal information, as required by the Chief Inspector, must be provided by the inmate.
PART XI
Smoking is permitted only when inmates are in cells, yards, wards or other places approved by the warden and when inmates are not at work. Prisoners who wish to be interviewed by a chief warden, external magistrate, doctor, dentist or warden are permitted to do so on request to a senior prison officer. Any complaint, other than a Visiting Justice complaint, made in writing by any inmate shall be forwarded by the Superintendent to the Superintendent General with such comments and notes as the Superintendent deems appropriate.
PART XII
All cases of physical restraint, and the need for it, must be reported in writing to the Comptroller-General. Complaints of a minor nature must be investigated by the Chief Inspector of TB before being forwarded to the Comptroller General. No visitors shall be admitted to them except as approved by the Comptroller General or the Chief Inspector.
PART XIII
They shall not be permitted to write any letter or other document unless authorized, nor shall they have any unauthorized writing in their possession. Work and meal times will be adjusted according to the season of the year and the requirements of the Prison. Refractory prisoners may be placed under the necessary restraint by order of the Superintendent or Comptroller-General, but the restraint shall not be kept in use longer than necessary.

No person shall be permitted to pass through the workshops, cells, yards, or any part of the prison buildings, unless permitted by the Superintendent. Visits to state farms are permitted only on Sundays between 9:30 a.m. unless otherwise approved by the Superintendent or Superintendent. Small food parcels obtained free of charge from religious or charitable organizations may be received by prisoners outside of Christmas Day or other holidays at the discretion of the Chief Warden.
PART XIX
Prisoners with long criminal records shall not be gi·n:n .billets unless there are special circumstances which, in the opinion of the Comptroller General or Superintendent, may justify such an appointment, but no prisoner of bad conduct in the jail, regardless of record, will be given a ticket in jail. A prisoner will not be allowed to withdraw or spend any money from his Rehabilitation Allowance except with the permission of the Comptroller General. A prisoner sentenced to imprisonment for life may be credited with the amount of ~habilitation allowance, not exceeding the sum of £50, according to the scale to which he may be entitled, but no payment of this allowance shall be made unless the prisoner from the released from prison. The earnings or bonus of any prisoner over and above the sum of two pounds, may be applied at the discretion of the Comptroller-General as follows:-. a).

No prisoner serving a sentence shall be released to receive a visitor, or to receive any letter, unless the Chief Warden or Superintendent shall think it desirable that he should be permitted to do so.

Detention in a re-education home is one of the punishments provided by the "Criminal Code". A conviction and sentence in a correctional facility shall count as a conviction and sentence for purposes of calculating discharge, regardless of the age of the convict. prisoner during sentence and detention. No prisoner is declared a habitual criminal; or who may be sentenced to any preventive detention, shall be entitled to the remission of the specified imprisonment or detention imposed on him, unless this period exceeds two years. Prisoners whose behavior and work performance continue to be good while on the prison farm become eligible for additional remission of sentence to the extent that each period of twenty-eight days spent on the prison farm is equivalent to serving one month of their sentence. the time for which he is sentenced to imprisonment.
PART XXIV
In cases where a prisoner during his sentence does not at most violate the law or regulations, the Comptroller General may authorize his discharge by remission after deducting the total period spent in remission. The daily hours for other work shall be determined by the Comptroller General and/or Superintendent to meet the requirements of the prison. Notice of the required task work must be passed on to the trade instructor in charge of each shop, who in turn will inform each prisoner in his shop accordingly.
PART XXV
However, prisoners in ordinary trade work should not be employed in excess of the trade's normal weekly working hours. Any article manufactured in a prison from Government materials shall, at all times, remain the property of the Government. Articles, such as toothbrushes, toothpaste, soap, tobacco, etc., may be taken from prisoners: with the approval of the Comptroller General.
