Changes to SIS10 qualifications

Purpose

To advise school registered training organisations (RTOs) of release 3.1 of the SIS10: Sport, Fitness and Recreation Training Package and explain the related transition arrangements.

Background

When a new or revised training package is released, training.gov.au (TGA) will automatically update an RTO’s scope of registration where any qualifications and units of competency have been determined as being ‘equivalent’ to a current qualification or unit of competency.

The updating of an RTO’s scope on TGA does not automatically update the QCAA’s database.

This means that the Student Data Capture System (SDCS) used by school RTOs does not provide immediate enrolment and outcome access to updated qualifications or units of competency. Therefore, there is a time delay between the updates on TGA and access to automatic updates through SDCS.

The QCAA VET team oversees updates, and the interactive data portal on the QCAA secure website shows the updates as soon as they have been added to the QCAA database. Once this has occurred, the new units and qualifications will then be available after the next SDCS version download.

Information

Updates were made to the SIS10 Sport, Fitness and Recreation Training Package and published on TGA on 21 July 2015.

The updates included new releases of the training package rules for the following two qualifications that school RTOs may register for:

• SIS20213 Certificate II in Outdoor Recreation

• SIS20513 Certificate II in Sport Coaching.

The new releases include updated elective units which are a result of the new Information and Communications Technology Training Package. All school RTOs currently registered for these two qualifications have had their scope of registration automatically updated to include the equivalent replacement units as listed in Appendix 1.

Other Certificate I and II qualifications from the SIS10 Training Package have not been updated on TGA.

RTOs must transition to the new units as per the transition information in Clause 1.26 of the Standards for Registered Training Organisations (RTOs) 2015 (Standards for RTOs 2015).

All information contained in this memo is correct at time of publication, but is subject to change.

What you need to do

If your school RTO is currently registered for the SIS10 qualifications listed in this memo, the following actions must be taken.

Student enrolment

• Current students who are able to complete and be awarded with certification for these qualifications, including the superseded units, by 20 July 2016 can do so.

• Current students who are not able to complete and be awarded with certification for these qualifications, including the superseded units, by 20 July 2016 must transition to the new units by this date.

• New students enrolled in the qualifications from 21 July 2015 cannot be enrolled in the superseded units.

• Delivery of the replacement units listed above is permissible as part of these qualifications from 21 July 2015 and an Application to change RTO scope of registration form is not required.

RTO administration

• After QCAA has updated its database with equivalent training products and after SDCS reflects this, school RTOs will be able to enter SDCS student enrolments in the required units of competency.

• Check the units of competency your RTO has been registered for, both in SDCS and on the RTO scope available via the Services Online > School administration & reports >

Interactive Data Portal on the QCAA secure website. (To apply for access to the secure website, use the form available here: www.qcaa.qld.edu.au/request_access.html.)

• No student may receive VET certification from 1 January 2015 without a verified USI (Unique Student Identifier) for that student.
